{"id":32516,"date":"2023-12-11T16:34:35","date_gmt":"2023-12-11T16:34:35","guid":{"rendered":"https:\/\/cardiffjournalism.co.uk\/cjsnews\/?p=32516"},"modified":"2023-12-15T09:07:39","modified_gmt":"2023-12-15T09:07:39","slug":"cardiffs-housing-crisis-will-get-worse-if-people-continue-to-abuse-the-system-says-charity","status":"publish","type":"post","link":"https:\/\/cardiffjournalism.co.uk\/cjsnews\/cardiffs-housing-crisis-will-get-worse-if-people-continue-to-abuse-the-system-says-charity\/","title":{"rendered":"Cardiff&#8217;s housing crisis will get worse if people continue to abuse the system, says charity"},"content":{"rendered":"\n<p>A social housing charity has said Cardiff\u2019s \u201chousing emergency\u201d will only get worse if it does not tackle the issue of \u201cintentional homelessness\u201d.<\/p>\n\n\n\n<p>This is due to a  small minority of people who are presenting themselves as homeless in order to short-cut the social housing ladder, according to TPAS Cymru. <\/p>\n\n\n\n<p>This is exacerbating what is already the \u201cmost challenging time for housing in decades\u201d, according to Cardiff Council. <\/p>\n\n\n\n<p>Waiting lists to enter temporary accommodation have increased 150% since 2021.<\/p>\n\n\n\n<p>All 1,699 units of temporary accommodation in Cardiff are full and recent data has shown that 28 more families entering temporary accommodation each month.<\/p>\n\n\n\n<p>In October, the Welsh Government introduced a Bill which aims to \u201cend homelessness in Wales\u201d.<\/p>\n\n\n\n<p>This has led to concern amongst charities that the Government will \u201cprioritise homelessness over everything else\u201d when it comes to deciding who gets access to social housing first.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><img decoding=\"async\" width=\"522\" height=\"280\" loading=\"lazy\" src=\"https:\/\/cardiffjournalism.co.uk\/cjsnews\/wp-content\/uploads\/sites\/11\/2023\/12\/Picture1.png\" alt=\"\" class=\"wp-image-32535\" style=\"width:739px;height:auto\" srcset=\"https:\/\/cardiffjournalism.co.uk\/cjsnews\/wp-content\/uploads\/sites\/11\/2023\/12\/Picture1.png 522w, https:\/\/cardiffjournalism.co.uk\/cjsnews\/wp-content\/uploads\/sites\/11\/2023\/12\/Picture1-300x161.png 300w, https:\/\/cardiffjournalism.co.uk\/cjsnews\/wp-content\/uploads\/sites\/11\/2023\/12\/Picture1-293x157.png 293w\" sizes=\"auto, (max-width: 522px) 100vw, 522px\" \/><noscript><img decoding=\"async\" width=\"522\" height=\"280\" src=\"https:\/\/cardiffjournalism.co.uk\/cjsnews\/wp-content\/uploads\/sites\/11\/2023\/12\/Picture1.png\" alt=\"\" class=\"wp-image-32535\" style=\"width:739px;height:auto\" srcset=\"https:\/\/cardiffjournalism.co.uk\/cjsnews\/wp-content\/uploads\/sites\/11\/2023\/12\/Picture1.png 522w, https:\/\/cardiffjournalism.co.uk\/cjsnews\/wp-content\/uploads\/sites\/11\/2023\/12\/Picture1-300x161.png 300w, https:\/\/cardiffjournalism.co.uk\/cjsnews\/wp-content\/uploads\/sites\/11\/2023\/12\/Picture1-293x157.png 293w\" sizes=\"(max-width: 522px) 100vw, 522px\" \/><\/noscript><figcaption class=\"wp-element-caption\">David Rhys Wilton, CEO of TPAS CYMRU.<\/figcaption><\/figure>\n\n\n\n<p>David Rhys Wilton, CEO of TPAS Cymru, said if the government do this, it will make homelessness a \u201cmore attractive\u201d means of getting on the social housing ladder. \u00a0<\/p>\n\n\n\n<p>\u201cWe are going to see more and more people trying to game the system and get to the top of the list\u201d.<\/p>\n\n\n\n<p>The Cabinet Member for Housing and Communities, Cllr Lynda Thorne, shares Wilton\u2019s concerns.<\/p>\n\n\n\n<p>She said: \u201cCardiff does not currently consider whether a person has intentionally made themselves homeless when they present to services\u201d.<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Individuals are now deliberately giving up their existing accommodation to enter homelessness services with the intention of securing social housing.<\/p>\n<cite>Cllr Lynda Thorne, Cabinet Member for Housing and Communities<\/cite><\/blockquote>\n<\/div>\n<\/div>\n\n\n\n<p>Thorne has looked to tackle the issue by proposing a report which will ensure anyone who is found to be \u201cintentionally homeless\u201d will not receive any social housing.<\/p>\n\n\n\n<p>The Community &amp;
