{"id":52295,"date":"2021-03-16T16:30:19","date_gmt":"2021-03-16T16:30:19","guid":{"rendered":"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/?p=52295"},"modified":"2021-05-20T19:43:29","modified_gmt":"2021-05-20T18:43:29","slug":"cardiff-sees-huge-rise-in-anti-social-behaviour-during-covid-lockdowns","status":"publish","type":"post","link":"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2021\/03\/16\/cardiff-sees-huge-rise-in-anti-social-behaviour-during-covid-lockdowns\/","title":{"rendered":"Cardiff sees huge rise in anti-social behaviour during COVID lockdowns"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\">Anti-social behaviour figures reach a five-year high with over 15,000 cases in 2020.<\/h3>\n\n\n\n<p>LOCKDOWN breaches have led to a spike in anti-social behaviour across Cardiff as official figures reveal the number of incidents has risen by 64%.<\/p>\n\n\n\n<p>Anti-social behaviour has now reached a five-year high with 15,545 incidents recorded in 2020.<\/p>\n\n\n\n<p>\u201cThe force has strived to maintain a consistent policing style of engaging, explaining and encouraging people to follow the rules,\u201d said the South Wales Police.<\/p>\n\n\n\n<p>They added that police officers enforce the rules \u201cas a last resort where necessary when repeat or blatant breaches occur\u201d.<\/p>\n\n\n\n<p>Before the pandemic, anti-social behaviour had been on a steady decline since 2017.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"zeen-lazy-load-base zeen-lazy-load wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" src=\"about:blank\" data-lazy-src=\"https:\/\/flo.uri.sh\/visualisation\/5576538\/embed#?secret=3ihtQzRMjX\" data-secret=\"3ihtQzRMjX\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"700\"><\/iframe><noscript><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" src=\"https:\/\/flo.uri.sh\/visualisation\/5576538\/embed#?secret=3ihtQzRMjX\" data-secret=\"3ihtQzRMjX\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"700\"><\/iframe><\/noscript>\n<\/div><\/figure>\n\n\n\n<p>But the enforcement of these new Coronavirus regulations has seen anti-social behaviour incidents skyrocket to the highest sum in the last five years.<\/p>\n\n\n\n<p>Anti-social behaviour makes up almost a third of street crimes recorded in Cardiff during 2020.<\/p>\n\n\n\n<p>\u201cCovid breaches and reports are recorded as anti-social behaviour so this will be reflected in the crime statistics,\u201d said the South Wales Police.<\/p>\n\n\n\n<p>But Senedd member Neil McEvoy is concerned there\u2019s more to it than that.<\/p>\n\n\n\n<p>\u201cThe police need to get back to fighting crime, not wasting time chasing fines from people who are acting lawfully,\u201d he said.<\/p>\n\n\n\n<p>\u201cI\u2019m really concerned about what\u2019s happening to our democracy now.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"zeen-lazy-load-base zeen-lazy-load wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" src=\"about:blank\" data-lazy-src=\"https:\/\/flo.uri.sh\/visualisation\/5576216\/embed#?secret=EJoUqiZZ1v\" data-secret=\"EJoUqiZZ1v\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"700\"><\/iframe><noscript><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" src=\"https:\/\/flo.uri.sh\/visualisation\/5576216\/embed#?secret=EJoUqiZZ1v\" data-secret=\"EJoUqiZZ1v\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"700\"><\/iframe><\/noscript>\n<\/div><\/figure>\n\n\n\n<p>Mr McEvoy has previously <a href=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2021\/02\/16\/senedd-member-spoken-to-by-police-for-allegedly-breaking-lockdown-regulations\/\">had a run in with the police<\/a> over an alleged breach of COVID regulations.<\/p>\n\n\n\n<p>South Wales Police since visited Mr McEvoy\u2019s Welsh Parliament office to read him his rights and issue a fine, claiming he broke the law by allegedly delivering political leaflets in his Cardiff West constituency.