The Liberal Democrats have adopted the repeal of the Vagrancy Act as their party policy. <\/p>\n\n\n\n<p>Donna, along with her dog Millie, is a familiar face for most who walk along Cardiff&#8217;s Queen Street daily. She has been off the streets for the past two years, but she is still waiting for a license from the Council which will allow her to sell the thread bracelets that she makes.<\/p>\n\n\n\n<p>She said, \u201cWhat else are we supposed to do? It\u2019s bull**** that people are being arrested for sleeping or begging on the streets.\u201d She explained that there are \u2018sly\u2019 miscreants involved in drugs on the streets who might take advantage of the law if it gets scrapped.<\/p>\n\n\n\n<p>Mark Pack, the President of the Liberal Democrats \u2013 <a href=\"https:\/\/www.markpack.org.uk\/160806\/layla-moran-make-2020-the-year-that-we-finally-scrap-the-vagrancy-act\/\">in his blog<\/a> from a week ago \u2013 said that MP Layla Moran is raising the issue and urging the government to adopt her legislation this year.<\/p>\n\n\n\n<p>Ms. Moran said, &#8221; It is fantastic that our campaign to repeal the Vagrancy Act continues to gain support inside and outside Parliament. The Labour Party has also displayed its support for a change and its members have joined hands with other campaigners to create the <a href=\"https:\/\/www.labourhomelessness.org.uk\/\">Labour Homelessness campaign<\/a> that looks to eradicate homelessness in the UK. <\/p>\n\n\n\n<p>Ms.Moran is one of the biggest advocates of repealing the act, but in December she revealed that despite her best efforts the government has not backed the bill to axe this particular legislation. <\/p>\n\n\n\n<p>It\u2019s not just political parties; Crisis UK, a charity organization have been running a campaign since last June that specifically aims at dissolving the archaic measure. <\/p>\n\n\n\n<p>Ms. Moran told <a href=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/\">InterCardiff<\/a> that a large amount of the credit must go to charities like Crisis who have been tirelessly keeping up the pressure on this issue. <\/p>\n\n\n\n<p>More than 9000 people were prosecuted under this legislation during a period of four years \u2013 from 2014 to 2018 \u2013 according to a <a href=\"http:\/\/ https:\/\/www.crisis.org.uk\/media\/240604\/cri0220_vagrancyact_report_aw_web.pdf\">report by Crisis UK<\/a>, sparking the sudden support against the ruling in the political and bureaucratic circles. <\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2020\/02\/graph-rough-sleeping-1024x768.jpg\" alt=\"\" class=\"wp-image-48213\" \/><noscript><img decoding=\"async\" src=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/wp-content\/uploads\/sites\/12\/2020\/02\/graph-rough-sleeping-1024x768.jpg\" alt=\"\" class=\"wp-image-48213\" \/><\/noscript><\/figure>\n\n\n\n<p>A <a href=\"http:\/\/sheltercymru.org.uk\/\">Shelter Cymru<\/a> spokesperson said that rough sleeping has increased due to a sustained lack of investment in the housing department which has reduced the availability of one-bed accommodation. \u201cShelter Cymru can see through our casework that arresting people who are sleeping rough does nothing to end their homelessness situation,\u201d he added. <\/p>\n\n\n\n<p>Despite the sudden increase in homelessness, Cardiff Council recently <a href=\"https:\/\/cardiffjournalism.co.uk\/intercardiff\/lead-story\/as-homelessness-rises-cardiff-city-council-cuts-funding-for-homeless-shelter\">cut the funding to a large local shelter<\/a> in November 2019. The council has a well-defined <a href=\"http:\/\/ https:\/\/www.cardiff.gov.uk\/ENG\/resident\/Housing\/Homeless-or-at-risk\/Homelessness-Strategy\/Documents\/ENGLISH%20Cardiff%20Homelessness%20Strategy%202018_2022.pdf\">four-year strategy<\/a> to tackle the problem, but results are not yet visible to the public.<\/p>\n\n\n\n<p>Commenting on the council&#8217;s approach to the Vagrancy Act Mr.Carter said, &#8220;It&#8217;s not a part of that strategy cause it&#8217;s not something that the council could do. It would require legislation at Westminster.&#8221;<\/p>\n\n\n\n<p>Charities and political parties are coordinating and calling for action against this detrimental law as the national and local governments continue to evade the uproar.<\/p>\n\n\n\n<p>\u201cThe campaign is not over yet.
