{"id":54373,"date":"2021-11-09T13:54:02","date_gmt":"2021-11-09T13:54:02","guid":{"rendered":"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/?p=54373"},"modified":"2022-07-06T09:51:55","modified_gmt":"2022-07-06T08:51:55","slug":"lydstep-flats-residents-await-answers-on-recladding","status":"publish","type":"post","link":"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2021\/11\/09\/lydstep-flats-residents-await-answers-on-recladding\/","title":{"rendered":"Lydstep Flats: Residents await answers on recladding"},"content":{"rendered":"\n<h4 class=\"wp-block-heading\">Mould, damp, and cold temperatures worsening as third winter looms, say tenants<\/h4>\n\n\n\n<p>RESIDENTS of Lydstep Flats still face cold temperatures, mould and damp in their council housing, three years after the removal of cladding.<\/p>\n\n\n\n<p>Cardiff Council <a href=\"https:\/\/app.prmax.co.uk\/collateral\/131879.pdf\">removed<\/a> the external insulation in November 2018 after the Grenfell fire. However, continuous changes to building regulations, the COVID-19 pandemic, and Brexit have caused what one councillor dubbed a \u201cperfect storm\u201d and led to years of delays.<\/p>\n\n\n\n<p>As residents head into winter, they are still awaiting answers on when exactly the cladding will be reinstalled.<\/p>\n\n\n\n<p>Cardiff Council have only said the process will begin \u201cas soon as possible\u201d and the recladding scheme should be completed by <a href=\"https:\/\/cardiff.moderngov.co.uk\/documents\/s51759\/Cabinet%2023%20Sept%202021%20Overcladding.pdf\">early 2023<\/a>. This would be nearly five years after the cladding was first removed.<\/p>\n\n\n\n<p>Naomi Moore, 39, has lived in Lydstep Flats for 10 years with her partner and two children.&nbsp;<\/p>\n\n\n\n<p>Since she moved in, her family has dealt with mould, condensation on the windows, blocked drains, and broken lifts, along with cold temperatures. This I do put down to the cladding removal and leaving the building vulnerable to the elements. The building is cold and damp, but at least with the cladding on, it felt warmer and the mould wasn&#8217;t nearly as bad.\u201d<\/p>\n\n\n\n<p>Mrs Moore insisted that the problem be solved now, as the colder weather worsens living conditions.<\/p>\n\n\n\n<p>She said: \u201cThis needs to be the last winter without the cladding as it\u2019s physically and emotionally draining with having to deal with it.<\/p>\n\n\n\n<p>\u201cI feel I am failing my children with them having to live in these conditions.\u201d<\/p>\n\n\n\n<p>Councillor Jennifer Burke-Davies, who serves the Llandaff North ward, could not visit the flats in winter of 2018, the first season without cladding, because of maternity leave. She was shocked at the conditions when she returned in March 2019.<\/p>\n\n\n\n<p>Coun Burke-Davies said: \u201cI was taken aback by how quickly the mould had gotten in there and taken root. Because the enquiry was taking place with Grenfell, it was a moving feast as they were discovering things.&nbsp;<\/p>\n\n\n\n<p>\u201cThe government was constantly introducing legislation which was changing the nature of what we were doing.\u201d<\/p>\n\n\n\n<p>In hindsight, Councillor Burke-Davies feels things could have been done differently.<\/p>\n\n\n\n<p>\u201cIf it was my decision, I don\u2019t know if I would\u2019ve taken the cladding off in November, but obviously there was a liability with having that improper cladding on the building any longer,\u201d she said.<\/p>\n\n\n\n<p>\u201cI can appreciate why it was done. I guess it\u2019s just a perfect storm that we\u2019ve had delays.\u201d<\/p>\n\n\n\n<p>Due to delays, cost estimates for the Lydstep recladding scheme have doubled since early 2020, a rise of  <a href=\"https:\/\/cardiff.moderngov.co.uk\/documents\/s51436\/Appendix%20A%20draft%20Cabinet%20Report%2010.09.21.pdf\">103%<\/a>, from \u00a37.4m to \u00a315.1m.<\/p>\n\n\n\n<p>Cardiff council did briefly consider demolishing the Lydstep Flats but decided against because of the housing shortage in Cardiff.<\/p>\n\n\n\n<p>The Lydstep Flats consist of three 11-storey apartment blocks with a total of <a href=\"https:\/\/www.towerblock.eca.ed.ac.uk\/development\/gabalfa-lydstep-crescent\">126 flats<\/a>, housing a mix of private and council tenants.<\/p>\n\n\n\n<p>However, as Coun Thorne said: \u201cThe problem is we have <a href=\"https:\/\/www.cardiffhousing.co.uk\/index.php?section=accommodation&amp;option=council_and_rsl\">8,000 people<\/a> on the waiting list with only 1,000 properties becoming available a year, so you\u2019d have this added pressure with adding the residents of another 250 to 300 flats and finding suitable accommodation to move them to.<\/p>\n\n\n\n<p>\u201cPeople are sometimes on the waiting list for three to five years.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">Time for another THREAD.<br><br>This one is on housing. The tragedy, which occurred on <a href=\"https:\/\/www.bbc.co.uk\/news\/uk-40301289\">June 14, 2017<\/a>, saw 72 people killed and more than 70 injured.<\/p>\n\n\n\n<p>\u201cHad we known the difficulties that we were going to face replacing the cladding, we might have given it more thought whether to remove it immediately because it wasn\u2019t the same sort of issue as Grenfell, she said.&nbsp;<\/p>\n\n\n\n<p>Coun Thorne continued, \u201cOnce everyone saw that fire and how many lives were lost, our concern was in terms of the safety of tenants, and what we didn\u2019t want was a repeat of Grenfell.\u201d<\/p>\n\n\n\n<p>Despite this, the councillor is disappointed at the state of the Lydstep Flats.<\/p>\n\n\n\n<p>\u201cI think we\u2019ve done everything we possibly can,\u201d she said. \u201cIs it acceptable to tenants? If I were them, I would think no.
