in multiple occupation should be renewed.\u00a0\u00a0<\/p>\n\n\n<p>Cardiff Council is attempting to renew&nbsp;the scheme, which controls the safety of HMOs, after it&nbsp;ran out in 2019.&nbsp;<\/p>\n\n\n<p>\u201cThis is not about being in anti-landlord, but about being pro-tenant and making sure of the conditions they live in,\u201d said Peter Wong,\u00a0councillor\u00a0for\u00a0Plasnewydd.\u00a0<\/p>\n\n\n<p>\u201cThey\u2019re often very young and we need to make sure&nbsp;they live in good conditions.\u201d&nbsp;<\/p>\n\n\n<p>The prospect of the scheme being removed&nbsp;\u201cis&nbsp;quite concerning for us from a student\u2019s standpoint,\u201d said Andrea&nbsp;Kocsondi, 24, of Northcote Road in Roath.&nbsp;<\/p>\n\n\n<p>\u201cYou want to feel your landlord has an obligation to keep it safe and respond to your concerns.&nbsp;<\/p>\n\n\n<p>\u201cIt\u2019s our homes and I think some&nbsp;landlords don\u2019t take it that seriously.\u201d&nbsp;<\/p>\n\n\n<p>In Wales, only houses with at least five occupants&nbsp;over three storeys&nbsp;have to&nbsp;be licensed as HMOs.&nbsp;&nbsp;<\/p>\n\n\n<p>But in Plasnewydd and Cathays,\u00a0landlords of properties with at least three tenants forming at least two households must apply \u2013 and pay \u2013 for\u00a0a\u00a0HMO licence, which confirms that it\u00a0is safe and the landlord reputable.\u00a0<\/p>\n\n\n<p>Coun Wong said: \u201cAs ward\u00a0councillors\u00a0we certainly would like to\u00a0see it renewed every five years.\u00a0<\/p>\n\n\n<p>\u201cThat would give us time to see if it is necessary in the end.&nbsp;&nbsp;<\/p>\n\n\n<p>\u201cIt would be\u00a0brilliant\u00a0if we didn\u2019t have to have additional licensing, but that isn\u2019t our experience.\u00a0<\/p>\n\n\n<p>\u201cIt is&nbsp;important&nbsp;that we support tenants\u2019 health and wellbeing in that way.\u201d&nbsp;<\/p>\n\n\n<p>The scheme&nbsp;runs on a five-year cycle which ended in 2019, and now needs to be renewed.&nbsp;&nbsp;<\/p>\n\n\n<p>To get a licence,\u00a0landlords\u00a0have to\u00a0prove they have appropriate fire escapes, gas and electricity are safe,\u00a0and\u00a0the landlord is \u201cfit and proper\u201d.\u00a0\u00a0<\/p>\n\n\n<p>A total of 841 properties have been licensed under the Plasnewydd scheme.\u00a0<\/p>\n\n\n<p>A consultation to renew has been extended after it was supposed to close last week but letting agents are pushing back against the proposal.\u00a0<\/p>\n\n\n<p>Nikki Lewis,\u00a0director of operations at CPS Homes, said\u00a0landlords were effectively paying for other people\u2019s failings.<\/p>\n\n\n<p>&#8220;This is arguably also the scheme\u2019s failings.
