A sense of insecurity, of hope crushed by the weight of negative thoughts, provoked by the knowledge of what many had to endure and are still enduring, occur all too frequently for those waiting for for Personal Independence Payment (PIP).<\/p>\n\n\n\n<p>PIP was introduced in 2013 to replace the Disability Living Allowance (DLA). The majority of people claiming PIP were previously granted DLA, but now do not know whether they will still be eligible for state benefits. The uncertainty in the air is thick during the many weeks claimants have to wait for an answer from the Department of Work and Pensions (DWP). <\/p>\n\n\n\n<p>In 2013 it <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/804793\/withdrawn-dla-is-ending-leaflet.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">was guaranteed<\/a> that the waiting times for PIP would be short (four weeks) and the system efficient. But the loss of more than 17,000 lives, people left living in poverty for weeks (months sometimes) therefore losing their independence, will disagree. &nbsp;<\/p>\n\n\n\n<p><\/p>\n\n\n\n<figure class=\"wp-block-embed-twitter wp-block-embed is-type-rich is-provider-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">News tonight that someone I have known for years. (@Gildy55) <a href=\"https:\/\/twitter.com\/Gildy55\/status\/1204554613267062784?ref_src=twsrc%5Etfw\">December 11, 2019<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p><\/p>\n\n\n\n<p>It seems like a good time to talk about the issues and daily challenges that PIP has brought into the lives of many during the month of the International Day of Persons with Disabilities (3 December) and of the Human Rights Day (10 December); international days aiming to shed light on overlooked issues that minorities face every day of the year.&nbsp; <\/p>\n\n\n\n<div style=\"height:56px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>An Unfair Form<\/strong><\/h4>\n\n\n\n<p>Louisa Davies is 30 years old and has autism, cerebral palsy, mental\nhealth issues and cannot speak. She lives with her mother, Ann Davies, who\nlooks after her, in their home near Caerphilly. When the PIP was introduced\nthey applied to it. Ann believes that, although the process to request benefits\nhas always been complicated, the one for PIP is even more difficult and unfair.\nSome questions she read on the form are \u201cCan you put a pen in your top pocket?\u201d\nor \u201cIf there was a box on the floor, would you be able to pick it up and move\nit from the right to the left?\u201d If you can do these simple actions, then you\nare regarded as fit for an office job, she added.<\/p>\n\n\n\n<p>Ann believes that the process to re-claim benefits should not be\ncomplicated for people with serious disabilities, as the DWP already has\ninformation on them. She is aware that some people applying for PIP had to wait\nfor an answer for more than six weeks, unlike her daughter Louisa. She knows\nthat these people have lost access to health services and facilities, due to\nthe lack of financial support from the government.<\/p>\n\n\n\n<p>In a <a href=\"https:\/\/www.youtube.com\/watch?v=WdXYpjtqieE\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">video<\/a> posted by the DWP the process to claim PIP seems fairly straightforward. <\/p>\n\n\n\n<figure class=\"wp-block-embed-youtube wp-block-embed is-type-video is-provider-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"zeen-lazy-load-base zeen-lazy-load\" title=\"Disability Living Allowance is ending - find out more\" width=\"1200\" height=\"675\" src=\"about:blank\" data-lazy-src=\"https:\/\/www.youtube.com\/embed\/WdXYpjtqieE?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><noscript><iframe title=\"Disability Living Allowance is ending - find out more\" width=\"1200\" height=\"675\" src=\"https:\/\/www.youtube.com\/embed\/WdXYpjtqieE?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/noscript>\n<\/div><figcaption> <strong>In this video the DWP shows how to claim PIP. The DLA recipient has to wait for a letter from the DWP explaining how to apply for the new state benefit. A \u2018How your disability affects you\u2019 form has to be filled in and sent back to the DWP. The DWP will either accept the request, deny it, or ask the claimant to attend a face-to-face evaluation with an independent health professional. Then a decision will be made and communicated. If the claimant does not agree with the final decision, there are possibilities for appeals.<\/strong> <\/figcaption><\/figure>\n\n\n\n<p>Easy, right?<\/p>\n\n\n\n<p>Unfortunately the reality is much more complicated and much more painful for those who have to go through this process.<\/p>\n\n\n\n<div style=\"height:58px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Words asking for fairness<\/strong><\/h4>\n\n\n\n<p>Rob Palk is a writer based in Leicester, author of the novel <em>Animal Lovers<\/em> (2018). A few years back he suffered from an unexpected <br>brain haemorrhage which left him permanently visually impaired. Due to this accident he was granted the lowest rate of DLA. When he finally received a letter advising him to apply for PIP he followed all the steps leading to his face-to-face assessment.