{"id":17821,"date":"2017-02-24T13:15:42","date_gmt":"2017-02-24T13:15:42","guid":{"rendered":"http:\/\/jomec.co.uk\/thecardiffian\/?p=17821"},"modified":"2017-02-24T13:15:42","modified_gmt":"2017-02-24T13:15:42","slug":"budget-meeting-agree-council-tax-rise-ends-chaos-walk","status":"publish","type":"post","link":"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2017\/02\/24\/budget-meeting-agree-council-tax-rise-ends-chaos-walk\/","title":{"rendered":"Budget meeting to agree Council Tax rise ends in chaos and a walk out"},"content":{"rendered":"<p><span style=\"font-weight: 400\">CARDIFF Council\u2019s budget proposals passed in controversial circumstances last night, as Liberal Democrat and Plaid Cymru councillors left the chamber in protest.<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><span style=\"font-weight: 400\"><br \/>\n<\/span><span style=\"font-weight: 400\">The walk-out came at the end of a meeting when they were told they could not vote on their amendments to the budget <\/span><br \/>\nThe meeting was called to rubber stamp the council\u2019s budget and any amendments put forward by opposition groups.<br \/>\n<span style=\"font-weight: 400\">As the debate on the budget and the proposed amendments was drawing to a close Joe Carter, Lib Dem councillor for Pentwyn, raised a motion to end the debate early and start the voting despite there being three Labour councillors left to speak. <\/span><br \/>\nThe motion was passed thanks to cross-party support, with some Labour councillors voting in favour.<br \/>\n&nbsp;<\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p dir=\"ltr\" lang=\"en\">The <a href=\"https:\/\/twitter.com\/hashtag\/Budget2017?src=hash\">#Budget2017<\/a> will be voted on shortly after a lib dem motion to begin the vote early passes. <a href=\"https:\/\/twitter.com\/hashtag\/cardiff?src=hash\">#cardiff<\/a><\/p>\n<p>\u2014 Matthew Lodge (@MattLodge_1) <a href=\"https:\/\/twitter.com\/MattLodge_1\/status\/834866906037415936\">February 23, 2017<\/a><\/p><\/blockquote>\n<p>The monitoring officer then announced that because the motion to finish the debate early had passed, councillors could only vote on the original budget and not the amendments. They cited Section 26C of the Council Meeting Procedure Rules as justification.<br \/>\nThis announcement caused complaints from all parties with Labour councillor for Ely, Russell Goodway saying: \u201cI have never seen the rule interpreted that way. You are making this meeting farcical.\u201d<br \/>\nNeil McEvoy, Leader of the Plaid Cymru group and councillor for Fairwater, complained that this interpretation of the rule had not been enforced at the last council meeting.<br \/>\nLib Dem councillor for Penylan, Bill Kelloway said: \u201cI have no confidence in this. Only the Conservatives, Labour and Independents remain. <a href=\"https:\/\/twitter.com\/hashtag\/cardiffcouncil?src=hash\">#cardiffcouncil<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/Budget2017?src=hash\">#Budget2017<\/a><\/p>\n<p>\u2014 Matthew Lodge (@MattLodge_1) <a href=\"https:\/\/twitter.com\/MattLodge_1\/status\/834870305818611712\">February 23, 2017<\/a><\/p><\/blockquote>\n<p>Graham Hinchey, Labour councillor for Heath and Cabinet Member for Corporate Services and Performance described the Lib Dem motion to end the debate early as \u201ca spectacular own goal\u201d.<br \/>\nThe budget vote went ahead shortly afterwards, with only Labour, the Conservatives and Independents in the chamber. It passed with 35 votes for, 10 against and zero abstentions.<\/p>\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p dir=\"ltr\" lang=\"en\">The budget has passed, with no Lib Dem or Plaid Cymru councillors in the chamber. <a href=\"https:\/\/twitter.com\/hashtag\/cardiffcouncil?src=hash\">#cardiffcouncil<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/Budget2017?src=hash\">#Budget2017<\/a><\/p>\n<p>\u2014 Matthew Lodge (@MattLodge_1) <a href=\"https:\/\/twitter.com\/MattLodge_1\/status\/834872973555347457\">February 23, 2017<\/a><\/p><\/blockquote>\n<p><span style=\"font-weight: 400\">The budget will be put into action in from April this year.