{"id":47633,"date":"2018-12-14T14:26:53","date_gmt":"2018-12-14T14:26:53","guid":{"rendered":"http:\/\/www.jomec.co.uk\/altcardiff\/?p=47633"},"modified":"2018-12-14T14:26:53","modified_gmt":"2018-12-14T14:26:53","slug":"inpoverty-is-sport-becoming-less-accessible-for-those-who-cant-afford-it","status":"publish","type":"post","link":"https:\/\/cardiffjournalism.co.uk\/altcardiff\/2018\/12\/14\/inpoverty-is-sport-becoming-less-accessible-for-those-who-cant-afford-it\/","title":{"rendered":"#InPoverty: Is sport becoming less accessible for those who can\u2019t afford it?"},"content":{"rendered":"<p>&nbsp;<\/p>\n<h2><strong>Sports facility closures are proving to be hugely problematic when it comes to encouraging young people from deprived backgrounds into sport<\/strong><\/h2>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">Wales has always prided itself on rugby clubs being at the centre of its communities.<\/span><\/p>\n<p><span style=\"font-weight: 400\">These hubs have not only provided a social centre for people to meet and laugh, they have acted as a sporting outlet for those who may be unable to provide equipment to play sport on their own time.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Rugby teams are folding in their droves, as reported by <\/span><em><a href=\"https:\/\/www.walesonline.co.uk\/sport\/rugby\/rugby-news\/welsh-rugby-clubs-dying-out-11823052\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">Wales Online<\/span><\/a><\/em><span style=\"font-weight: 400\"><em>,<\/em> and cuts are crippling any free, council-run sporting facilities. <\/span><\/p>\n<p><span style=\"font-weight: 400\">The ability of those from deprived backgrounds to gain access to <a href=\"https:\/\/cardiffjournalism.co.uk\/altcardiff\/active\/trelai-youth-centre-is-revitalized\" target=\"_blank\" rel=\"noopener noreferrer\">sports facilities<\/a> is under threat.<\/span><\/p>\n<p><b>The social issue<br \/>\n<\/b><span style=\"font-weight: 400\">A lack of sports opportunities for young people living in deprived circumstances is not only a public health issue, with links repeatedly being drawn between <\/span><a href=\"https:\/\/bmjopen.bmj.com\/content\/bmjopen\/8\/1\/e019862.full.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">low income and obesity,<\/span><\/a><span style=\"font-weight: 400\"> but also of young people losing chances to learn vital skills.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Asa Waite, winner of the Unsung Hero award at the 2018 Wales Sport Awards for his basketball club in Newport, is an advocate of the philosophy of sport being more than just a means to stay healthy.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cSelf-worth is the biggest thing with anybody from a deprived background, as a lot of them feel they\u2019re not important. When you come to our sessions you are.\u201d Asa said.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Asa believes his club provides an outlet for young people to express themselves and release energy which in other environments could be considered disruptive.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Jo Phillips is the former chair of Maindy Flyers, the cycling club responsible for the development of Tour De France champion Geraint Thomas. <\/span><\/p>\n<p><span style=\"font-weight: 400\">She has raised concerns about the level of funding for grassroots sport.<\/span><\/p>\n<h2>\u201cSelf-worth is the biggest thing with anybody from a deprived background, as a lot of them feel they\u2019re not important. When you come to our sessions you are.\u201d<\/h2>\n<p><span style=\"font-weight: 400\">When the club was founded, many of its services were subsidised by the local authority, a subsidy which has since been lost. The club is now entirely funded by members.<\/span><\/p>\n<p><span style=\"font-weight: 400\">This can sometimes be off-putting to potential members, as according to Jo: \u201cthat initial outlay can put pressure on. It could be a deal breaker.\u201d <\/span><\/p>\n<p><span style=\"font-weight: 400\">To offset this cost, the club offers concessions to lower income families, though this can mean the club struggles financially as the subsidy from local authority and other sources becomes scarcer. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Jo raised concerns about the difficulty she has found in locating other sources of funding. She said: \u201cI\u2019m not finding as much access to grants as I would like. There\u2019s an awful lot other funding providers could do to offset the costs.\u201d<\/span><\/p>\n<div id=\"attachment_47666\" class=\"wp-caption alignnone\" style=\"width: 4032px\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-47666\" src=\"https:\/\/cardiffjournalism.co.uk\/altcardiff\/wp-content\/uploads\/sites\/13\/2018\/12\/IMG_0548.jpg\" alt=\"\" width=\"4032\" height=\"3024\" \/><p class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"size-full wp-image-47666\" src=\"https:\/\/cardiffjournalism.co.uk\/altcardiff\/wp-content\/uploads\/sites\/13\/2018\/12\/IMG_0548.jpg\" alt=\"\" width=\"4032\" height=\"3024\" \/><\/noscript> Sporting facilities are falling into disrepair<\/p><\/div>\n<p><span style=\"font-weight: 400\">Asa Waite commends his local authority on the help they have given his club, but like Jo, still believes more investment is needed: \u201cWe want someone to just buy in and say \u2018you\u2019re doing great, and can you continue it?