and caused by swingeing budget\u00a0cuts, it is claimed.<\/span><br \/>\nThe Police Federation\u2019s Morale and Pay Survey paints a bleak picture of officer morale in South Wales &#8211; 57%<br \/>\n<span data-contrast=\"auto\">According to the report, 55% of the South Wales police force said they are never or rarely able to take the rest there are entitled to.\u00a0<\/span><br \/>\n<span data-contrast=\"auto\">\u201cWe\u2019ve had, as a police service, significant cuts imposed upon us,\u201d said Steve Treharne, South Wales Police Federation representative.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><br \/>\n<span data-contrast=\"auto\">\u201cWe get a lot of big events in the capital city and we get far more cancelled rest days\u00a0<\/span><span data-contrast=\"auto\">in able to<\/span><span data-contrast=\"auto\">\u00a0resource those.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><br \/>\n<span data-contrast=\"auto\">\u201cThey\u2019re seeing rest days being cancelled to facilitate the many events because the numbers aren\u2019t there as to what they were a few years ago.\u201d<\/span><br \/>\nCardiff has hosted the 2017 Champions League Final and 2015 Rugby World Cup in the past few years, alongside being a favourite destination for high-profile musicians.<br \/>\n<span data-contrast=\"auto\">Direct government funding to police forces across England and Wales has fallen 30% from 2010\/11 to 2018\/19, according to the National Audit Office. <\/span><br \/>\n<span data-contrast=\"auto\">Mr Treharne said: \u201cThey are absolving their fiscal responsibility to provide finance to the police service.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><br \/>\n<span data-contrast=\"auto\">&#8220;<\/span><span data-contrast=\"auto\">The low morale isn\u2019t a reflection of the force, but a consequence of severe government funding cuts.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"n0hJTMTao6\"><p><a href=\"https:\/\/jomec.co.uk\/thecardiffian\/2019\/03\/08\/reports-of-sexual-violence-double-in-south-wales-says-police-chief\/\">Reports of sexual violence double in South Wales, says police chief<\/a><\/p><\/blockquote>\n<p><iframe class=\"zeen-lazy-load-base zeen-lazy-load wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Reports of sexual violence double in South Wales, says police chief&#8221; &#8212; The Cardiffian\" src=\"https:\/\/jomec.co.uk\/thecardiffian\/2019\/03\/08\/reports-of-sexual-violence-double-in-south-wales-says-police-chief\/embed\/#?secret=n0hJTMTao6\" data-secret=\"n0hJTMTao6\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/noscript><\/p>\n<h3>&#8216;A warning for us all&#8217;<\/h3>\n<p><span data-contrast=\"auto\">Stress, low mood, anxiety and other mental health difficulties were felt by 82% of respondents over the last 12 months.<\/span><br \/>\n<span data-contrast=\"auto\">Poor mental health and money concerns go\u00a0<\/span><span data-contrast=\"auto\">hand-in-hand<\/span><span data-contrast=\"auto\">: 90% feel they are not fairly paid for the \u201cstresses and strains\u201d of their job, with 80% describing money concerns as having a \u201cnegative impact\u201d on their mental well-being.<\/span><br \/>\n<span data-contrast=\"auto\">\u201cThe statistics are a warning for us all,\u201d said Jenny Rathbone, Cardiff Central AM.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><br \/>\n<span data-contrast=\"auto\">\u201cThe police are likely to be fed up with having to clear up the mess created by increasing inequalities \u2013 the UK Government controls the purse strings.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><br \/>\nThe normal stresses of the job are compounded by declining resources, explained Mr Treharne.<br \/>\n\u201cWith the landscape of declining resources and increasing demand, officers are having to do more and more in the daily business,\u201d he said.<br \/>\n\u201cIn keeping with extra demand, they\u2019re going through a wide range of emotions each day, which is bound to have its effects.<br \/>\n\u201cThe response officer could be going to a violence incident one moment and to pass a death-message the next.\u201d<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"MXK6BSo6QH\"><p><a href=\"https:\/\/jomec.co.uk\/thecardiffian\/2019\/03\/15\/police-struggle-to-find-suspects-in-73-of-cardiff-burglaries\/\">Police struggle to find suspects in 73% of Cardiff burglaries<\/a><\/p><\/blockquote>\n<p><iframe class=\"zeen-lazy-load-base zeen-lazy-load wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Police struggle to find suspects in 73% of Cardiff burglaries&#8221; &#8212; The Cardiffian\" src=\"https:\/\/jomec.co.uk\/thecardiffian\/2019\/03\/15\/police-struggle-to-find-suspects-in-73-of-cardiff-burglaries\/embed\/#?secret=MXK6BSo6QH\" data-secret=\"MXK6BSo6QH\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/noscript><\/p>\n<h3>&#8216;Mental illness should be treated no differently&#8217;<\/h3>\n<p>According to a Freedom of Information request from The Police Oracle, 9,762 officers across the UK took sick leave linked to anxiety, post-traumatic stress disorder and depression in 2018.<br \/>\nMr Treharne said the force actively encourage open conversation about mental health.<br \/>\n\u201cIt\u2019s probably one of those which has been buried a little bit,\u201d he said.<br \/>\n\u201cIt came with the job that you wouldn\u2019t want to outwardly show that you were struggling or suffering.<br \/>\n\u201cIt\u2019s entirely accepted that mental illness should be treated no differently to any other physical illness.\u201d<br \/>\nTwo-thirds of respondents said they had disclosed seeking mental health support to their line-manager.<br \/>\nYet 13% didn\u2019t tell their manager, fearing it would affect their chances of promotion.<br \/>\n\u201cWe always look to support any officer,\u201d Mr Treharne said.<br \/>\n\u201cThere is a lot more than can be done.<br \/>\n\u201cThe Chief Constable, Matt Jukes, is entirely supportive of officer welfare.\u201d<br \/>\nBudget cuts have also affect officer support into retirement, said Alan Greaves, Secretary of the National Association of Retired Police Officers for the Cardiff Branch.<br \/>\n\u201cThere is a growing awareness about stress in the workplace and the long term effects, sometimes into retirement,\u201d he said.<br \/>\n\u201cThe significant reduction in funding to the police service over many years has resulted in the reduction of, and in some cases, to the elimination of support to retired officers.\u201d<br \/>\n<span data-contrast=\"auto\">\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>CANCELLED rest days and high stress are behind low morale within South Wales Police &#8211;
