class=\"NormalTextRun SCXW234920294\">\u00a0<\/span><\/span><br \/>\nOrganisers of the scheme, which is being funded by Welsh Government and run by the Vale of Glamorgan Council, are seeking ideas xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW225980454\">\u00a0local authorities provide<\/span><\/span><span class=\"TextRun SCXW225980454\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW225980454\">\u00a0sustainable transport in their community.\u00a0<\/span><\/span><br \/>\n<span class=\"TextRun SCXW133391435\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW133391435\">The council have used the \u00a315,000\u00a0<\/span><\/span><span class=\"TextRun SCXW133391435\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW133391435\">they received from the\u00a0<\/span><\/span><span class=\"TextRun SCXW133391435\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW133391435\">government to hire <\/span><\/span><span class=\"TextRun SCXW133391435\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW133391435\">consulting firm<\/span><\/span><span class=\"TextRun SCXW133391435\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW133391435\">\u00a0<\/span><\/span><span class=\"TextRun SCXW133391435\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW133391435\">Capita<\/span><\/span><span class=\"TextRun SCXW133391435\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW133391435\">\u00a0to carry out th<\/span><\/span><span class=\"TextRun SCXW133391435\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW133391435\">e first stage.<\/span><\/span><br \/>\n<span class=\"TextRun SCXW39327226\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW39327226\">To understand what residents of Penarth need, t<\/span><\/span><span class=\"TextRun SCXW39327226\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW39327226\">he<\/span><\/span><span class=\"TextRun SCXW39327226\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW39327226\">\u00a0council\u00a0<\/span><\/span><span class=\"TextRun SCXW39327226\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW39327226\">held a public drop-in event on <\/span><\/span><span class=\"TextRun SCXW39327226\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW39327226\">January 24.<\/span><\/span><br \/>\n<span class=\"TextRun SCXW223124394\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW223124394\">Emma Reed, Head of Neighbourhood Services and Transport,\u00a0<\/span><\/span><span class=\"TextRun SCXW223124394\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW223124394\">was at the event to answer any questions: \u201cAt this stage all we want is ideas \u2013 however wild and wacky they might be<\/span><\/span><span class=\"TextRun SCXW223124394\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW223124394\">\u00a0&#8211; a<\/span><\/span><span class=\"TextRun SCXW223124394\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW223124394\">ll ideas are welcome.\u201d\u00a0<\/span><\/span><br \/>\n<span class=\"TextRun SCXW225759339\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW225759339\">The council are considering schemes including; electric Next Bikes,\u00a0<\/span><\/span><span class=\"TextRun SCXW225759339\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW225759339\">a shuttle bus that crosses<\/span><\/span><span class=\"TextRun SCXW225759339\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW225759339\">\u00a0the Cardiff barrage and a walking and cycling route from Merrie Harrier to Pont-y-<\/span><\/span><span class=\"TextRun SCXW225759339\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"SpellingError SCXW225759339\">Werin<\/span><\/span><span class=\"TextRun SCXW225759339\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW225759339\">.\u00a0<\/span><\/span><br \/>\n<span class=\"TextRun SCXW102018795\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW102018795\">One of the projects that attracted the most attention, and controversy, was the proposed Headland Cycle Link (a cycle path connecting Cardiff barrage and Penarth promenade).\u00a0\u00a0<\/span><\/span><br \/>\n<span class=\"TextRun SCXW226327684\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW226327684\">This is not the first time the Headland Link has been proposed;\u00a0<a href=\"https:\/\/www.penarthtimes.co.uk\/news\/1868362.Headland_Link_-_is_it_payback_time_\/\">the initial project<\/a> failed disastrously when it ran into uncontrolled overspends and ending up costing the tax payer more than \u00a326,000,000 &#8211; even though nothing was ever built.\u00a0<\/span><\/span><br \/>\n<span class=\"TextRun SCXW107235376\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW107235376\">Some residents thought the cycle link could solve a lot of the town&#8217;s current traffic issues while also meeting the xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW136630994\">: \u201c<\/span><\/span><span class=\"TextRun SCXW136630994\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW136630994\">It&#8217;s a brilliant idea<\/span><\/span><span class=\"TextRun SCXW136630994\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW136630994\">.<\/span><\/span><span class=\"TextRun SCXW136630994\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW136630994\">\u00a0<\/span><\/span><br \/>\n<span class=\"TextRun SCXW133426706\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW133426706\">\u201cI\u2019m sure our neighbours in Cardiff would head to Penarth Esplanade more often, especially\u00a0<\/span><\/span><span class=\"TextRun SCXW133426706\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW133426706\">if they could miss<\/span><\/span><span class=\"TextRun SCXW133426706\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW133426706\">\u00a0out the dreaded Custom House Hill<\/span><\/span><span class=\"TextRun SCXW133426706\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW133426706\">.<\/span><\/span><span class=\"TextRun SCXW133426706\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW133426706\">\u201d<\/span><\/span><br lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW241509444\">\u00a0cost millions to deliver such a complex link.\u00a0<\/span><\/span><br \/>\n<span class=\"TextRun SCXW113474640\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW113474640\">\u201cThere are so many engineering issues of constructing this in a coastal environment not to mention NRW\u00a0<\/span><\/span><span class=\"TextRun SCXW113474640\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW113474640\">(Natural Resource Wales)\u00a0<\/span><\/span><span class=\"TextRun SCXW113474640\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW113474640\">requirements and I<\/span><\/span><span class=\"TextRun SCXW113474640\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW113474640\">\u00a0w<\/span><\/span><span class=\"TextRun SCXW113474640\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW113474640\">ould rather see the money spent elsewhere in Penarth.\u201d<\/span><\/span><br \/>\nThe project by the\u00a0<span class=\"TextRun SCXW234920294\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW234920294\">Vale of Glamorgan Council has been funded by<\/span><\/span><span class=\"TextRun SCXW234920294\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW234920294\">\u00a0the Welsh Government and comes in the<\/span><\/span>\u00a0wake of the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Active_Travel_(Wales)_Act_2013\">Active Travel Act (2013)<\/a> and <a href=\"http:\/\/futuregenerations.wales\/about-us\/future-generations-act\/\">The Well-being of Future Generations Act (2015)<\/a>.<br \/>\n<span class=\"TextRun SCXW12168208\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW12168208\">Sophie Howe, Future Generations Commissioner said: \u201cAs well as being a legal obligation, the Act<\/span><\/span><span class=\"TextRun SCXW12168208\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW12168208\">s<\/span><\/span><span class=\"TextRun SCXW12168208\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"NormalTextRun SCXW12168208\">\u00a0provide an opportunity to find transport solutions which support the well-being of people and produced by Capita, due to come out next month, that lays out a list of possible\u00a0<\/span><\/span><span class=\"TextRun SCXW191268120\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span SCXW77724197\">recently commissioned Capita to carry out a\u00a0<\/span><\/span><span class=\"TextRun SCXW77724197\" lang=\"EN-GB\" xml:lang=\"EN-GB\"><span class=\"SpellingError
