{"id":39000,"date":"2017-11-21T13:27:23","date_gmt":"2017-11-21T13:27:23","guid":{"rendered":"http:\/\/www.jomec.co.uk\/altcardiff\/?p=39000"},"modified":"2017-11-21T13:27:23","modified_gmt":"2017-11-21T13:27:23","slug":"train-changes-threaten-chaos-south-wales-rails","status":"publish","type":"post","link":"https:\/\/cardiffjournalism.co.uk\/altcardiff\/2017\/11\/21\/train-changes-threaten-chaos-south-wales-rails\/","title":{"rendered":"Train changes threaten chaos to South Wales&#8217; rails"},"content":{"rendered":"<h2><b>Plans to renew the Wales and Borders rail service is close to \u201ccollapse\u201d after Arriva Trains Wales pulled out of bidding<\/b><\/h2>\n<div id=\"attachment_39001\" class=\"wp-caption alignnone\" style=\"width: 469px\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-39001 size-medium\" title=\"Arriva Trains Wales\" src=\"https:\/\/cardiffjournalism.co.uk\/altcardiff\/wp-content\/uploads\/sites\/13\/2017\/11\/train-469x312.jpg\" alt=\"\" width=\"469\" height=\"312\" \/><p class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"wp-image-39001 size-medium\" title=\"Arriva Trains Wales\" src=\"https:\/\/cardiffjournalism.co.uk\/altcardiff\/wp-content\/uploads\/sites\/13\/2017\/11\/train-469x312.jpg\" alt=\"\" width=\"469\" height=\"312\" \/><\/noscript> Plans for the Wales and Borders rail service has been throw into &#8220;chaos&#8221;<\/p><\/div>\n<p><span style=\"font-weight: 400\">The Welsh Government is now in search for a bidder for its Wales and Borders rail service after Arriva Trains Wales pulled out of negotiations for its franchise renewal in 2018.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">The service is currently run by Arriva and deploys trains to all stations across Wales (a total of 244 stations) and stations on the border with England, including trains to Shrewsbury, Chester and Hereford. <\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">Despite the delay caused by Arriva backing out of negotiations, the new franchise is still expected to start service as planned in October 2018. Companies now bidding for the franchise contract include Abellio Rail Cymru, French-Canadian firm Keolis and MTR Corp (Cymru) Ltd. <\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">The new train service to a new bidder necessitates the transferring of certain powers from Westminster over to the Welsh Government, given that some of the services will run in England. The order to bestow said powers has not yet been given, which could delay the work even further.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">Paul Maynard, the Transport Minister for the Welsh Government preached \u201ccaution against reading too much\u201d into Arriva\u2019s decision to pull out of proceedings. <\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">\u201cI am confident that we are on track to complete the transfer of franchising powers in Wales and of the necessary agreements over the next few months in good time for commencement of the planned contract.\u201d<\/span><\/p>\n<p>&nbsp;<\/p>\n<div id=\"attachment_39002\" class=\"wp-caption alignnone\" style=\"width: 469px\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-39002 size-medium\" title=\"South Wales Echo\" src=\"https:\/\/cardiffjournalism.co.uk\/altcardiff\/wp-content\/uploads\/sites\/13\/2017\/11\/station-469x312.jpg\" alt=\"\" width=\"469\" height=\"312\" \/><p class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"wp-image-39002 size-medium\" title=\"South Wales Echo\" src=\"https:\/\/cardiffjournalism.co.uk\/altcardiff\/wp-content\/uploads\/sites\/13\/2017\/11\/station-469x312.jpg\" alt=\"\" width=\"469\" height=\"312\" \/><\/noscript> Cardiff Central is the hub for most people&#8217;s rail journeys in Wales<\/p><\/div>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">While this new franchise may mean better services for passengers travelling between Cardiff, Newport and stations on the Welsh Borders, passengers who commute using the Valleys line have shared concerned that they\u2019ve been \u201cforgotten\u201d by the developers. <\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">Meg Scammell is an admin assistant who commutes daily to Cardiff from the Valleys line in Pontyclun, Llantrisant. <\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">\u201cI\u2019m glad to here Arriva has pulled out ,\u201d she told Alt.Cardiff. \u201cThere\u2019s all these new changes being made but we\u2019re still getting trains that are dirty, overused and overcrowded. We need a change. But I\u2019ve not heard much about how this will improve the Valleys line I take to work everyday. \u00a0I\u2019ve heard them talk a lot about new trains and improved services from Cardiff to Newport, but what about the Valleys? It feels like we\u2019re getting left behind.
