{"id":48583,"date":"2021-01-29T17:00:11","date_gmt":"2021-01-29T17:00:11","guid":{"rendered":"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/?p=48583"},"modified":"2021-02-01T12:13:57","modified_gmt":"2021-02-01T12:13:57","slug":"velindre-cancer-centre-granted-planning-extension","status":"publish","type":"post","link":"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2021\/01\/29\/velindre-cancer-centre-granted-planning-extension\/","title":{"rendered":"Velindre Cancer Centre granted planning extension"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">Developers given 18-month extension to finalise the hospital\u2019s siting, external appearance and landscaping<\/h3>\n\n\n\n<p>AN 18-MONTH extension for the submission of the final details of the new Velindre Cancer Centre in Whitchurch has been approved by Cardiff Council\u2019s planning committee.<\/p>\n\n\n\n<p>The developers requested that the deadline be extended because of Covid restrictions. This was considered by the planning committee as a &#8220;non-material amendment&#8221; at its meeting on Wednesday.<\/p>\n\n\n\n<p>The reserved matters, relating to the cancer centre\u2019s siting, external appearance and landscaping, must now be submitted by September 27, 2022. <\/p>\n\n\n\n<p>Construction must commence by March 27, 2023 &#8211; five years after the proposals were approved on March 27, 2018. The cancer centre is expected to open in 2024.<\/p>\n\n\n\n<p>It will be built on Whitchurch\u2019s Northern Meadows, just north of Velindre\u2019s existing facility. It will be able to treat 8,500 patients and offer 160,000 appointments per year.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">The 60-year-old Velindre Cancer Centre does not have the facilities or space to meet future challenges.<br><br>Eve Gallop-Evans talks about how the pandemic has shown the need for the new centre. <a href=\"https:\/\/t.co\/hvkFwOPXc4\">pic.twitter.com\/hvkFwOPXc4<\/a><\/p>&mdash; VelindreCancerCentre (@VelindreCC) <a href=\"https:\/\/twitter.com\/VelindreCC\/status\/1308777347919818755?ref_src=twsrc%5Etfw\">September 23, 2020<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p><a href=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2020\/11\/13\/opposing-campaigns-face-anxious-wait-for-review-of-velindre-cancer-centre-plans\/\">Concerns have been raised<\/a> about the site\u2019s environmental impact by Save the Northern Meadows, a campaign group protesting against the site\u2019s proposed location. Image credit: NHS Wales, Velindre University NHS Trust.<\/figcaption><\/figure>\n\n\n\n<p>In response to the concerns raised at the planning meeting, planning officer Justin Jones said: \u201cWhile the Nuffield Report raises a number of points, those are not planning-related. They relate to the cancer model, and it\u2019s for the Welsh Government and Velindre to address those points.<\/p>\n\n\n\n<p>\u201cWhile we have a duty to consider those points raised by local views, the duty must be to consider it on its planning merits. Objections or support must be based on planning considerations.\u201d<\/p>\n\n\n\n<p>Mr Jones said that the outline application, which was granted on March 27, 2018, had considered ecological and air quality concerns, so those matters were not up for discussion on Wednesday.<\/p>\n\n\n\n<p>In the Planning Committee meeting, Whitchurch and Tongwnlais councillor Mike Jones-Pritchard said: \u201cThere are a number of obstacles to this project. The business case has still not been signed off, The Nuffield Trust advice isn\u2019t clear-cut and there\u2019s a weight of clinical opinion contained in another letter to the health minister.<\/p>\n\n\n\n<p>\u201cWe think this project needs to be paused. This isn\u2019t an orderly delivery anymore. There\u2019s too much shift and too much movement, and too much unknown.<\/p>\n\n\n\n<p>\u201cAn objective view in the interests of the public and the environment at this point in time would be to refuse this application.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">It is time to stand up.<br><br>We have been through every option available to our community to protect this incredible space.<br><br>We cannot be clearer &#8211; there should be no development on the northern meadows, ever. <a href=\"https:\/\/t.co\/D87EGCcS7L\">pic.twitter.com\/D87EGCcS7L<\/a><\/p>&mdash; Save Cardiff Northern Meadows (@CardiffSave) <a href=\"https:\/\/twitter.com\/CardiffSave\/status\/1354103097182851075?ref_src=twsrc%5Etfw\">January 26, 2021<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\n<\/div><\/figure>\n\n\n\n<p>The application received 320 letters of support, many of which came from outside of Cardiff and were from users or supporters of Velindre Cancer Centre.<\/p>\n\n\n\n<p>There were 101 letters of objection, including from Whitchurch and Tongwynlais Councillors Mia Rees, Linda Morgan and Mike Phillips.<\/p>\n\n\n\n<p>A <a href=\"https:\/\/you.38degrees.org.uk\/petitions\/objection-to-planning-application-20-02632-mjr?just_launched=true&amp;fbclid=IwAR3CtzpNcOreDuElVSwUhoTU2zy9QM5TzNjt97HFV9VVqZc5xWq3R2cIkvg\">petition<\/a> objecting to the application, which received 431 signatures, was submitted by Save the Northern Meadows. <\/p>\n\n\n\n<p>This objected to the application on the ground that its &#8220;vague iterations regarding Covid&#8221; were not sufficient for requesting the extension.
