The <a href=\"https:\/\/www.google.co.uk\/search?q=llandaf+north+housing+association&amp;ie=utf-8&amp;oe=utf-8&amp;gws_rd=cr&amp;ei=LM7dVNOfFe2M7AbPn4HgDg#q=llandaff+north+housing+association&amp;spell=1\" target=\"_blank\" rel=\"noopener noreferrer\">Llandaff North Housing Association<\/a> and <a href=\"http:\/\/www.forestfarm.org.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">The Friends of Forest Farm<\/a> have joined the growing chorus of discontent with the council\u2019s actions, suggesting the initiative has failed to connect with Cardiff North.<br \/>\n<figure id=\"attachment_4195\" aria-describedby=\"caption-attachment-4195\" style=\"width: 527px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/02\/DSC_0503.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"  wp-image-4195\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/02\/DSC_0503-300x200.jpg\" alt=\"DSC_0503\" width=\"527\" height=\"351\" \/><figcaption id=\"caption-attachment-4195\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"  wp-image-4195\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/02\/DSC_0503-300x200.jpg\" alt=\"DSC_0503\" width=\"527\" height=\"351\" \/><\/noscript><\/a> Ely play centre &amp; the &#8216;Rec&#8217; &#8211; one of the many places under pressure to deliver voluntary services after council cutbacks<\/figcaption><\/figure><br \/>\nFriends of Forest Farm\u00a0member Matt Lock said: \u201cThe Step Up toolkits are a joke and the workshops were all in the south of the city until I complained that four of our libraries are in the north of the city.<br \/>\n\u201cOne of our committee members went to a workshop and said it was truly awful. There is nothing the council are doing to encourage volunteers to step up, in fact they are saying either you run it as volunteers or you lose it.\u201d<br \/>\nChairwoman of the Llandaff North Housing Association, Steph Wilkins said: \u201cVolunteers should be used to augment council staff, not replace them. Volunteers just don\u2019t have the same experience, knowledge or resources as council staff.\u201d<br \/>\nMr Lock went even further to suggest that the Step Up Toolkit is merely a ruse to have an excuse for closing further public services: \u201cThe consultation document itself for Whitchurch Library even stated that there is no suitable community or commercial partner available to take over the library, suggesting that the council have done their homework.&#8221;<br \/>\n\u201cFinding nobody to take it over, they decided to close it instead. It is a fine example of how this has been planned from the beginning.\u201d<br \/>\n<figure id=\"attachment_4198\" aria-describedby=\"caption-attachment-4198\" style=\"width: 497px\" class=\"wp-caption alignright\"><a href=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/02\/Cardiff_Whitchurch_Library.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"  wp-image-4198\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/02\/Cardiff_Whitchurch_Library-300x180.jpg\" alt=\"Cardiff_Whitchurch_Library\" width=\"497\" height=\"298\" \/><figcaption id=\"caption-attachment-4198\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"  wp-image-4198\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/02\/Cardiff_Whitchurch_Library-300x180.jpg\" alt=\"Cardiff_Whitchurch_Library\" width=\"497\" height=\"298\" \/><\/noscript><\/a> Whitchurch Library, under threat from closure<\/figcaption><\/figure><br \/>\nCommunity volunteer Wendy Ford, who works at the play centre in Grangetown said: \u201cHow does Phil Bale expect us to \u2018step up\u2019 and take this on? With all the goodwill in the world you can\u2019t rely constantly and solely on volunteers. He needs a reality check.<br \/>\n\u201cThe Council need to look at other way to run these services in house rather than throwing the responsibility of the service onto the people. Transferring the responsibility on to the community is no way to be running the council!\u201d<br \/>\n&nbsp;<br \/>\n<figure id=\"attachment_4202\" aria-describedby=\"caption-attachment-4202\" style=\"width: 457px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/02\/Grangetown_Boys_Club_2.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"  wp-image-4202\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/02\/Grangetown_Boys_Club_2-300x181.jpg\" alt=\"Grangetown_Boys_Club_2\" width=\"457\" height=\"276\" \/><figcaption id=\"caption-attachment-4202\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"  wp-image-4202\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/02\/Grangetown_Boys_Club_2-300x181.jpg\" alt=\"Grangetown_Boys_Club_2\" width=\"457\" height=\"276\" \/><\/noscript><\/a> Grangetown Youth and Community Centre<\/figcaption><\/figure><br \/>\nWriting in his blog, Council leader Phil Bale said: \u201cThis is all part of our commitment to working with people, empowering communities and helping to deliver a fairer Cardiff.\u201d<br \/>\nPeter Sullivan, chairman of Ely play centre said: \u201cWe are already doing everything in our community. We are even down to organising our own litter picks due to cut backs.\u201d Ely play centre is one of six council-funded play centres in Cardiff facing closure next year as the council seeks to save \u00a3800,000.<br \/>\nThe council states in the toolkit: \u201cIn this age of austerity, public bodies have been under increasing pressure to find new and more efficient ways of delivering their services.
