One Splott based surgery may have proven him wrong.<br \/>\nThe Cloughmore Medical Centre\u00a0in Splott\u00a0has the lowest running costs in Wales, which could save money and improve its services thanks to its high energy efficiency.<br \/>\nThe only building in Wales shortlisted for the UK&#8217;s most sustainable buildings BREEAM Awards 2015, the\u00a0medical centre is now able to provide increased health care to its patients.<br \/>\nPractice Manager Ann Graham said: \u201cWe used to have a GP practice in an end-of-terrace house. The old practice was not fit for purpose so we applied for redevelopment.\u00a0As we were one of the surgeries in need of most redevelopment\u00a0at the time we were prioritised. It also has a treatment room and a minor operations room, which the previous surgery did not have.<br \/>\n\u201cIn the old practice we weren&#8217;t able to have all three nurses working at the same time due to lack of space,\u201d Ms Graham added. \u201cAs a result of the new building we have the opportunity to have all three nurses working at the same time.\u201d<br \/>\nUnder the NHS, surgeries and medical centres manage their own budget. The building&#8217;s energy efficiency rating means it has one of the lowest running costs of any health centre in Wales.\u00a0\u00a0Its minimal outgoings could\u00a0mean more money in the pot to spend on facilities and resources for patients.<br \/>\n<figure id=\"attachment_5051\" aria-describedby=\"caption-attachment-5051\" style=\"width: 300px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/02\/HP_Surgery_web_cropped.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-5051\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/02\/HP_Surgery_web_cropped-300x177.jpg\" alt=\"Practice Nurse, Debbie McReerie\" width=\"300\" height=\"177\" \/><figcaption id=\"caption-attachment-5051\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"size-medium wp-image-5051\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/02\/HP_Surgery_web_cropped-300x177.jpg\" alt=\"Practice Nurse, Debbie McReerie\" width=\"300\" height=\"177\" \/><\/noscript><\/a> Practice Nurse, Debbie McReerie<\/figcaption><\/figure><br \/>\nThe developer for the building was Apollo Capital Projects Development on Cathedral Road, Cardiff. Rob James, Managing Director, said: \u201c40 per cent of the centre&#8217;s electricity is generated through solar panels.<br \/>\n\u201cMost of the building is naturally ventilated. This reduces the need for additional energy to ventilate the centre. The high performance window glass means the building doesn&#8217;t overheat in summer and is warm in winter so less heating and cooling is needed. It has the lowest running costs of any health centre in Wales.\u201d<br \/>\nMr James explained 80 per cent of the \u00a33.5 million invested in the building was put back into the local economy through the use of local contractors, labourers and materials.<br \/>\n\u201cMost materials used to build the centre and most sub-contractors came from Cardiff, Newport or Swansea.
