Conservative councillor<\/strong><\/h4>\n\n\n\n<p>AHEAD of next week\u2019s Cardiff Council vote on the budget proposals, the Cardiffian has put together a guide on people\u2019s spending priorities, how they are being met, and where the money is coming from.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Where&#8217;s the money going?<\/strong><\/h3>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>The economy<\/strong><\/h4>\n\n\n\n<p>Public consultation on the budget took place earlier this year, when 2,870 people gave their views on how they wanted the council\u2019s money to be spent.<\/p>\n\n\n\n<p>The biggest priority for people in Cardiff was to lead the city\u2019s recovery out of the pandemic by supporting businesses and funding major regeneration projects.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large is-resized\"><img decoding=\"async\" loading=\"lazy\" greatest proportion of the budget will go to education<\/figcaption><\/figure>\n\n\n\n<p>As part of a five-year \u00a31.2bn spending plan, the council pledged to invest \u00a324.3m in a new indoor arena, a commitment which also appears in the budget proposals.<\/p>\n\n\n\n<p>Alongside this, the five-year plan will also invest in an international sports village and the Atlantic Wharf development.<\/p>\n\n\n\n<p>\u00a373m from the budget will go toward the Cardiff Capital Region City Deal, which looks to stimulate economic growth in South East Wales.<\/p>\n\n\n\n<p>Infrastructure in the city has also been given a one-off investment of \u00a3810,000.<\/p>\n\n\n\n<p>In total, \u00a338.3m of the budget has been earmarked for economic development \u2013 which is largely in line last year\u2019s budget.<\/p>\n\n\n\n<p>Money set aside to develop new buildings like schools has also risen by 8% compared to last year&#8217;s budget. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Schools<\/h4>\n\n\n\n<p>Schooling was another major priority in the public consultation.<\/p>\n\n\n\n<p>As expected, education and social services account for the bulk of council spending. \u00a3195m has been pledged for social services, including \u00a3121.5m for adults and \u00a373m for children.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter service funding increased by 12% compared to last year, while capital financing, used to develop new buildings like schools, has also risen by 8%. <\/figcaption><\/figure><\/div>\n\n\n\n<p>\u00a3297m will go towards education, the bulk of which will be invested in the 21<sup>st<\/sup> Century Schools project, which will build replacements for Willows High School and Cathys High.<\/p>\n\n\n\n<p>In total, spending on social services has increased by 12% compared to last year, while school funding has only increased by 3%.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Where did it come from? <\/h3>\n\n\n\n<p>This year, funding from the Welsh Government exceeded expectations, with an \u00a318m funding boost covering most of the lost revenue and extra costs incurred by Covid. This is likely to offset the impact of the pandemic at least in the short-term.<\/p>\n\n\n\n<p>However, the council still needs to plug the gap of a \u00a315m budget shortfall.<\/p>\n\n\n\n<p>\u00a35m of this will be covered by a council tax rise of 3.5%, costing property owners in average Band D properties almost \u00a350 extra a year.<\/p>\n\n\n\n<p>The council has said this a smaller rise than elsewhere in Wales, but opposition leader Adrian Robson has accused them of passing the buck to taxpayers.<\/p>\n\n\n\n<p>The Conservative councillor said council tax only needed to rise by 1.9%, just over half the amount proposed by the cabinet, a move which he said would benefit every resident in the city.<\/p>\n\n\n\n<p>He said he would use money from the council\u2019s \u00a33m contingency fund to make up the cost.<\/p>\n\n\n\n<p>\u201cWe should be robust in our methodology to make sure that we actually make the savings we put forward,\u201d said Mr Robson. \u201cIt is a fund sat there on the off-chance that the council don\u2019t make the savings they are proposing.\u201d<\/p>\n\n\n\n<p>Cabinet Member for Finance, Councillor Chris Weaver said: \u201cI\u2019m happy to say that we have been able to reduce our initial calculations down from a 4% increase in Council Tax to 3.5%.<\/p>\n\n\n\n<p>\u201cThis will be among the lowest increases in Council Tax in Wales and amounts to 85p a week on a Band D property, less than \u00a34 a month.<\/p>\n\n\n\n<p>\u201cThis will help us maintain the services our citizens have come to rely on as we plan for a better future post pandemic.\u201d<\/p>\n\n\n\n<p><strong>More on the council<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2021\/02\/23\/cardiff-council-needs-to-make-fewer-savings-this-year-than-were-made-every-year-between-2010-and-2020\/\" target=\"_blank\" rel=\"noreferrer noopener\">Did austerity cost the council more than Covid?<\/a><\/li><li><a href=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2021\/02\/23\/council-poised-to-buy-youth-hostel-it-used-for-homeless-during-pandemic\/\" target=\"_blank\" rel=\"noreferrer noopener\">Council poised to buy youth hostel used for homeless in pandemic <\/a><\/li><li><a href=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2021\/02\/19\/billion-pound-boost-for-cardiff-set-out-in-post-pandemic-council-budget\/\" target=\"_blank\" rel=\"noreferrer noopener\">Billion pound cash boost for Cardiff after pandemic<\/a> <\/li><\/ul>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Taxpayers foot the bill for spending shortfall, claims Conservative councillor AHEAD of next week\u2019s Cardiff Council vote on the budget proposals, the Cardiffian has put together a guide on people\u2019s spending priorities, how they are being met, and where the money is coming from.
