In second place is Windsor Road in Penarth, which had 654 fines issued, equivalent to 11% of the Vale&#8217;s parking fines.<\/span><br \/>\n<span style=\"font-weight: 400\">There were 1,068 fines issued for the \u201cwrong class of vehicle\u201d parked in the bays on Holton Road alone. Locals in Barry believe this is because of parking restrictions on Holton Road.<\/span><br \/>\n<span style=\"font-weight: 400\">Certain spaces are designated loading bays until midday and from then on there is a two-hour stay limit. <\/span><br \/>\n<span style=\"font-weight: 400\">However, traders believe this is affecting business. The owner of Foster\u2019s Footwear, a shop which was open for 34 years, blamed the parking restrictions for dwindling sales and the reason why the store become an online retailer in February.<\/span><br \/>\n<span style=\"font-weight: 400\">Ceri Williams, 53, the co-owner of the family run butchers shop Marshalls on Holton Road, said: \u201cI\u2019m not surprised this road has so many fines. I\u2019ve been here for 37 years and I have never seen this street so empty. None of the traders want the spaces to be loading bays until midday, it puts people off.<\/span><br \/>\n<span style=\"font-weight: 400\">\u201cThere\u2019s no need for it. Tesco across the road has its own loading bay. But, the thing that upsets me the most is that the sign isn\u2019t clear. If an old person parks there, misreads the sign and gets nailed with a fine then they won\u2019t come back.<\/span><br \/>\n<span style=\"font-weight: 400\">\u201cI know the councillors are intelligent people, but it seems like they don\u2019t know what they\u2019re doing. They extended the pavements a few years ago because they said they wanted to create a caf\u00e9 culture. There\u2019s a methadone centre down the road, what kind of caf\u00e9 culture is that?<\/span><br \/>\n<span style=\"font-weight: 400\">\u201cNo one asked for the pavements to be widened and no one asked for the parking restrictions.\u201d<\/span><br \/>\n<span style=\"font-weight: 400\">Kyle Malen, 30, an employee at JKS Jewellers, said: \u201cParking has affected our business. Barry is dead, it\u2019s finished. I think even if the council tried to change things it would be too late. We don\u2019t even have Christmas decorations in this town.\u201d<\/span><br \/>\n<span style=\"font-weight: 400\">Michael Raven, 48, from Rhoose said: \u201cThe council just rip you off. It\u2019s like that everywhere in Barry, they try and charge you for everything.<\/span><br \/>\n<span style=\"font-weight: 400\">\u201cIt\u2019s the loading bays where they catch you out. And the traffic wardens are over zealous.\u201d<\/span><br \/>\n<span style=\"font-weight: 400\">However, not everyone is against the parking restrictions. Peter Prance, 57, who works for the delivery company Weddel Swift Distribution, said: \u201cI\u2019m in favour of the loading bays. We need them because otherwise we couldn\u2019t do our job. People just think they have a right to park wherever they want.<\/span><br \/>\n<span style=\"font-weight: 400\">\u201cI\u2019ve tried to unload at six in the morning and people have been in the loading bays. But, I do think it\u2019s ridiculous people can\u2019t park in the bays until midday.\u201d<\/span><br \/>\n<span style=\"font-weight: 400\">Chris Trevaski, 51, from Porthcawl visits Barry frequently. \u201cI\u2019ve never had a problem with parking around here,\u201d he said, \u201cyou just follow the rules and there\u2019s no trouble.\u201d<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>ALMOST a quarter of all parking fines in the Vale of Glamorgan in the last financial year were issued on Holton Road in Barry.
