You\u2019ve got to earn \u00a3300 (a week) before you actually put a chip on the table,\u201d said Keith Shackell, 51, from Rumney, who is one of the nine founding members of Drive co-operative.<br \/>\nMr Shackell, who has been a private hire driver in Cardiff for 15 years, said that after paying for fuel, car finance, insurance, radio hire, and general wear and tear, the extra cost of paying a weekly fee to an operator was unsustainable.<br \/>\nIn Cardiff, Taxi operators such as Dragon and Capital charge between \u00a397-137 a week to take bookings through their dispatch system \u2013 costing drivers \u00a35-7,000 a year.<br \/>\nMore taxis have also come into the market with the introduction of apps such as Uber and Ola to the city. These companies charge up to 25% for each fare accepted by a driver.<br \/>\n\u201cSince Uber, it\u2019s basically fallen apart,\u201d said Mr Shackell.<br \/>\nOn top of this, Cardiff Council charge \u00a3160 for a 12-month licence for a hackney cab, with the cost of a licence for a private hire vehicle being between \u00a386-103.<br \/>\n<figure id=\"attachment_35006\" aria-describedby=\"caption-attachment-35006\" style=\"width: 300px\" class=\"wp-caption alignleft\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-35006 size-medium\" src=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/wp-content\/uploads\/sites\/9\/2019\/03\/taxi-300x225-1-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" \/><figcaption id=\"caption-attachment-35006\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"wp-image-35006 size-medium\" src=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/wp-content\/uploads\/sites\/9\/2019\/03\/taxi-300x225-1-300x225.jpg\" alt=\"\" width=\"300\" height=\"225\" \/><\/noscript> Hackney cabs at Cardiff Central station<\/figcaption><\/figure><br \/>\nThe difference between hackney cabs, black with a white bonnet, and private hire taxis is that hackneys can pick up fares from the roadside, whereas private hires must be pre-booked through an operator.<br \/>\nSocial Business Wales, a Welsh Government organisation funded through the European Regional Development Fund, supported the drivers in setting up the co-operative.<br \/>\nGeoff Jones, Business Advisor at Social Business Wales, said: \u201cWith Drive, you\u2019ve got a group of self-employed individuals and previously their employer would take quite a big chunk of their wages.<br \/>\n&#8220;Now, any surplus that\u2019s generated will go back into the benefit of the business \u2013 the profits for Uber don\u2019t stay within the community, they go to a multi-national corporation.\u201d<br \/>\nIn a co-operative, each employee owns a single share of the business. The \u2018one member, one vote\u2019 rule means that everyone with a share has a say in how the business is run and takes an equal share of any profits.<br \/>\nThe Drive co-operative started trading on St. David\u2019s Day this year and the drivers are paying as little as \u00a320 a week in operator\u2019s fees \u2013 just enough to cover the cost of the council\u2019s operator licence.<br \/>\nAlthough all other costs stay the same, the drivers are saving around \u00a3100 a week in fees as a result \u2013 worth as much as \u00a35,000 a year.<br \/>\n\u201cWe can\u2019t control what we pay for insurance, licence fees or fuel but what we can influence is how much we pay to operators,\u201d said Paul O\u2019Hara, 45, from Cardiff, one of the nine founders of the co-operative.<br \/>\nBoth Mr O\u2019Hara and Mr Shackell said that cross-bordering, or taxis from other areas operating in Cardiff illegally, was another major concern.