<\/p>\n\n\n\n<p>\u201cI will not be paying the fine as I have not broken any laws,\u201d said Mr McEvoy.<\/p>\n\n\n\n<p>South Wales Police claims that Mr McEvoy breached Coronavirus regulations by leaving his home without a reasonable excuse on two occasions.<\/p>\n\n\n\n<p>However, Mr McEvoy refutes this claim.<\/p>\n\n\n\n<p>\u201cI will not be paying the fine as I have not broken any laws,\u201d he said.<\/p>\n\n\n\n<p>\u201cI will not be paying this unjust fine and will take this to court. The Chief Constable of South Wales Police really needs to consider his position if these are his policing priorities.\u201d<\/p>\n\n\n\n<p>During 2020 South Wales Police issued more than 425 coronavirus fines.<\/p>\n\n\n\n<p>These start off as \u00a360 fixed penalty notices, rising to \u00a3120 for a second breach and continuing to rise for further breaches.<\/p>\n\n\n\n<p>More serious offences begin with penalties of \u00a3500.<\/p>\n\n\n\n<p>These penalties have cost lockdown breakers across South Wales a minimum of \u00a325,500 to date.<\/p>\n\n\n\n<p>Throughout 2020, spikes of anti-social behaviour erupted during COVID-19 lockdowns as people in Cardiff breached the Stay at Home rules.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"zeen-lazy-load-base zeen-lazy-load wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" src=\"about:blank\" data-lazy-src=\"https:\/\/flo.uri.sh\/visualisation\/5576560\/embed#?secret=rnQt0A4mJP\" data-secret=\"rnQt0A4mJP\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"700\"><\/iframe><noscript><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" src=\"https:\/\/flo.uri.sh\/visualisation\/5576560\/embed#?secret=rnQt0A4mJP\" data-secret=\"rnQt0A4mJP\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"700\"><\/iframe><\/noscript>\n<\/div><\/figure>\n\n\n\n<p>After entering the first UK lockdown on March 23, the number of anti-social behaviour incidents recorded in Cardiff tripled.<\/p>\n\n\n\n<p>By May, there were over 2,300 incidents per month, up from just 691 in March.<\/p>\n\n\n\n<p>But with Welsh Government guidance changing to Stay Local from March 13, coronavirus regulations have become more difficult than ever to enforce.<\/p>\n\n\n\n<p>According to the new guidelines, people in Wales are now able to travel within 5 miles of their home. But with those living in rural areas allowed to travel further, these new rules are more open to interpretation.<\/p>\n\n\n\n<p>That makes it far more difficult to police.<\/p>\n\n\n\n<p>And confusion over the new lockdown regulations isn\u2019t helping matters.<\/p>\n\n\n\n<p>\u201cI had to check,\u201d said Michael McGrath, a 67-year-old landscape gardener from Cardiff.<\/p>\n\n\n\n<p>\u201cI\u2019m from here \u2013 Cardiff. It\u2019s absolutely ludicrous that people can go out walking but if you get caught short you can\u2019t wash your hands. They say \u2018always wash your hands\u2019. But you can\u2019t do it.<\/p>\n\n\n\n<p>\u201cOnce COVID has dropped a bit more, perhaps then they\u2019ll extend it to ten miles.\u201d<\/p>\n\n\n\n<p>\u201cIt\u2019s roughly five miles, which is okay. said Kevin Murphy, a 55-year-old engineer from Llandaff North. \u201cApparently longer if you live up in the sticks where five miles is just the end of your farm. It seems okay.<\/p>\n\n\n\n<p>\u201cThe devil is in the detail, isn\u2019t it? You must Stay at Home, except, except, except\u2026 and now it\u2019s Stay Local. Stay Local and then it\u2019s up to them to decide what local means.\u201d<\/p>\n\n\n\n<p>Kevin was a bit more sceptical about whether the new regulations are helping local businesses.<\/p>\n\n\n\n<p>Having been involved in refitting shop floors at the start of the pandemic, he\u2019s seen the hard work that goes into adhering to all the new coronavirus regulations.<\/p>\n\n\n\n<p>\u201cI don\u2019t think it\u2019s helping local businesses at all,\u201d he said.<\/p>\n\n\n\n<p>\u201cJumping through hoops with the two-metre distance and one-way systems.
