Photo: Rachel McSheehy<\/b><\/figcaption><\/figure><\/div>\n\n\n<p>THE Vale of Glamorgan Council made \u201cmistakes\u201d regarding the Barry Incinerator, says Conservative Councillor Vincent Bailey.<\/p>\n\n\n<p>An independent review\u00a0into the reasons why the Barry Biomass planning application was approved in 2015 will now take place, after a council meeting on Wednesday evening.\u00a0<\/p>\n\n\n<p>The Vale of Glamorgan Council will also urge the Welsh Government to issue a discontinuance order, which has\u00a0the power to stop work at the incinerator.\u00a0<\/p>\n\n\n<p>The action follows a motion, put forward by Conservative councillors Vincent Bailey, Leighton Rowlands, and George Carroll, which called for four things. <\/p>\n\n\n<ol class=\"wp-block-list\"><li>To support the concerns of the public that there had been no EIA<\/li><li>An independent review into the 2015 application process<\/li><li>Urge the Welsh Government to issue a Discontinuance Order<\/li><li>Urge VoG Council to consider enforcement action<\/li><\/ol>\n\n\n<p>Coun Bailey, who represents Dyfan, said: \u201cIt clearly appears that mistakes have been made by this council in the planning determination dating back to 2015.\u201d&nbsp;<\/p>\n\n\n<p>The plant, located on the Barry Docks, will burn 260 tonnes of waste wood a day, at high temperatures, to generate electricity.\u00a0<\/p>\n\n\n<p>OFGEM, the industry regulator, recently changed the status of the plant to \u2018active\u2019 as the testing period continues.\u00a0<\/p>\n\n\n<p>There was cross party support for the motion, with only Llantwit First Independents councillor Edward Williams rejecting it. &nbsp;<\/p>\n\n\n<p>The 2015 planning application was passed by Vale of Glamorgan councillors without an Environmental Impact Assessment (EIA).&nbsp;<\/p>\n\n\n<p>An EIA assesses the likely impact a development will have on the environment, considering socio-economic, cultural and human health effects. &nbsp;<\/p>\n\n\n<p>Coun Bailey said that during the initial application, officers advised councillors that there was not likely to be a \u201csignificant\u201d environmental impact from the plant. &nbsp;<\/p>\n\n\n<p>\u201cI think you can find more than a few people \u2013 experts and campaigners &#8211; who would argue that that is clearly not the case,\u201d he said.&nbsp;<\/p>\n\n\n<p>\u201cNow this is a matter of huge concern.\u201d&nbsp;<\/p>\n\n\n<p>Councillor Ian J. What expertise? And who is going to pay for it?\u201d he asked the chamber. &nbsp;<\/p>\n\n\n<p>\u201cI understand the concerns of an incinerator on your doorstep, but we\u2019ve got to accept there are a lot of companies and industries that satisfy regulation or else they wouldn\u2019t be there, and that is what we should rely on.\u201d&nbsp;<\/p>\n\n\n<p>Coun Williams also added that information regarding the environmental impact had been provided, it just hadn\u2019t been given as an assessment.&nbsp;<\/p>\n\n\n<p>Baruc ward Councillor Steffan&nbsp;Wiliam, said, \u201cIf we vote against this the signal being sent to the public is that this council is led by weasel words, revisionism, and an intent to take no action whatsoever to protect the people.&nbsp;<\/p>\n\n\n<p>\u201cOur men, women and children matter, these are the people that matter the most so please support this motion and every point in it.\u201d&nbsp;<\/p>\n\n\n<p>Barry Town Councillor Dennis Clarke, 70, was in the public gallery.&nbsp;<\/p>\n\n\n<p>\u201cI am pleased the motion was passed because the lengthy discussion shows&nbsp;the way in which the development has been managed to suit themselves than rather do the right thing,\u201d he said.&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Vale of Glamorgan Council has voted to urge Welsh Government to stop work at the plant\u00a0 THE Vale of Glamorgan Council made \u201cmistakes\u201d regarding the Barry Incinerator, says Conservative Councillor Vincent Bailey.