<\/span><br \/>\n<strong>What is Section 26C?<\/strong><br \/>\n<span style=\"font-weight: 400\">The council constitution is a list of rules about how the council operates, makes decisions and how procedures are followed, this rule specifically applies to council meetings.<\/span><br \/>\nSection 26C states:<br \/>\n<i><span style=\"font-weight: 400\">If a motion that the question be now put is seconded and the Chair thinks the item has been sufficiently discussed, the Chair will put the closure motion to the vote. If it is passed he will give the mover of the original motion a right of reply before putting his motion to the vote.<\/span><\/i><br \/>\n<strong>Council Tax Rise<\/strong><br \/>\nThe main talking point at the meeting was the proposed 3.7% council tax rise. Labour say that this will help protect the services that people want, while opposition groups pointed out that it was breaking their election promise not to raise it by more than 2%.<br \/>\nJonathan Evans, Labour councillor for Whitchurch &amp; Tongwynlais said: \u201cWe need to be cautious about accepting the amendments of those who promise pain-free budgets.<br \/>\n\u201cNo-one wishes to raise council tax but my experience as a councillor is that people are willing to pay more as long as there are tangible results that they can see.\u201d<br \/>\nAdamsdown councillor Manzoor Ahmed, who left Labour for the Lib Dems, said: \u201cAt the 2012 elections I stood as a Labour candidate on a promise not to raise council tax by more than 2%. Year after year I was asked by my leadership to break this promise. I am glad the Lib Dems have given me the chance to keep this promise.\u201d<br \/>\nAdrian Robson, Conservative councillor for Rhiwbina, said: \u201cThe Labour council are not listening to people who feel this council tax rise is unwarranted.\u201d<br \/>\n<span style=\"font-weight: 400\">You can read more about the budget and what it means for you <\/span><span style=\"font-weight: 400\"><a href=\"http:\/\/jomec.co.uk\/thecardiffian\/2017\/02\/14\/will-cardiff-council-budget-will-affect\/\">here<\/a>.<\/span><br \/>\n<strong>Alternative Budgets<\/strong><br \/>\n<span style=\"font-weight: 400\">The Lib Dems and Plaid Cymru also put forward their alternative budgets at the meeting. <\/span><br \/>\n<span style=\"font-weight: 400\">The <\/span><b>Liberal Democrats<\/b><span style=\"font-weight: 400\"> proposed to limit council tax increases to 1.99%. They also proposed employing eight new street sweepers at a cost of \u00a3206,400, and spending \u00a31m on repairing and improving roads and pavements.<\/span><br \/>\nNigel Howells, Lib Dem councillor for Adamsdown said: \u201cIn proposing this budget amendment I give members the opportunity to do three things. First to give a break to Cardiff\u2019s long suffering taxpayers. Second to invest in what our residents care most about &#8211; local facilities. Thirdly, a chance to restore faith in politics by listening to our electors.\u201d<br \/>\n<b>Plaid Cymru<\/b><span style=\"font-weight: 400\">\u2019s alternative budget suggested raising council tax by 3.11%, while saving \u00a31m by restructuring the management of the council. They also proposed spending \u00a3170,000 on reopening Waungron Road House Waste Recycling Centre and restoring funding for Grangetown, Riverside and Splott youth centres to 2011 levels.<\/span><br \/>\nCoun McEvoy said \u201cThis will be the shortest living budget in council history. Any administration my group is in will come back with a new budget.\u201d<br \/>\nHowever, the Plaid Cymru alternative budget was criticised by members of both Labour and the Lib Dems.<br \/>\n<span style=\"font-weight: 400\">Ed Bridges, Lib Dem councillor for Gabalfa, said: \u201cSay what you will about the Labour budget, say what you will about the Lib Dem budget, say what you will about the Conservative budget, they are budgets that apply to the whole of Cardiff.
