protest over FSMs outside the Senedd in December<\/strong><\/figcaption><\/figure><\/div>\n\n\n\n<p>The adequacy of free school meals provision in Wales has been a contentious topic in the Senedd since December last year, when a <strong><a href=\"https:\/\/seneddhome.com\/2020\/12\/call-for-first-steps-toward-universal-free-school-meals-rejected\/\" target=\"_blank\" rel=\"noreferrer noopener\">Plaid Cymru motion<\/a><\/strong> to extend the eligibility criteria was voted down by a majority of MSs, including all Labour and Conservative members.<\/p>\n\n\n\n<p>A second vote took place earlier this month, this time on Si\u00e2n Gwenllian\u2019s amendment to the draft 2021\/2022 budget, calling for unallocated funds to be used to expand FSM eligibility.<\/p>\n\n\n\n<p>While the Welsh Conservatives joined Plaid Cymru in voting for the amendment, Labour voted it down, <strong><a href=\"https:\/\/www.bbc.co.uk\/news\/uk-wales-politics-56004239\" target=\"_blank\" rel=\"noreferrer noopener\">causing unrest<\/a><\/strong> among some Labour backbenchers who believed that the party was on the \u201cwrong side\u201d of the debate.<\/p>\n\n\n\n<p>Finance Minister Rebecca Evans <strong><a href=\"https:\/\/www.bbc.co.uk\/news\/uk-wales-politics-56004239\" target=\"_blank\" rel=\"noreferrer noopener\">pointed to budget constraints<\/a><\/strong> when asked about Labour\u2019s position by the BBC, suggesting that using unallocated Covid funds might take away resources for local councils and NHS services.<\/p>\n\n\n\n<p>\u201cBasically when that debate happened, even though the motion didn\u2019t pass, it did really take things up a step,\u201d says Adam Johannes, co-convener of the Cardiff branch of the PAAAW and author of the Senedd petition which kicked off the free school meals campaign.<\/p>\n\n\n\n<p>&#8220;The Child Poverty Action Group (CPAG) and the Bevan Foundation, they\u2019ve done these briefings that they\u2019ve sent to Senedd members \u2013 they\u2019ve just been ignored. So suddenly this has put it forward into the mainstream debate.\u201d<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large is-resized\"><img decoding=\"async\" Home<\/a><\/strong><\/figcaption><\/figure><\/div>\n\n\n\n<p>Both CPAG and the Bevan Foundation, a poverty and inequality think tank, are in support of the current campaign, having <strong><a href=\"https:\/\/www.bevanfoundation.org\/commentary\/expanding-free-school-meals\/\" target=\"_blank\" rel=\"noreferrer noopener\">previously highlighted <\/a><\/strong>shortcomings in the Welsh Government\u2019s FSM provision.<\/p>\n\n\n\n<p><strong><a href=\"https:\/\/cpag.org.uk\/news-blogs\/news-listings\/wales-over-half-children-poverty-missing-out-free-school-meals\" target=\"_blank\" rel=\"noreferrer noopener\">Research <\/a><\/strong>by CPAG published in October last year found that more than half of children living below the poverty line in Wales are not eligible to receive free school meals.<\/p>\n\n\n\n<p>Dr Steffan Evans, policy and research officer at The Bevan Foundation, told The Cardiffian: \u201cToo many children who live in poverty in Wales are not eligible for FSMs.<\/p>\n\n\n\n<p>&#8220;At present a child is only eligible for FSMs if their family receives one of a series of legacy benefits (e.g. Job Seekers Allowance) or Universal Credit if their household&#8217;s earned income is less than \u00a37,400 a year.<\/p>\n\n\n\n<p>&#8220;This low income threshold locks out as many as 70,000 children who live in poverty but whose families earn over the \u00a37,400 threshold from receiving FSMs.\u201d<\/p>\n\n\n\n<p>Expanding the eligibility criteria for FSMs would provide a \u201cvital lifeline\u201d for families in Wales, Dr Evans says, noting that a <strong><a href=\"https:\/\/www.bevanfoundation.org\/wp-content\/uploads\/2021\/02\/Differing-Experiences-of-Poverty-in-Winter-2020-1-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">recent report<\/a><\/strong> by The Bevan Foundation found evidence that some parents were going without food in order to provide for their children.<\/p>\n\n\n\n<div class=\"wp-block-image account,\u201d says Ellie Harwood, Wales Development Manager at CPAG.<\/p>\n\n\n\n<p>\u201cDuring the pandemic, many families have found themselves having to rely on social security for the first time, and it can be a shock just how low the basic payments are.<\/p>\n\n\n\n<p>&#8220;At the same time, their living costs have often gone up because they are having to spend so much time at home, and spend money on things like laptops and learning materials, which they would usually be able to get from school.\u201d<\/p>\n\n\n\n<p>On free school meals in the country, she says: \u201cWales has the tightest means-test in the UK when it comes to who can qualify for free school meals.<\/p>\n\n\n\n<p>&#8220;The most obvious gap is in provision of free meals for our youngest learners. Because the Welsh Government means-test children in this age group, more than half of infants in poverty don\u2019t get to have a free cooked meal at lunchtime.&#8221;<\/p>\n\n\n\n<p>In<strong><a href=\"https:\/\/www.bbc.co.uk\/news\/explainers-53053337#:~:text=In%20England%20and%20Scotland%2C%20all,2022%2C%20whether%20primary%20or%20secondary.\" target=\"_blank\" rel=\"noreferrer noopener\"> Scotland and England<\/a><\/strong>, all infant school children are automatically entitled to free school meals.<\/p>\n\n\n\n<p>Asked about the government\u2019s argument that budget constraints might prevent expansion to free school meals, she says:<\/p>\n\n\n\n<p>\u201cWe must remember that the Welsh Government has an annual budget of \u00a318 billion \u2013 and it\u2019s even more than that during the pandemic.
