She pays \u00a320 and asks to have her nipple pierced. Nervous, she squeezes her friend\u2019s hand as she prepares for the procedure.<\/p>\n<p>A clamp is applied and a needle inserted. It is painful, but brief, and within 15 minutes she is back out of the studio with her first intimate piercing.<\/p>\n<p>Her parents never consented to this piercing, or her three later procedures in the same area before her 18th birthday.<\/p>\n<p>Nobody in the studio had asked about parental consent or even whether Jessica was over 18. In England, for instance, 46% of women aged between 16 and 24, <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC2432173\/\">reported<\/a> to have had body piercings in places other than their earlobes.<\/p>\n<p>In Wales, however, the government recently announced a ban on \u2018intimate\u2019 piercings for anyone under the age of 18. This <a href=\"http:\/\/www.legislation.gov.uk\/anaw\/2017\/2\/contents\/enacted\">ban<\/a> includes breasts, genitals and tongue piercings. One of the reasons argued is that younger people are less capable of caring for piercings in these areas properly. This is according to the <a href=\"https:\/\/www.nhs.uk\/conditions\/body-piercing\/#symptoms-of-an-infected-piercing\">statistics<\/a> suggesting a 1\/3 of the 16-24 age group with piercings in these areas have experienced complications.<\/p>\n<p>\u201cI was 16\u2026I don\u2019t think anyone can really keep up with [caring for piercings] at that age,\u201d says Jessica, now 23. \u201cThat\u2019s probably why I got the infection first time around. Tongue and genital piercings are listed as potentially more hazardous, however, as complications could interfere with functions such as speaking, eating and urinating.<\/p>\n<p>\u201c[My friend] got her tongue done and I remember she couldn\u2019t eat for like a whole week,\u201d says business-owner, Jessica. \u201cShe was drinking soup and stuff and she lost a lot of weight. For 16 years old, that could be quite dangerous.\u201d<\/p>\n<p>Owner of Body Piercing Training UK and piercing trainer, Chris Stephens, says that clients should be given clear care instructions for cleaning and maintaining their piercing after their procedure.<\/p>\n<p>\u201cWe can\u2019t care for the piercings through the client\u2019s lifetime, but what we can do is just give them the best information,\u201d he says. \u201cWe\u2019ll give them something to go away with, so they\u2019ve been told the most important things\u2026 but again, you can\u2019t tell whether those people are going to listen to you.\u201d<\/p>\n<p>The Welsh government also argues that under-18s could be placing themselves in vulnerable positions by having piercing procedures in intimate areas.<\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p dir=\"ltr\" lang=\"en\">An intimate body piercing could put your child in a vulnerable position with an adult. There\u2019s a new law to protect young people <a href=\"https:\/\/t.co\/u3kMdb7IAJ\">https:\/\/t.co\/u3kMdb7IAJ<\/a> <a href=\"https:\/\/t.co\/z9TXxh2lUi\">pic.twitter.com\/z9TXxh2lUi<\/a><\/p>\n<p>\u2014 Welsh Government (@WelshGovernment) <a href=\"https:\/\/twitter.com\/WelshGovernment\/status\/959106495219724290?ref_src=twsrc%5Etfw\">February 1, 2018<\/a><\/p><\/blockquote>\n<p>\u201cI don\u2019t think they\u2019re putting themselves at risk,\u201d says Jessica. \u201cThey\u2019ve chosen to go and get these piercings done and you trust the places you go.\u201d<\/p>\n<p>In the U.K., however, there are no recognised qualifications or training standards for any form of piercing. In order to obtain a <a href=\"https:\/\/www.cardiff.gov.uk\/ENG\/Business\/Licences-and-permits\/Leisure-and-personal-treatment\/Pages\/default.aspx\">piercing license<\/a> from a local council for a commercial studio, for example, an individual must prove their commercial space meets health and safety regulations. At no point must they demonstrate or provide proof of prior training or experience as a piercer.<\/p>\n<p>\u201cIt\u2019s incredibly, incredibly dangerous to attempt to [pierce] without proper training,\u201d says trainer, Chris. \u201cWe teach everything from cross-contamination control, learning about blood-borne diseases, through to things like we use ultrasonic cleaners and autoclaves to make sure the equipment is sterile and ready to use\u2026We\u2019re dealing with needles going under the derma-layer of the skin, if the angle is incorrect then you could be piercing areas which, potentially, are incredibly, incredibly dangerous.\u201d<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-medium wp-image-29311\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2018\/02\/new-piktochart_28068112-625x1682.png\" alt=\"\" width=\"625\" height=\"1682\" \/><noscript><img decoding=\"async\" class=\"alignnone size-medium wp-image-29311\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2018\/02\/new-piktochart_28068112-625x1682.png\" alt=\"\" width=\"625\" height=\"1682\" \/><\/noscript><\/p>\n<p>The recent ban in Wales is already in place in <a href=\"https:\/\/www.lisburncastlereagh.gov.uk\/uploads\/general\/Tattoo_Toolkit_NI_2014_Final_Version.pdf\">Northern Ireland<\/a>\u00a0and may show governments are trying to address safety concerns in the industry. However, Wales is the first nation in mainland UK to enact an age restriction on intimate piercings. Although Scotland requires parental consent for piercings, there are currently no minimum age limitations for cosmetic (non-intimate) piercings in any country of the UK.<\/p>\n<p>\u201cIn my opinion, there\u2019s a far greater problem with things like babies and very young children being pierced. Local councils are responsible for premise licences in their area. For Cardiff, piercing, tattoos, acupuncture and electrolysis are grouped within the same application, while they share an information page with caravan-site permits on the <a href=\"https:\/\/www.cardiff.gov.uk\/ENG\/Business\/Licences-and-permits\/Leisure-and-personal-treatment\/Pages\/default.aspx\">council website<\/a>.<\/p>\n<p>\u201cWe\u2019re lucky in the UK because we really do have world-class tattooists and piercers&#8230; I think when you hear horror stories about certain places, I really do think they\u2019re in the minority,\u201d says Chris. \u201cIf the councils or the government really asked the industry about the best way forward, which would be safe for everyone, then they have such a wealth of information there available to them.\u201d<\/p>\n<p>There have been no announcements yet that other UK countries will follow the Welsh intimate piercing ban or that there will be any further regulations regarding the piercing