\u2019\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">2018 Wales Sport Awards Community Coach of the Year winner, Aled Jones-Davies, has echoed the desire for more funding to help those who can\u2019t afford it.<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cWe do cross-country and a lot of families can\u2019t afford cross-country spikes so maybe little grants so we can buy the spikes and lend them to people when they can\u2019t afford it would be helpful\u201d Aled said.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Whereas Maindy Flyers are lucky in that they have access to a facility, <\/span><em><a href=\"https:\/\/www.walesonline.co.uk\/news\/health\/how-much-sports-recreation-funding-12901553\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">WalesOnline<\/span><\/a><\/em><span style=\"font-weight: 400\"><em> r<\/em>eported last year that the amount of funding provided for sports and recreation facilities in Wales had dropped by almost a quarter.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The reduction in services funding flies in the face of the Welsh Assembly government\u2019s <\/span><a href=\"https:\/\/gov.wales\/topics\/people-and-communities\/people\/future-generations-act\/?lang=en\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">Well-Being of Future Generations Act <\/span><\/a><span style=\"font-weight: 400\">announced in 2015.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The goal is to create: \u201cA society in which people\u2019s physical and mental well-being is maximised and in which choices and behaviours that benefit future health are understood.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">To meet this goal, funding needs to be invested in sports facilities and opportunities, something which is not currently being achieved.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Sport Wales, the body responsible for developing sport in Wales, has a <\/span><a href=\"http:\/\/ourambitiousjourney.sport.wales\" target=\"_blank\" rel=\"noopener noreferrer\"><i><span style=\"font-weight: 400\">Getting people active for life<\/span><\/i><\/a> <span style=\"font-weight: 400\">initiative which aims to \u201cGet 75% of young people and young adults hooked on sport, positively target the participation gap within inequality and deliver a sporting pathway to become a nation of champions.\u201d Despite this, many people still find it difficult to get access to sporting facilities.<\/span><\/p>\n<p><span style=\"font-weight: 400\">With a lack of state-funded sporting opportunities, many find themselves having to turn to paid facilities which are often expensive.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Splott councillor Jane Henshaw has expressed her concern at the lack of affordable sports facilities, with many of her constituents complaining of their local gym being too expensive and overcrowded.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In the latest Index of multiple deprivation, <\/span><a href=\"http:\/\/www.uklocalarea.com\/index.php?lsoa=W01001873&amp;q=Splott&amp;wc=00PTPJ\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">Splott was ranked 91 out of 1,909 areas in Wales, <\/span><\/a><span style=\"font-weight: 400\">with number one being the most deprived.<\/span><\/p>\n<div id=\"attachment_47669\" class=\"wp-caption alignnone\" style=\"width: 4032px\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-47669\" src=\"https:\/\/cardiffjournalism.co.uk\/altcardiff\/wp-content\/uploads\/sites\/13\/2018\/12\/IMG_0560.jpg\" alt=\"\" width=\"4032\" height=\"3024\" \/><p class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"size-full wp-image-47669\" src=\"https:\/\/cardiffjournalism.co.uk\/altcardiff\/wp-content\/uploads\/sites\/13\/2018\/12\/IMG_0560.jpg\" alt=\"\" width=\"4032\" height=\"3024\" \/><\/noscript> Roath recreation ground<\/p><\/div>\n<p><span style=\"font-weight: 400\">When taking this into account, the lack of affordability becomes a major problem, especially when it\u2019s considered that Splott is in the bottom nine per cent of areas in Wales when it comes to health quality.<\/span><\/p>\n<p><b>The public health issue<br \/>\n<\/b><a href=\"https:\/\/gov.wales\/docs\/statistics\/2018\/180627-national-survey-2017-18-population-health-lifestyle-en.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"font-weight: 400\">The 2017-18 National Survey for Wales<\/span><\/a><span style=\"font-weight: 400\"> found that 60% of Welsh adults were overweight with 22% being classed as obese and the level of obesity jumped to 30% in the most deprived areas.<\/span><\/p>\n<p><span style=\"font-weight: 400\">This has clear links to the inaccessibility of sport, with the same survey finding that 34% of adults were inactive (less than 30 minutes a week) and that inactivity was highest among those who were materially deprived.<\/span><\/p>\n<p><span style=\"font-weight: 400\">It is surely in the interest of the government to provide adequate sports opportunities to prevent obesity rates from growing further. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Obesity puts huge strain on the NHS and with its resources already being stretched to the limit, something needs to be done.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Access to sport is a right, not a privilege and no one should be denied these
