I hear a lot of complaints when speaking with parents,\u201d he said.&nbsp;<\/p>\n\n\n<p>Although he did not see the incident, Mr Baldwin said he reports anything he sees or hears to his employer, Cardiff Council.\u00a0<\/p>\n\n\n<p>South Wales Police said it has no record of an incident at the time described, and that it may not have been reported to them. \u00a0<\/p>\n\n\n<p>Mr Baldwin believes that the speed-monitoring signs on either side of the crossing are not enough of a deterrent, because the only camera is further along the road, near Radyr Comprehensive.\u00a0<\/p>\n\n\n<p>Residents claim this is not the first incident of its kind, citing similar occurrences and near-misses over the last three years. \u00a0<\/p>\n\n\n<p>\u201cI have been stood in the middle of the crossing and a car caught me on the hip with his wing mirror and then [the driver] told <em>me<\/em> off for breaking his mirror. It is incredible what I see. It\u2019s a crazy road,\u201d said Mr Baldwin.&nbsp;<\/p>\n\n\n<p>Jean Mustey often takes her granddaughter, nine, to Radyr Primary. Mrs Mustey lives in Rhiwbina but walks from her daughter\u2019s Radyr home.\u00a0<\/p>\n\n\n<p>\u201cCars speed along the road. If they come through this way they must know it is a school zone. We have been campaigning for additional crossings for a long time and we all expected them to be in place by now.\u201d\u00a0<\/p>\n\n\n<p>\u201cOn one hand, we get told it&#8217;s coming, then that there is consultation, then we hear that it is being delayed while objections are considered. Our frustration as villagers is that it is getting worse and yet nobody seems to have the impetus to address it,\u201d she said. \u00a0\u00a0<\/p>\n\n\n<p>Mrs Cairns said that <a rel=\"noreferrer noopener\" href=\"https:\/\/plasdwr.co.uk\/story-so-far\/\" target=\"_blank\">original proposals for the nearby Plasdwr<\/a> housing development, announced in March 2017, outlined the need for work to be done on Heol Isaf, but residents are still waiting for the <a rel=\"noreferrer noopener\" href=\"https:\/\/www.cardiff.gov.uk\/ENG\/resident\/Parking-roads-and-travel\/transport-projects\/Consultations\/Documents\/Heol%20Isaf%20consultation%20English.pdf\" target=\"_blank\">first phase<\/a>, including three new tabled zebra crossings and a 20mph limit throughout the village. \u00a0<\/p>\n\n\n<p>The new crossings will be raised, or tabled, to slow traffic, and then existing crossings will be altered.\u00a0<\/p>\n\n\n<p>The first phase is due to be introduced this spring following early release by lead developer Redrow Homes of around \u00a3300,000 of <a rel=\"noreferrer noopener\" href=\"https:\/\/plasdwr.co.uk\/our-neighbours\/\" target=\"_blank\">Section 106<\/a> money, a funding agreement made with Cardiff Council. \u00a0<\/p>\n\n\n<p>A Cardiff Council <a rel=\"noreferrer noopener\" href=\"https:\/\/www.radyrandmorganstown.org\/news\/new-zebra-crossings-proposed-for-heol-isaf-and-ty-nant-road\" target=\"_blank\">consultation<\/a> on the proposed crossings was held in May 2019, and a <a rel=\"noreferrer noopener\" href=\"https:\/\/jomec.co.uk\/thecardiffian\/2020\/01\/31\/could-radyr-be-the-latest-town-to-slow-to-20mph\/\" target=\"_blank\">consultation on the proposed speed limit<\/a>, which ended in January of this year, <a rel=\"noreferrer noopener\" href=\"https:\/\/www.radyrandmorganstown.org\/news\/radyr-and-morganstown-residents-support-a-20mph-zone#comments\" target=\"_blank\">revealed<\/a> that most respondents favoured the change. \u00a0<\/p>\n\n\n<figure class=\"wp-block-embed-twitter wp-block-embed is-type-rich is-provider-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Radyr and Morganstown residents support a 20mph zone&#8230;   <a href=\"https:\/\/t.co\/dfxAHzT9iO\">https:\/\/t.co\/dfxAHzT9iO<\/a> <a href=\"https:\/\/t.co\/meHHz1Fdbl\">pic.twitter.com\/meHHz1Fdbl<\/a><\/p>&mdash; Radyr &amp; Morganstown Community Council (@RandMCCouncil) <a href=\"https:\/\/twitter.com\/RandMCCouncil\/status\/1223301485523623937?ref_src=twsrc%5Etfw\">January 31, 2020<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n<p>At a recent council meeting, campaigners were told the changes were still being considered because objections had been received, including concerns over increased car emissions, now being addressed by the installation of a monitor on Heol Isaf. \u00a0<\/p>\n\n\n<p>Improvements to existing crossings, including the one serving Radyr Primary School, come under phases two and three, which rely on the release of another \u00a3622,000 in Section 106 money, triggered by factors including sales of houses in the Plasdwr development. &nbsp;<\/p>\n\n\n<p>First Minister Mark Drakeford attended the meeting of Radyr and Morganstown Community Council on Thursday, February 20, in his capacity as AM for the area. \u00a0<\/p>\n\n\n<p>Members heard from the council\u2019s Road Safety Working Group, and Mr Drakeford said he would be very happy to work with the community council on its plans for &#8220;school safety zones&#8221;, if the ideas were one that the county council would support.\u00a0<\/p>\n\n\n<p>\u201cThe Welsh Government does not directly allocate funding for concerns of this nature, it goes via the local authority,\u201d he said.&nbsp;<\/p>\n\n\n<p>The community council does not have statutory power relating to roads, but acts as a voice for local people.&nbsp;<\/p>\n\n\n<p>It asked Mr Drakeford to consider if the Welsh Government could help with early access to the funds for phases two and three. \u00a0<\/p>\n\n\n<p>Chair of the community council, Huw Jones, said: \u201cGiven the level of the need, and the level of the confidence that the money would be secured, can the Welsh Government help get the money that could take years, given it relies on Plasdwr selling houses.