<\/p>\n\n\n\n<blockquote style=\"text-align:center\" class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>&#8220;<strong><em>I appealed but it got rejected because they kept sending information about it to my old address<\/em><\/strong>&#8220;<\/p><\/blockquote>\n\n\n\n<p>As he stated <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2019\/oct\/26\/benefit-assessor-more-afraid-state-poverty\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">in an article<\/a> published by <em>The Guardian<\/em>, he put in the effort to be agreeable and hospitable to the assessor. Yet, the DWP decided not to accept his claim to PIP. In fact the report stated that he could see well enough to drive (although he did not know how to drive even before the haemorrhage), and he did not suffer from stress or anxiety as he seemed engaging, calm and made eye contact.<\/p>\n\n\n\n<p>\u201cI appealed but it got rejected because they kept sending information about it to my old address and I\u2019m now trying to reopen it,\u201d he told Alt.Cardiff. Due to this uncertainty, his stress and anxiety got worse. Rob confirmed, \u201cI am prone to being stressed and anxious since the brain haemorrhage. And the appeal makes it worse. Ironically that is what they claim I don\u2019t have.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-embed-twitter wp-block-embed is-type-rich is-provider-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">I&#39;m going through all my evidence for my PIP Tribunal this afternoon and it&#39;s making me Really Angry. I&#39;m not sure what more evidence I can provide when they say I have &#39;no physical restrictions&#39; when I turned up in a wheelchair <a href=\"https:\/\/twitter.com\/hashtag\/chronicillness?src=hash&amp;ref_src=twsrc%5Etfw\">#chronicillness<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/PIP?src=hash&amp;ref_src=twsrc%5Etfw\">#PIP<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/disabledacademic?src=hash&amp;ref_src=twsrc%5Etfw\">#disabledacademic<\/a><\/p>&mdash; Elli the Baby PhD (@ellithebabyphd) <a href=\"https:\/\/twitter.com\/ellithebabyphd\/status\/1204330509553356805?ref_src=twsrc%5Etfw\">December 10, 2019<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<div style=\"height:65px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Not\nalone<\/strong><\/h4>\n\n\n\n<p>He is not alone in his battle, as many disabled people believe the new system is broken and accuse the government of being unwilling to help citizens in need. \u00a0<\/p>\n\n\n\n<p><a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.theguardian.com\/commentisfree\/2017\/oct\/30\/staggering-rise-pip-complaints-rot-system-disability-benefits\" target=\"_blank\">Allegations<\/a> from other disabled people who have been assessed for their PIP accuse independent health professionals of lying and dishonestly reporting the results of physical examinations. A <a href=\"https:\/\/www.theguardian.com\/society\/2012\/jul\/27\/disability-benefit-assessors-film\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">secretly filmed video<\/a> shows assessors allegedly being monitored to ensure they don\u2019t find excessive numbers of disabled people eligible for benefits.<\/p>\n\n\n\n<p>Independent organisations too have begun complaining about a system that keeps failing its disabled citizens. Scope, a disability equality charity based in Wales and England, stated that disabled people rely on these financial lifelines to live independently and be part of their community. <\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/cardiffjournalism.co.uk\/altcardiff\/wp-content\/uploads\/sites\/13\/2019\/12\/InPoverty_copy_VZ.jpg\" alt=\"Person walking with a walking frame\" class=\"wp-image-52906\" \/><noscript><img decoding=\"async\" src=\"https:\/\/cardiffjournalism.co.uk\/altcardiff\/wp-content\/uploads\/sites\/13\/2019\/12\/InPoverty_copy_VZ.jpg\" alt=\"Person walking with a walking frame\" class=\"wp-image-52906\" \/><\/noscript><figcaption> <strong>Scope believes that disabled people are being failed by a system that is not fit for purpose &nbsp;<\/strong> <\/figcaption><\/figure>\n\n\n\n<figure class=\"wp-block-embed-twitter wp-block-embed is-type-rich is-provider-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Just heard another friend has had her <a href=\"https:\/\/twitter.com\/hashtag\/pip?src=hash&amp;ref_src=twsrc%5Etfw\">#pip<\/a> claim refused. Losing her car will mean she loses her job &amp; freedom.<br>Getting really fed up with how unfair this system is on people who are fully entitled to support.<\/p>&mdash; Mik Scarlet (@MikScarlet) <a href=\"https:\/\/twitter.com\/MikScarlet\/status\/1197551417881432065?ref_src=twsrc%5Etfw\">November 21, 2019<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>However, people are being stripped of their independence, of their basic human rights and being forced to go through painful and \u201c<a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.theguardian.com\/society\/2018\/oct\/08\/almost-impossible-to-get-a-fair-pip-assessment\" target=\"_blank\">dehumanising<\/a>\u201d assessments. Complaints about the PIP procedure rose by nearly 880%, according to the <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.parliament.uk\/business\/publications\/written-questions-answers-statements\/written-question\/Commons\/2017-10-10\/107035\/\" target=\"_blank\">Department for Work and Pensions<\/a> in 2016. The <a href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/pip-waiting-time-deaths-disabled-people-die-disability-benefits-personal-independence-payment-dwp-a8727296.html\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">number of deaths<\/a> of terminally ill people have skyrocketed, with 17,070 reported on January 2019. Others, like Rob, have been living close to poverty, who is usually three months away from him. The insecurity and the negativity are crawling closer.
