Hospital of Wales has been a no smoking site since October 1, 2013.<\/figcaption><\/figure><br \/>\nHOSPITAL staff and visitors smoking outside neighbouring homes are becoming a major concern for residents in Heath.<br \/>\nSmokers congregate on the footpaths by the maternity and paediatrics wards, causing a \u201cconstant stench of cigarette smoke in the air\u201d.<br \/>\nUniversity Hospital of Wales has been smoke-free since October 1, 2013 but this hasn\u2019t stopped people lighting cigarettes on the site\u2019s boundaries.<br \/>\nResidents said that it has become a nuisance and they are often unable to open their windows due to the smell.<br \/>\nOne resident, who wishes to remain unnamed, said those smoking \u201care just as antisocial as teenagers who hang around and drink, perhaps even more so as you cannot passively drink\u201d.<br \/>\nThe resident has had smokers stand in the bushes near their house sometimes \u201cpeering in\u201d and intruding on their privacy.<br \/>\n\u201cIt\u2019s massively frustrating that just because they [Heath Hospital] don\u2019t want smoking on the grounds, local residents are expected to just put up with it.\u201d<br \/>\nSmokers are said to bring camping stools with them, leave lit cigarettes on bins and put plastic bags on tree trunks for ashtrays.<br \/>\nResidents say the issue arises along King George V Drive, Heath Park Way and near the Noah\u2019s Ark Children\u2019s Hospital.<br \/>\n<figure id=\"attachment_29692\" aria-describedby=\"caption-attachment-29692\" style=\"width: 298px\" class=\"wp-caption occurs all round the site.<\/figcaption><\/figure><br \/>\nThey say the problem occurs around the whole site \u2013 with the footbridge over the A48 being another problem area.<br \/>\n\u201cSmokers were never seen in these areas before the smoking ban was introduced and that\u2019s when this problem materialised,\u201d added the Heath resident.<br \/>\n\u201cThe issue is getting worse and worse, some days there are up to 20 people huddled around smoking.\u201d<br \/>\n\u201cMyself and other residents just want our streets back from this antisocial behaviour, so that we can once again have the windows to our houses open without the smell of cigarette smoke.\u201d<br \/>\nThe Hospital Health Board has not yet provided a comment.<br \/>\nHowever, The Cardiffian visited the site today and can confirm that groups did congregate around the hospital\u2019s boundaries to smoke \u2013 most noticeably along the footpath beside the children\u2019s hospital and the corner of Heath Park Way.<br \/>\nSmokers were mostly visitors, however, some were members of staff dressed in scrubs.<br \/>\nEven though bins near these areas were used to dispose of cigarette ends, some butts were littered around the site.<br \/>\nHeath Hospital has a no smoking and waste enforcement officer to uphold the smoking and littering ban in the grounds \u2013\u00a0 those caught receive an \u00a380 fine.<br \/>\nThe enforcement officer spoke to over 1,000 people during the first two months of their employment, with the majority being visitors, according to the Health Board.<br \/>\nNHS in Wales offer
