and &#8216;Defend the right to protest&#8217; written on them.<\/figcaption><\/figure>\n\n\n\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-flow wp-block-group-is-layout-flow\">\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:100%\">\n<p>The demonstration was organised by multiple groups including Stand Up to Racism in response to the PCSC bill passing its second reading in parliament.<\/p>\n\n\n\n<p>Two police officers watched from afar as people gave speeches about what protesting meant to them.<\/p>\n\n\n\n<p>While marching through the streets, people chanted: \u201cthis is what democracy looks like,\u201d \u201cKill the Bill\u201d and \u201cBlack Lives Matter.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"zeen-lazy-load-base zeen-lazy-load\" title=\"What are the &#039;Kill the Bill&#039; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/noscript>\n<\/div><figcaption>VIDEO: Kill the Bill protest through Cardiff on Saturday.<\/figcaption><\/figure>\n<\/div>\n<\/div>\n<\/div><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What is the Bill?<\/strong><\/h3>\n\n\n\n<p>The Police, Crime, Sentencing and Courts Bill is an updated version of the Public Order Act 1986.<\/p>\n\n\n\n<p>It is a <a href=\"https:\/\/publications.parliament.uk\/pa\/bills\/cbill\/58-01\/0268\/200268.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">300-page<\/a> piece of legislation which will see changes to crime and justice in England and Wales.<\/p>\n\n\n\n<p>The bill proposes tighter restrictions, including changes to child murderer sentences and closer monitoring of terrorists once they are released from prison.<\/p>\n\n\n\n<p>However, the focus of many objections is Section 60, which seeks to increase policing of non-violent protests.<\/p>\n\n\n\n<p>The legislation states that any protest deemed \u201ca nuisance\u201d could face a fine of up to \u00a32,500.<\/p>\n\n\n\n<p>Met Police Commissioner, Cressida Dick said the bill had been introduced since police had difficulty controlling the Extinction Rebellion mass protest in 2019.<\/p>\n\n\n\n<p>She said the new bill is: \u201cto deal with protests where people are not primarily violent or seriously disorderly but have an avowed intent to bring policing to its knees and the city to a halt.\u201d&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Current police powers:<\/strong><\/h3>\n\n\n\n<p>To enforce restrictions, police currently have to show that a protest may result in \u201cserious public disorder, serious damage to property or serious disruption to the life of the community.\u201d<\/p>\n\n\n\n<p>They also have to prove that protestors knew they had been told to move on.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>How the Bill would change things:<\/strong><\/h3>\n\n\n\n<p>If the bill passes, police would be able to restrict protests by:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Setting a start and end time<\/li><li>Enforcing noise limits<\/li><li>Applying the new rules to one-person protests<\/li><\/ul>\n\n\n\n<p>This would mean that even just one person holding a demonstration with a loud-speaker could be fined \u00a32,500 if they do not follow police direction.<\/p>\n\n\n\n<p>One element of the bill states that it would be a crime not to follow restrictions protesters \u201cought\u201d to have known about.<\/p>\n\n\n\n<p>To stop people occupying public spaces, the proposed law also states that it is an offence if you are \u201cintentionally or recklessly causing public nuisance,\u201d such as gluing hands to buildings.<\/p>\n\n\n\n<p>Another measure punishes damage to memorials with up to 10 years in prison.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What stage is the Bill at?<\/strong><\/h3>\n\n\n\n<p>The bill passed its second reading in parliament on March 16 with 359 ayes and 263 noes. The Conservatives are in favour and Labour is in opposition to the legislation.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-datawrapper wp-block-embed-datawrapper\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"zeen-lazy-load-base zeen-lazy-load wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Votes by Party for the 2nd Reading of the PCSC Bill\" src=\"about:blank\" data-lazy-src=\"https:\/\/datawrapper.dwcdn.net\/RS3e8\/1\/#?secret=v83sdKGQ0L\" data-secret=\"v83sdKGQ0L\" scrolling=\"no\" frameborder=\"0\" height=\"274\"><\/iframe><noscript><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" title=\"Votes by Party for the 2nd Reading of the PCSC Bill\" src=\"https:\/\/datawrapper.dwcdn.net\/RS3e8\/1\/#?secret=v83sdKGQ0L\" data-secret=\"v83sdKGQ0L\" scrolling=\"no\" frameborder=\"0\" height=\"274\"><\/iframe><\/noscript>\n<\/div><figcaption>Graph to show the votes by party for the second reading of the Police, Crime, Sentencing and Courts Bill 2021.<\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What have MPs said about the bill?<\/strong><\/h3>\n\n\n\n<p>Shadow Justice Secretary David Lammy said the government is trying to rush through &#8220;poorly thought-out measures to impose disproportionate controls on free expression and the right to protest&#8221;.<\/p>\n\n\n\n<p>Liz Saville-Roberts, the Plaid Cymru MP for Dwyfor Meirionnydd, said during the second reading of the bill: \u201cI have looked at what this rushed and punitive Bill will do for Wales, and I have found it wanting.
