2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><br \/>\nThe Budget also gave the Welsh government an extra \u00a3550 million for the next three years, prompting hopes that a business rate cut would be possible.<br \/>\nPeter Hall, whose shop Halls of Llandaff has been on the High Street for 39 years, compared current business rates to \u201ca big mortgage every month\u201d and welcomed the possibility of a cut.<br \/>\n\u201cI wonder how some businesses survive, retail has never been so tough,\u201d he said.<br \/>\nSarah Thomas from Garlands of Llandaff said \u201cany little would help\u201d in the form of business rate cuts, but added that they were the \u201cleast of our problems\u201d while the current road system and car parking facilities were off-putting to customers.<br \/>\nThe co-owner of Jasper\u2019s Tearoom, Richard Roberts, described the parking situation on High Street as a \u201cnightmare\u201d, especially when large lorries make deliveries to Spar or The Butchers Arms.<br \/>\nMr Robert\u2019s also highlighted the lack of a cashpoint since Natwest closed its Llandaff boarded up cashpoint.<\/figcaption><\/figure><br \/>\nWhile Mr Roberts said business rates are \u201ctoo high, definitely\u201d, he questioned if the increase in the Welsh government\u2019s budget would be large enough to allow cuts in Welsh rates to match England.<br \/>\nSmall business rates apply to those with a rateable value below \u00a351,000, although those with values below \u00a312,000 pay nothing.<br \/>\nBusiness rates in Wales are calculated by multiplying a property\u2019s rateable value with another value called the \u2018multiplier\u2019.<br \/>\nThe Valuation Office Agency (VOA) sets the rateable value of a property while the Welsh government set the multiplier.<br \/>\nFor the 2018-19 financial year, the Welsh government set the multiplier according to the Consumer Prices Index, which was 0.514.<br \/>\nWhether the Welsh government will change its current rate for the forthcoming financial year remains to be
