{"id":19937,"date":"2017-01-23T15:29:16","date_gmt":"2017-01-23T15:29:16","guid":{"rendered":"http:\/\/www.jomec.co.uk\/intercardiff\/?p=19937"},"modified":"2017-01-23T15:29:16","modified_gmt":"2017-01-23T15:29:16","slug":"drug-overdose-help-naloxone-drugaid-swansea","status":"publish","type":"post","link":"https:\/\/cardiffjournalism.co.uk\/intercardiff\/sport-health\/drug-overdose-help-naloxone-drugaid-swansea","title":{"rendered":"Damage Control"},"content":{"rendered":"<h2>More than 4,600 deaths from drug misuse were registered in Wales between 2001 and 2015. Cardiff and Swansea constitute only 19% of the country&#8217;s population, but together they account for almost 30% of the deaths.<\/h2>\n<h2><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-medium wp-image-20133\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2017\/01\/Syringes-on-ground-625x349.jpg\" alt=\"syringes-needle-drugs-heroin-ground\" width=\"625\" height=\"349\" \/><noscript><img decoding=\"async\" class=\"aligncenter size-medium wp-image-20133\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2017\/01\/Syringes-on-ground-625x349.jpg\" alt=\"syringes-needle-drugs-heroin-ground\" width=\"625\" height=\"349\" \/><\/noscript><\/h2>\n<h2>This is the experience of the people chipping away at those numbers.<\/h2>\n<p>On a steep roadside hill in Swansea, I make my way among the mud. The ground is filled with all sorts of litter: sleeping bags, beer cans, syringes, cookers, even a trolley luggage. \u201cThey call this place the Jungle,\u201d Sam, my guide, tells me. \u201cIf you overdose here, alone, it\u2019s over. Nobody\u2019s going to find you in time.\u201d<\/p>\n<p>Once a week, Sam and his colleagues from Drugaid Cymru go on \u201cpickup patrol\u201d: they scout the worse spots for drug litter in Swansea and remove anything that could pose a danger. \u201cIt\u2019s actually been cleaner recently,\u201d Sam says. \u201cWe find few needles, which is good. It means users are putting them in the sharps boxes we provide.\u201d<\/p>\n<p>The boxes are specifically designed to dispose of used syringes. Once the syringe is in, there\u2019s no way to get it out. That means there\u2019s no risk of anyone \u2013 intentionally or accidentally \u2013 reusing it to inject another dose.<\/p>\n<p>They\u2019re part of the standard equipment provided by charities like Drugaid, along with injecting water, wipes and differently-coloured syringes. When someone is given a kit, however, it\u2019s not just an impersonal hand-over.<\/p>\n<p>\u201cWe always try to give the most appropriate advice,\u201d Sam explains. \u201cFor example, we make sure that the needles are the right length. Many heroin users also inject steroids, and they use long needles for both substances. But if you use a long needle when piercing a vein, you may end up damaging it. Most people don\u2019t know that, and try to push the needle all the way in.\u201d<\/p>\n<p>\u201cAnd of course, we let them know that they can come to counselling anytime.\u201d<\/p>\n<figure id=\"attachment_20131\" aria-describedby=\"caption-attachment-20131\" style=\"width: 625px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-20131\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2017\/01\/IMG_0945-625x417.jpg\" alt=\"drug-injection-kit\" width=\"625\" height=\"417\" \/><figcaption id=\"caption-attachment-20131\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"size-medium wp-image-20131\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2017\/01\/IMG_0945-625x417.jpg\" alt=\"drug-injection-kit\" width=\"625\" height=\"417\" \/><\/noscript> One of the safe injection kit that centres like Drugaid give out.<\/figcaption><\/figure>\n<p>The handing-out of kits follows the harm-reduction approach (as opposed to an abstinence-based one) endorsed by the Western Bay Area Planning Board (APB), which includes the councils of Swansea, Neath-Port Talbot and Bridgend. Not doing drugs at all is a stage that takes time to reach, so before that comes doing drugs <em>safely<\/em>.<\/p>\n<p>Sometimes injecting in a closed space, like one\u2019s own room, is not an option. That\u2019s where places like \u201cthe Jungle\u201d come in. Nevertheless, the vast majority of overdose deaths still happen in private residences, with hostels trailing behind.<\/p>\n<p>Steve Adie, the APB\u2019s Head of Substance Misuse, would see favourably the opening of safe-injection centres (popularly known as \u201cshooting galleries\u201d), where drug users can be promptly assisted in case of overdose. But, as he explains, there\u2019s a hurdle: \u201cThe Misuse of Drugs Act, as it stands, prevents it. The police have a duty to take class-A drugs off people. The law would need to change, and the authority to do that rests within Westminster, not Swansea or Cardiff.\u201d<\/p>\n<p>In the meantime, there are other ways to make a difference: namely, the Needle Exchange and the Take Home Naloxone (THN) programmes.<\/p>\n<p>\u201cNaloxone counteracts the effects of a heroin overdose,\u201d Sam explains to me. \u201cIt gives you an extra 20 minutes while waiting for the paramedics. When someone comes in [at Drugaid] and asks for a kit, we give them training, and they\u2019re ready to use it. You don\u2019t even have to look for a vein, it\u2019s intramuscular.<\/p>\n<p>\u201cAnyone can do it. But it makes a difference between life and death.\u201d<\/p>\n<p style=\"text-align: center\">\n<p>Not every kind of help gets this close and personal, though. Take DAN 24\/7, the Wales-wide helpline for substance misuse: here, anonymity is king. Difference must be made through words alone.<\/p>\n<p>Katrina is one of the people who, whenever a call comes in, carefully listens on the other end. While the helpline gets callers of all ages, she feels that it\u2019s particularly noteworthy in the case of younger people: \u201cThey\u2019re used to communicate via text, IM and other social media, so to pick up the<br \/>\nphone and talk to a stranger is a significant action for them. I always appreciate it, and generally say it. They need reassurance that they\u2019ve done the right thing to dial our number.<\/p>\n<p>\u201cI recall talking to a young man \u2013 aged 16 or \u00ad17 \u2013 who had used cannabis for a number of years and was due to start an apprenticeship. He realised that he needed to address this, as it was affecting his motivation and mental health. We talked about his difficult family background and I gave him information on local support to address all issues. I remember him saying that he was pleased he had called, because he now realised \u2013 which he had not \u2013 that there is confidential support for his age group, and his family did not have to know.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"aligncenter size-medium wp-image-20129\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2017\/01\/Drugs-in-Wales-Stats-1-625x541.png\" alt=\"substance-drug-misuse-treatment-statistics-wales\" width=\"625\" height=\"541\" \/><noscript><img decoding=\"async\" class=\"aligncenter size-medium wp-image-20129\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2017\/01\/Drugs-in-Wales-Stats-1-625x541.png\" alt=\"substance-drug-misuse-treatment-statistics-wales\" width=\"625\" height=\"541\" \/><\/noscript><\/p>\n<p>Those, Katrina says, are the good calls. But there are times when one can feel simply powerless.<\/p>\n<p>\u201cI once got the call of homeless heroin user. He wanted to go back home to be with his parents, re\u00adengage with drug services and try to turn his life around \u2013 he was \u2018sick and tired of being sick and tired\u2019. I offered a range of services to assist with this \u2013 housing, drug services, drop-\u00adin services etc. However, he had no money, no means to get home, no means to make a phone call to any services or family.<\/p>\n<p>\u201cThere was a huge feeling of powerlessness. The caller was ready to accept help, but circumstances made it incredibly difficult for him.
