That said the local authority still has a duty to pay special regard to the preservation of the building.\u201d<\/span><br \/>\n<span style=\"font-weight: 400\">The building was described in the meeting as having close to 500 rooms, one and a half times the size of county hall, and the developers have had to overcome problems with dry rot and asbestos. <\/span><br \/>\n<span style=\"font-weight: 400\">Councillor for Rhiwbina, Adrian Robson, who supported the application overall, said: \u201cIt is a working building, it has been empty for far too long and I am very encouraged by what I see. <\/span><br \/>\n<span style=\"font-weight: 400\">\u201cThere is perhaps an issue with the applicant working out how to communicate better what is going on.
