It also revealed that the building would no longer be open from Monday to Wednesday.<br \/>\nThe pavilion underwent a \u00a34m renovation in 2013 which was funded by the National Lottery as well as the Welsh Government, Vale of Glamorgan Council and Coastal Communities fund.<br \/>\nYesterday, by the time the pavilion\u2019s 70-seat cinema officially closed until the autumn, more than 1,300 people had signed an online petition to reverse the decision.<br \/>\n<figure id=\"attachment_18599\" aria-describedby=\"caption-attachment-18599\" style=\"width: 300px\" class=\"wp-caption alignright\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-18599\" src=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/wp-content\/uploads\/sites\/9\/2017\/03\/Penarth_pier_frontage-300x225.jpg\" alt=\"The front of Penarth Pier Pavilion. There is no indication at the front that there&#8217;s a cinema inside.<\/figcaption><\/figure><br \/>\nThe petition was started by Penarth resident Andrew Jones, a regular user of the cinema who is concerned over PACL\u2019s management of the pavilion.<br \/>\n\u201cThe one thing they have done right is the cinema. You can tell people there make a choice to come here,\u201d Mr Jones said.<br \/>\n\u201cThe only other cinema is in Cardiff. Since I live in Penarth this is the only cinema nearby.<br \/>\n\u201cThey say it\u2019s going to re-open in the autumn but I don\u2019t think anyone believes that. Most people have no faith in the organisation.\u201d<br \/>\nMr Jones also argued that the cinema and pavilion in general are not being advertised enough.<br \/>\nPACL\u2019s most recent financial statements show that only \u00a360 was spent on the Pavilion\u2019s marketing and publicity in 2015, down from \u00a34,427 in the previous year.<br \/>\n\u201c\u00a360 is pathetic. I know people in Penarth who don\u2019t know the cinema is there,\u201d he said.<br \/>\n\u201cIt\u2019s probably the only cinema in the country where they don\u2019t show the film showings outside.\u201d<br \/>\nOther residents also agree that the pavilion wasn\u2019t being marketed effectively.<br \/>\n\u201cI love the pier, I come down to fish now and then, but you never see it advertised,\u201d said Paddy Thomas, 70.<br \/>\nAnother resident, who wished to remain anonymous, said: \u201cIt\u2019s a wonder that the pavilion survives.\u201d<br \/>\n<figure id=\"attachment_18601\" aria-describedby=\"caption-attachment-18601\" style=\"width: 265px\" class=\"wp-caption alignleft\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-18601\" src=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/wp-content\/uploads\/sites\/9\/2017\/03\/penarth-pier-history.jpeg\" alt=\"Penarth Pier has a long history in the town.\" width=\"265\" height=\"190\" \/><figcaption id=\"caption-attachment-18601\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"size-full wp-image-18601\" src=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/wp-content\/uploads\/sites\/9\/2017\/03\/penarth-pier-history.jpeg\" alt=\"Penarth Pier has a long history in the town.\" width=\"265\" height=\"190\" \/><\/noscript> Penarth Pier has a long history in the town.<\/figcaption><\/figure><br \/>\nIn a statement on their website, PACL stated that the decision behind the temporary closure of the cinema was in response to low attendances during the spring and summer months.<br \/>\n\u201cThe seasonal nature of the pavilion is reflected in attendances at the cinema but in a different way,\u201d the statement reads.<br \/>\n\u201cCinema going reduces significantly during the spring and summer months to such an extent that, for 2017, we have decided that the best use of our resources during this period is to concentrate on increasing activities in the pavilion.\u201d<br \/>\nLis Burnett, Deputy Leader of the Vale of Glamorgan Council, acknowledged that the pavilion was going through a difficult period however.<br \/>\n\u201cPACL is an independent third sector organisation which successfully renovated a much-loved Penarth Building. It has also run the pavilion for the past four years. Many such organisations are facing challenges at the moment,\u201d Coun Burnett said.<br \/>\n\u201cIt would be wonderful to think that the people of Penarth could rally behind them and help them through this difficult period.\u201d<br \/>\nAlso in response to the temporary closure of the cinema, Coun Philip Rapier of Saint Augustine\u2019s ward has set up a campaign with the objective of restoring the control of the pier pavilion to the people of Penarth.<br \/>\nThe Penarth Residents Pier Campaign will be holding their first meeting on Monday, March 20 at the Pilot Pub on Queen&#8217;s Road. All are welcome to attend the meeting and voice their opinions on the future of the pier pavilion.<br \/>\nSpeaking on his own behalf and not for the council, Coun Rapier said the campaign was not about blame but investigation into the legalities surrounding the Pavilion.<br \/>\n\u201cI did receive a fair amount of responses expressing great concern about the closure of the cinema,\u201d Coun Rapier said.<br \/>\n\u201cPeople are concerned and bewildered about the arts facility they were promised.\u201d<br \/>\nAt the same time, Andrew Jones plans to continue with the petition and hopes the decision to temporarily close the cinema will be reversed.<br \/>\n\u201cI intend to keep this up.
