A little alien asking the question many must ask when they see this massive, empty, ice cream coloured monolith. <\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cWhat on Earth are they doing allowing people to live and die on the street when buildings like this are sitting bloody empty?\u201d <\/span><\/p>\n<p><span style=\"font-weight: 400\">It\u2019s a pertinent question, especially since <\/span><a href=\"https:\/\/www.walesonline.co.uk\/news\/local-news\/cardiffs-homelessness-problem-grows-thousands-14671015\"><span style=\"font-weight: 400\">Wales Online<\/span><\/a><span style=\"font-weight: 400\"> recently reported a 68% rise in <a href=\"https:\/\/cardiffjournalism.co.uk\/altcardiff\/in-povery\/inpoverty-what-can-be-done-about-dangerous-rough-sleeping-this-winter\">homelessness<\/a> in the past two years.<\/span><\/p>\n<p><span style=\"font-weight: 400\">There are at least 216, 000 homes in England and Wales that have been sitting empty for at least six months. This is a<\/span>ccording to\u00a0<a href=\"https:\/\/www.libdems.org.uk\/11000-homes-across-uk-empty-ten\">research<\/a>\u00a0released in 2018 by the Liberal Democrats,<\/p>\n<p><span style=\"font-weight: 400\">Some of these having been left by their owners for more than a decade.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Cardiff, by no means Wales\u2019 worst offender for leaving houses empty, is no exception to this trend. <\/span><\/p>\n<p><span style=\"font-weight: 400\">There are 1, 431 homes that have been left unoccupied in the Cardiff area for at least six months. Often abandoned in liveable conditions, yet slowly allowed to deteriorate. <\/span><\/p>\n<p><span style=\"font-weight: 400\">And Cardiff Council states that there are currently 664 households who are deemed homeless currently on the waiting list for social housing. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Put in perspective, there are currently more than twice as many houses which are currently &#8216;long term&#8217; empty as are\u00a0 needed to fully accommodate all of Cardiff&#8217;s homeless households.<\/span><\/p>\n<h2><strong>A waste of resources<\/strong><\/h2>\n<p><span style=\"font-weight: 400\">Empty houses are a waste of resources, especiallt when many now declare that there is a &#8216;housing crisis&#8217;.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In March, Prime Minister Theresa May declared her intention to address the lack of available housing in the UK. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cIn much of the country,\u201d she said, \u201chousing is so unaffordable that people are struggling even to find somewhere to rent.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cIf you\u2019re not lucky enough to have support, the door to home ownership is all too often locked and barred.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">Whilst it is comforting to know that the powers that be are aware of the problem, policy by the UK government has largely been focused on increasing the construction of new build properties. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Prime Minister made a call for \u201c<\/span><span style=\"font-weight: 400\">more homes built more quickly,\u201d as a solution.<\/span><\/p>\n<p><span style=\"font-weight: 400\">This policy was echoed on the 6 December, when the Welsh Conservatives pledged to double current housing construction should they win the next Welsh Assembly election.<\/span><\/p>\n<h2><strong>New houses before old ones?<\/strong><\/h2>\n<p><span style=\"font-weight: 400\">Yet such new developments ignore the potential of the city\u2019s underused housing. They are also frequently environmentally damaging, with many being built on greenfield sites.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The <\/span><a href=\"https:\/\/www.persimmonhomes.com\/st-edeyrns-village-10620\"><span style=\"font-weight: 400\">St Edyern\u2019s Village<\/span><\/a><span style=\"font-weight: 400\">\u00a0is one such development. Located near the picturesque village of Old St Mellons, it is a new construction of over 1000 homes. When it was initially proposed, Persimmon Homes regional land director\u00a0Andrew Crompton said that St Edyern\u2019s was intended \u201cto meet the demand for more family housing in the capital city of Cardiff\u201d.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Yet this entire development would only accommodate roughly two thirds of the number of households which the 1431 long-term empty homes are capable of accommodating.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Other similar developments are planned or in progress across Wales, including the <\/span><a href=\"https:\/\/www.cardiff.gov.uk\/ENG\/resident\/Housing\/Assisted-Home-Ownership\/properties-for-sale\/New-Developments\/Pages\/default.aspx\"><span style=\"font-weight: 400\">Plasdwr Garden City<\/span><\/a><span style=\"font-weight: 400\"> \u201c<\/span><span style=\"font-weight: 400\">set in 900 acres of countryside\u201d northwest of<\/span><span style=\"font-weight: 400\"> Cardiff.<\/span><\/p>\n<p><span style=\"font-weight: 400\">It is still far more time-consuming and more costly construct new houses than to bring pre-existing houses currently in limbo back onto the market.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Not only must houses be built, but in new developments, appropriate infrastructure must be too. Roads, pipes, schools and shops must follow to make sure that the new community is not cut off. <\/span><\/p>\n<p><span style=\"font-weight: 400\">For those who are in urgent need of permanent housing, new houses may not come soon enough.<\/span><\/p>\n<h2><strong>Any solutions?<\/strong><\/h2>\n<p><span style=\"font-weight: 400\">But what can be done to bring these empty houses back to life? <\/span><\/p>\n<p><span style=\"font-weight: 400\">There are many reasons why homes may be unoccupied. Inheritance disputes, complicated repossessions, or a lack of funds for landlords to refurbish a property to livable standards.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Local councils primarily aim to work with landlords to overcome these problems. These allow them to take control of a property which has been left empty for up to two years. <\/span><\/p>\n<p><span style=\"font-weight: 400\">However, EDMOs are seen as extremely heavy-handed. They have rarely been used nationally since their inception, being seen as a last resort.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Due to the reluctance of local councils to interfere in issues surrounding private property, and the Welsh and British governments\u2019 preference to build new properties over refurbishing old ones, it will be a slow process before empty properties in Cardiff are occupied again.<\/span><\/p>\n<p><span style=\"font-weight: 400\">For that little alien on the Cowbridge Road, there may be no easy answer to his question.