<br \/>\n<figure id=\"attachment_34957\" aria-describedby=\"caption-attachment-34957\" style=\"width: 357px\" class=\"wp-caption alignright\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-34957\" src=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/wp-content\/uploads\/sites\/9\/2019\/03\/taxi-co-op-logo-522x286-1-300x225.jpg\" alt=\"\" width=\"357\" height=\"268\" srcset=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/wp-content\/uploads\/sites\/9\/2019\/03\/taxi-co-op-logo-522x286-1-300x225.jpg 300w, https:\/\/cardiffjournalism.co.uk\/thecardiffian\/wp-content\/uploads\/sites\/9\/2019\/03\/taxi-co-op-logo-522x286-1-293x220.jpg 293w, https:\/\/cardiffjournalism.co.uk\/thecardiffian\/wp-content\/uploads\/sites\/9\/2019\/03\/taxi-co-op-logo-522x286-1.jpg 381w\" sizes=\"auto, (max-width: 357px) 100vw, 357px\" \/><figcaption id=\"caption-attachment-34957\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"wp-image-34957\" src=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/wp-content\/uploads\/sites\/9\/2019\/03\/taxi-co-op-logo-522x286-1-300x225.jpg\" alt=\"\" width=\"357\" height=\"268\" srcset=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/wp-content\/uploads\/sites\/9\/2019\/03\/taxi-co-op-logo-522x286-1-300x225.jpg 300w, https:\/\/cardiffjournalism.co.uk\/thecardiffian\/wp-content\/uploads\/sites\/9\/2019\/03\/taxi-co-op-logo-522x286-1-293x220.jpg 293w, https:\/\/cardiffjournalism.co.uk\/thecardiffian\/wp-content\/uploads\/sites\/9\/2019\/03\/taxi-co-op-logo-522x286-1.jpg 381w\" sizes=\"(max-width: 357px) 100vw, 357px\" \/><\/noscript> &#8216;Drive&#8217; is the only driver owned co-op in Wales.<\/figcaption><\/figure><br \/>\n\u201cAs they (the private hire firms) take on more and more drivers the work is getting more and more scarce.<br \/>\n\u201cThere\u2019s already more than enough taxis around that are licensed in Cardiff, and we\u2019ve got hundreds and hundreds of cars from Rhondda, Newport and Merthyr. It just puts more strain on us,\u201d said Mr O\u2019Hara.<br \/>\nLast month, a study by Unite the Union showed that the number of drivers with Cardiff addresses and taxis registered in Newport had risen by 502% since 2016 \u2013 from 43 to 259.<br \/>\n\u201cThat\u2019s the real issue, you can go and get a licence in Newport and it\u2019s like getting a lottery ticket. We detest it, it shouldn\u2019t be happening and we feel let down by Cardiff Council,\u201d said Mr Shackell.<br \/>\nLorraine Gaskell, regional organiser for the GMB union, said: \u201cDrive is a fantastic initiative from a group of dedicated professional drivers in Cardiff, many of whom are GMB members.<br \/>\n&#8220;The industry is facing unprecedented pressures with the amount of \u2018out of town\u2019 drivers continually increasing.<br \/>\nAs a union, we always stand by our members and we were excited to provide help and support the new project.\u201d<br \/>\nConsultation is open until March 27 on a Welsh Government white paper about the future of taxi licensing in Wales.<br \/>\nA major proposal in the\u00a0<em>Improving Public Transport\u00a0<\/em>white paper is for a single taxi licensing authority for the whole of Wales \u2013 the JTA (Joint Transport Authority.)<br \/>\nBut, drivers have raised concerns that the proposals will make the situation even worse if they go ahead.<br \/>\n\u201cThey\u2019re missing out the main issues of cross-bordering and also the number of licences being issued.<br \/>\n\u201cEssentially it could mean that you\u2019ve got drivers from Anglesey having the same licence as one from Cardiff and coming down to work here, which is just ridiculous,\u201d said Mr O\u2019Hara.<br \/>\nCardiff Council have been approached several times for a comment on the licensing issues raised by the drivers, but have not responded.<\/p>\n<ul>\n<li>A summary of the Welsh Government\u2019s transport white paper can be found\u00a0<a href=\"https:\/\/beta.gov.wales\/sites\/default\/files\/consultations\/2019-01\/easy-read-document.pdf\">here<\/a>.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>A GROUP of Cardiff cabbies have set up a co-operative to \u201cgive drivers a fair crack of the whip\u201d amid fears the taxi trade is being decimated by other operators and the council. \u201cThe industry is on its backside if I\u2019m being totally honest with you.
