{"id":14259,"date":"2016-11-08T15:12:31","date_gmt":"2016-11-08T15:12:31","guid":{"rendered":"http:\/\/jomec.co.uk\/thecardiffian\/?p=14259"},"modified":"2016-11-08T15:12:31","modified_gmt":"2016-11-08T15:12:31","slug":"car-ban-howardian-primary-frustrates-residents","status":"publish","type":"post","link":"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2016\/11\/08\/car-ban-howardian-primary-frustrates-residents\/","title":{"rendered":"Car ban at Howardian Primary angers residents"},"content":{"rendered":"<p><span style=\"font-weight: 400\">THE ban on parents\u2019 cars at Howardian Primary School, Penylan, is causing gridlock on nearby roads as they\u00a0compete with residents for space.<\/span><br \/>\n<span style=\"line-height: 1.5\">School-run parents are parking and performing three-point turns on narrow, residential roads because the council allows only staff to drive into the school grounds.<\/span><br \/>\n<span style=\"font-weight: 400\">\u201cThe congestion is so bad that residents and parents have almost come to blows on several occasions,\u201d said Penylan councillor Bill Kelloway.<\/span><br \/>\n<span style=\"font-weight: 400\">Carol Farmer, 71, lives on Hammond Way next to the school. \u201cI\u2019ve got no objection to the school being there,\u201d she said.<\/span><br \/>\n<span style=\"font-weight: 400\">\u201cBut cars have to stop parking on both sides of the road. Above all, it\u2019s dangerous for the children.\u201d<\/span><br \/>\n<span style=\"font-weight: 400\">For some Hammond Way residents, congestion is a familiar problem.<\/span><br \/>\n<span style=\"font-weight: 400\">\u201cIt was the same when Howardian High School was here, but that\u2019s closed now,\u201d said Abdul Mitha, 87. \u201cIt\u2019s a bit of a nightmare, really.\u201d<\/span><br \/>\n<span style=\"font-weight: 400\">Coun Kelloway has appealed to the council to make it easier for parents to drive to the school.<\/span><br \/>\n<span style=\"font-weight: 400\">\u201cThere is a clear solution. A drop-off zone could be built into the school grounds,\u201d he said.<\/span><br \/>\n<span style=\"font-weight: 400\">However, according to Coun Kelloway, the council is determined to stick to its anti-car policy.<\/span><br \/>\n<span style=\"font-weight: 400\">\u201cIt wants to discourage people from bringing children to school by car. Its attitude is: \u2018If we say people shouldn\u2019t drive to school, then they shouldn\u2019t drive to school\u2019.<\/span><br \/>\n<span style=\"font-weight: 400\">\u201cHowever, the fact of the matter is that you can encourage people as much as you like to walk to school but people will drive.
