Robert Hope-Ross was fined \u00a312,000 and ordered to pay \u00a3478 in costs with a victim surcharge of \u00a3170.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The three-story property had been rented to seven tenants, who were furious by the inadequate fire safety measures. There was no fire alarm in the property, the doors were not fire doors and there was no evidence that the gas and electric installations had been properly inspected.<\/p>\n<p>Officers from the Shared Regulatory Service visited the property in July 2018, and founding dirty, damaged carpets, less than brilliant bathroom facilities, and damaged windows amongst other failings.<\/p>\n<p>Luckily, this landlord was brought to justice, but with students making up 20% of Cardiff\u2019s population, <em>InterCardiff<\/em> took to the streets to find out if other landlords should be fined.<\/p>\n<h3>Harps, 21, student<\/h3>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-medium wp-image-39412\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2019\/02\/harp-625x351.jpg\" alt=\"\" width=\"625\" height=\"351\" \/><noscript><img decoding=\"async\" class=\"alignnone size-medium wp-image-39412\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2019\/02\/harp-625x351.jpg\" alt=\"\" width=\"625\" height=\"351\" \/><\/noscript><\/p>\n<p>\u201cThere\u2019s a lot of issues with student housing in terms of landlords, and you always get difficulties with agencies, but the house I\u2019m in is quite expensive so we haven\u2019t had any problems. Whereas, all my friends, who are living in normal housing&#8230; Mould, damp, they ring the agency, can you do something about it, it\u2019s a very long process. It\u2019s not great, but, the thing is we don\u2019t have a lot of choice\u2026What we\u2019re getting is a nice, fairly modern house. It is out of my price range, but I\u2019d rather not have a headache. But, if I had the choice, I\u2019d rather pay a lot less.\u201d<\/p>\n<h3>Jack, 21, student<\/h3>\n<h3><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-medium wp-image-39413\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2019\/02\/jack-625x351.jpg\" alt=\"\" width=\"625\" height=\"351\" \/><noscript><img decoding=\"async\" class=\"alignnone size-medium wp-image-39413\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2019\/02\/jack-625x351.jpg\" alt=\"\" width=\"625\" height=\"351\" \/><\/noscript><\/h3>\n<p>\u201cOur [house] is quite good actually, I mean, he fixes everything that we break, so&#8230;It\u2019s pretty cheap to be fair.\u201d<\/p>\n<h3>Conrad, 22, student<\/h3>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-medium wp-image-39416\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2019\/02\/other-guy-625x351.jpg\" alt=\"\" width=\"625\" height=\"351\" \/><noscript><img decoding=\"async\" class=\"alignnone size-medium wp-image-39416\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2019\/02\/other-guy-625x351.jpg\" alt=\"\" width=\"625\" height=\"351\" \/><\/noscript><\/p>\n<p>\u201cIn a flat with six people&#8230;I\u2019d say my accommodation is pretty good, but I\u2019ve tried to avoid the Cardiff accommodation because I\u2019ve heard of problems and that sort of thing\u2026 It is expensive.\u201d<\/p>\n<h3>Nora, 24, student<\/h3>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-medium wp-image-39419\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2019\/02\/Nora-625x351.jpg\" alt=\"\" width=\"625\" height=\"351\" \/><noscript><img decoding=\"async\" class=\"alignnone size-medium wp-image-39419\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2019\/02\/Nora-625x351.jpg\" alt=\"\" width=\"625\" height=\"351\" \/><\/noscript><\/p>\n<p>\u201cI live in a private, rented accommodation\u2026[but in previous housing] I think it was just generally, when we moved in, like cleanliness of the property and getting someone round to do maintenance quickly and this like that. [Now], we have an online&#8230; you sort of report the issue and then it\u2019ll categorise it on priority, and then there\u2019ll, they\u2019re really good at sorting it.\u201d<\/p>\n<h3>Ben, 21, student and\u00a0Rosie, 20, student<\/h3>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-medium wp-image-39423\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2019\/02\/pair-625x351.jpg\" alt=\"\" width=\"625\" height=\"351\" \/><noscript><img decoding=\"async\" class=\"alignnone size-medium wp-image-39423\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2019\/02\/pair-625x351.jpg\" alt=\"\" width=\"625\" height=\"351\" \/><\/noscript><\/p>\n<p>Ben said, \u201cI\u2019m in student housing as well\u2026We have problems to be fair with our house, erm, two weeks ago the ceiling fell apart and water from the bathroom, girls\u2019 bathroom upstairs, was trickling into the lounge. And, there\u2019s problems with damp and stuff as well. Heating, that\u2019s an issue&#8230; We pay a bit too much considering we have these kinds of problems. It\u2019s hard to work out if it\u2019s just a student problem, or if it\u2019s just a housing problem.\u201d<\/p>\n<p>Rosie said, \u201cWe\u2019ve had problems with there being issues and then the landlord not really doing anything about it\u2026It was like, some places are a bit damp, and our washing machine stopped working at one point.
