{"id":56445,"date":"2021-12-07T13:23:45","date_gmt":"2021-12-07T13:23:45","guid":{"rendered":"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/?p=56445"},"modified":"2021-12-07T13:23:46","modified_gmt":"2021-12-07T13:23:46","slug":"controversial-waungron-road-bus-interchange-and-flats-to-be-debated","status":"publish","type":"post","link":"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2021\/12\/07\/controversial-waungron-road-bus-interchange-and-flats-to-be-debated\/","title":{"rendered":"Controversial Waungron Road bus interchange and flats to be debated"},"content":{"rendered":"\n<h4 class=\"wp-block-heading\">Council planners hold site visit six years after recycling centre was closed<\/h4>\n\n\n\n<p>CONTROVERSIAL plans for the site of the former recycling centre on\u00a0Waungron\u00a0Road will be debated by Cardiff councillors next week following a site visit\u00a0yesterday. <\/p>\n\n\n\n<p>The&nbsp;proposal&nbsp;includes&nbsp;a new bus station, space for shops and&nbsp;44&nbsp;council flats across&nbsp;a block of four, five and seven storey buildings.&nbsp;<\/p>\n\n\n\n<p>The site has been\u00a0empty\u00a0since 2014, when the centre was closed after the\u00a0council\u00a0declared it could no longer afford to run it.\u00a0\u00a0<\/p>\n\n\n\n<p>\u201cI am\u00a0pleased the site is being redeveloped. The plans were delayed due to various complications, including a developer&nbsp;withdrawing.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The project is now being led by the council\u2019s housing team and the plans&nbsp;were redesigned entirely in&nbsp;<a href=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2021\/02\/02\/plans-for-bus-station-and-multi-storey-council-flats-at-former-recycling-centre\/\" target=\"_blank\" rel=\"noreferrer noopener\">February 2021<\/a>.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The new proposal, incorporating council housing and shops alongside the bus interchange, met with disapproval from many residents.\u00a0<\/p>\n\n\n\n<p>Plans were altered in June, reducing the number of flats from 50 to 44.\u00a0 Some blocks\u00a0were\u00a0reduced in height, but one block remains seven storeys high.\u00a0<\/p>\n\n\n\n<p>A council spokesperson said: \u201cThe&nbsp;council has already made several changes to the planning application following pre-application public consultation with residents in the area.\u201d&nbsp;<\/p>\n\n\n\n<p>Many residents are opposed to the site being used for council housing. Aesthetically it is a huge eyesore and is not in keeping with other buildings in the vicinity.\u00a0<\/p>\n\n\n\n<p>\u201cMost importantly, the council housing aspect is&nbsp;not fit for purpose.&nbsp;Cramming vulnerable people together in an area where there are no resources nearby is irresponsible.&nbsp;<\/p>\n\n\n\n<p>\u201cIf the council leader\u00a0and his family wouldn\u2019t want to live there, why should anyone else?\u201d\u00a0<\/p>\n\n\n\n<p>Mrs Evans, of Fairwater, who  did not want to give her full name, said: \u201cI would support a transport hub but not the current proposal. This needs to have a local impact assessment.\u201d\u00a0<\/p>\n\n\n\n<p>She added:&nbsp;\u201cThe site is not best suited for more flats or homes as access is an issue&nbsp;\u2013&nbsp;it is already a heavily congested area for traffic and a&nbsp;number of incidents&nbsp;have&nbsp;occurred&nbsp;in the last few months.&nbsp;<\/p>\n\n\n\n<p>\u201cHaving temporary accommodation in&nbsp;here&nbsp;is not&nbsp;ideal&nbsp;as it&#8217;s over&nbsp;a&nbsp;kilometre&nbsp;to the nearest&nbsp;GP and pharmacy for support. It is also far from the Hub&nbsp;in Fairwater&nbsp;where residents can&nbsp;get financial support and prepare to apply for jobs.\u201d&nbsp;<\/p>\n\n\n\n<p>The plan&nbsp;has no parking spaces, and&nbsp;future&nbsp;residents&nbsp;are expected to have low car-ownership rates.&nbsp;Residents on nearby streets feel their already busy roads will not have capacity&nbsp;for any overflow parking visitors may need.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cA parking survey confirmed that the local residential street network can accommodate any potential increase in car parking that can be reasonably anticipated.\u201d&nbsp;said developers Powell Dobson in&nbsp;<a href=\"https:\/\/planningonline.cardiff.gov.uk\/online-applications\/applicationDetails.do?activeTab=documents&amp;keyVal=_CARDIFF_DCAPR_135407\" target=\"_blank\" rel=\"noreferrer noopener\">planning documents<\/a>.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The plan crosses the boundary between Fairwater and Llandaff,&nbsp;so&nbsp;residents in&nbsp;both&nbsp;wards would be impacted.&nbsp;&nbsp;<\/p>\n\n\n\n<p>When the proposal&nbsp;was&nbsp;introduced, only a&nbsp;limited number of homes close to the site were delivered notices of the consultation.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Mrs Evans said: \u201cI&#8217;d like to see the councillors&nbsp;in&nbsp;Fairwater, Llandaff, Canton and Ely engaging&nbsp;in matters\u202fwhere there are planning applications&nbsp;across boundaries.&nbsp;<\/p>\n\n\n\n<p>\u201cThey&nbsp;also&nbsp;need&nbsp;to&nbsp;communicate\u202fwith residents on the boundary. I&#8217;ve got family living in Davies Place, technically Fairwater, but they have not received\u202fany communication from&nbsp;Councillor Driscoll in&nbsp;Llandaff on&nbsp;the\u202fWaungron\u202fPark&nbsp;proposals which will impact them.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cTheir garden is on the community boundary.
