We said we\u2019d have those powers ready by Burns Night \u2013 and we did. Here we are, two days from St David\u2019s Day, with powers for Wales on the table.<\/p>\n<p class=\"ecxMsoNormal\">\u201cAnd by real power I mean real responsibility \u2013 an Assembly not just responsible for spending money but actually having to raise it too.<\/p>\n<figure id=\"attachment_5164\" aria-describedby=\"caption-attachment-5164\" style=\"width: 284px\" class=\"wp-caption alignright\"><a href=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/02\/Cameron_cropped.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-5164 size-full\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/02\/Cameron_cropped.jpg\" alt=\"David Cameron at the SWALEC Stadium today\" width=\"284\" height=\"213\" \/><figcaption id=\"caption-attachment-5164\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"wp-image-5164 size-full\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/02\/Cameron_cropped.jpg\" alt=\"David Cameron at the SWALEC Stadium today\" width=\"284\" height=\"213\" \/><\/noscript><\/a> David Cameron at the SWALEC Stadium today<\/figcaption><\/figure>\n<p class=\"ecxMsoNormal\">Under the plans for further devolved powers, the Welsh Assembly will be able to:<\/p>\n<ul>\n<li class=\"ecxMsoNormal\">lower the voting age to 16 for assembly elections.<\/li>\n<li class=\"ecxMsoNormal\">set its own speed limits.<\/li>\n<li class=\"ecxMsoNormal\">control over fracking, sewerage, ports and taxi and bus regulation.<\/li>\n<\/ul>\n<p class=\"ecxMsoNormal\">Wales would move from a conferred model of devolution to a reserved powers model \u2013 the same as the model planned to be in place in Scotland.&#8221;<\/p>\n<p class=\"ecxMsoNormal\">Mr Cameron also added: \u201cOut of the ashes of the Great Recession, a new Wales is being born. One that is growing faster than any other UK nation \u2013 and faster than France and Germany too.<\/p>\n<p class=\"ecxMsoNormal\">\u201cIt\u2019s not Carwyn Jones who\u2019s the driving force behind electrifying the mainline to Swansea and the Valley lines \u2013 it\u2019s us. They didn\u2019t secure the future of S4C \u2013 we did.\u201d<\/p>\n<p class=\"ecxMsoNormal\">Outlining his party\u2019s key election policies ahead of the General Election, the Prime Minister added that security is of paramount concern.<\/p>\n<p class=\"ecxMsoNormal\">\u201c<span lang=\"EN\">When we\u2019re fighting Islamist extremism, we\u2019re not just dealing with something that is wrecking countries from Iraq to Syria, from Yemen to Nigeria.<\/span><\/p>\n<p class=\"ecxMsoNormal\"><span lang=\"EN\">\u201cWe\u2019re dealing with something causing people in our own country \u2013 men from Cardiff, girls from outstanding schools in London \u2013 to be taken in by this poisonous ideology to turn against the country where they were brought up.<\/span><\/p>\n<p class=\"ecxMsoNormal\"><span lang=\"EN\">\u201cI will do whatever it takes \u2013 whether it\u2019s making sure we have strong defences, renewing our nuclear deterrent, equipping our Armed Forces with the things they need, ensuring intelligence services can intercept and stop terrorist plots, passing laws in Parliament to make us more secure or whether it\u2019s putting the obligation on every public body to fight extremism because this is a battle we\u2019re\u00a0all in.\u201d<\/span><\/p>\n<p class=\"ecxMsoNormal\">He went on to say the Conservative led coalition had cut the deficit, created jobs, cut people\u2019s taxes, capped benefits and were the best party to take Wales forward.<\/p>\n<p class=\"ecxMsoNormal\">Drawing his speech to an end, Mr Cameron said: \u201cIt\u2019s St David\u2019s Day in two days \u2013 and Wales can rightly be proud. The nation of song is back in full voice.
