Map: Cardiff Council<\/figcaption><\/figure><\/div>\n\n\n\n<p>\u201cEach one of those red dots is a shared house,\u201d says Bob with a sigh, and then adds: \u201cIt never used to be like this.\u201d<\/p>\n\n\n\n<p>Robert David, 76, has lived on Maindy Road for 48 years and is one of many long-term residents I spoke to about life in Cathays, the area home to Cardiff\u2019s biggest student population and highest density of houses in multiple occupation (HMOs). &nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-style-plain is-layout-flow wp-block-quote-is-layout-flow\"><p>There\u2019s no sense of community anymore.<\/p><p> There\u2019s nobody left.\u201d<\/p><\/blockquote>\n\n\n\n<p>Shortly after I begin talking with Mr David, his neighbour lets herself in and sits on the sofa opposite me. Linda Barry, 73, tells me that she has been living in the house next door for 52 years.<\/p>\n\n\n\n<p>She says: \u201cCathays used to be a great place to live, it was full of families and we all knew each other \u2013 but there\u2019s no sense of community anymore. There\u2019s nobody left.\u201d<\/p>\n\n\n\n<p>Together, Mr David and Ms Barry tell me about their experiences of living in the student hub of Cathays. <a href=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2021\/11\/16\/parking-is-a-misery-in-cardiffs-crowded-city-centre-say-elderly-residents\/\">Parking problems<\/a>, litter, noise and <a href=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2022\/01\/25\/cathays-crime-rates-rise-as-covid-restrictions-ease\/\">harassment<\/a> are just some of the issues they describe, and ones which are a common theme in all of my conversations to come.<\/p>\n\n\n\n<p>As they speak, if I\u2019m not taking notes, I\u2019m flicking through the mass of printed emails that Mr David has given me. Photo: Daisy Graham-Brown<\/figcaption><\/figure>\n\n\n\n<p>In 2016, Cardiff Council published <a href=\"https:\/\/www.cardiff.gov.uk\/ENG\/resident\/Planning\/Planning-Policy\/Supplementary-Planning-Guidance\/Documents\/Houses%20in%20Multiple%20Occupation%20-%20Supplementary%20Planning%20Guidance.pdf\">data<\/a> showing that 77% of people in Cathays are aged between 15 and 29, whereas the citywide average is 28%. Photo: Daisy Graham-Brown<\/figcaption><\/figure>\n\n\n\n<p>Cards celebrating the golden wedding anniversary of Frank Spragg, 73, and Gloria Spragg, 69, line the fireplace of their house on Rhymney Street, Cathays. They tell me they moved here 50 years ago, just after getting married.<\/p>\n\n\n\n<p>\u201cI\u2019ve wanted to move away for years now,\u201d says Mrs Spragg, \u201cbut he won\u2019t sell this house because he\u2019s afraid it will become an HMO.\u201d<\/p>\n\n\n\n<p>Mr Spragg then explains that, although they\u2019ve had problems with parking, litter and constantly being woken up in the night by loud groups on the street \u2013 he doesn\u2019t feel he can leave.<\/p>\n\n\n\n<p>\u201cAll the old neighbours used to look after each other,\u201d he says, \u201cwe have an elderly neighbour close by and we can\u2019t leave her behind.<\/p>\n\n\n\n<p>\u201cWe\u2019ve been doing the shopping for her for some time because she used to look after other people on the street. We can\u2019t just leave her and let this house be sold and converted into an HMO.\u201d<\/p>\n\n\n\n<blockquote class=\"wp-block-quote has-text-align-left is-style-plain is-layout-flow wp-block-quote-is-layout-flow\"><p>For my own good, it\u2019s better that I just go.\u201d<\/p><\/blockquote>\n\n\n\n<p>Someone who is now thinking of selling his Cathays home is Michael Fear, 65, who lives on Malefant Street in the house he grew up in.<\/p>\n\n\n\n<p>While I wait for him to answer the door, I notice the security camera he has pointed out towards the street. After he greets me, I am then led though the dusty downstairs of the house, the entirety of which has been ripped out and is clearly in the middle of renovations.<\/p>\n\n\n\n<p>\u201cIs there any point me finishing it now?\u201d he will later ask me. \u201cI have money to do up the property but I\u2019m thinking, do I really want to live here now?\u201d<\/p>\n\n\n\n<p>Mr Fear tells me of the abuse, harassment and noise he has received from students over the years. He says that he regularly has young people kicking his door late at night, throwing cones at his window or damaging his work van outside \u2013 hence the security camera.<\/p>\n\n\n\n<p>He says: \u201cThe area has been ruined and unfortunately there is no way you can save it now.<\/p>\n\n\n\n<p>\u201cYou can\u2019t really blame the students or the landlords, my issue is with the people who grant them permission for HMOs.<\/p>\n\n\n\n<p>\u201cFor my own safety I probably have got to move. For my own good, it\u2019s better that I just go.\u201d<\/p>\n\n\n\n<p>A <a href=\"https:\/\/www.srs.wales\/en\/News-and-Updates\/Feb-22\/Consultation-on-the-further-declaration-of-the-Cathays-Additional-Licensing-Scheme-currently-underway.aspx\">public consultation<\/a> on whether to extend Cathays as an Additional Licensing Area is currently underway which looks to tackle issues such as waste, anti-social behaviour, energy efficiency and property security.<\/p>\n\n\n\n<p>Cardiff Council said: \u201cThe additional licensing scheme that is currently being consulted on in Cathays has been in place since 2010 and ensures that the Council has up-to-date records of the number of HMOs, and that standards of HMO rental accommodation in these areas are of a certain standard. <\/p>\n\n\n\n<p>\u201cWhen this statutory consultation ends on March 22, a decision will be taken by the cabinet on whether the scheme is extended for a further five years. I was brought up in May Street and my husband was brought up just over the other side of Crwys Road on Daniel Street.<\/p>\n\n\n\n<p>\u201cCathays has been our whole world but now we are desperate to move. Absolutely desperate, we can\u2019t stand it another year.<\/p>\n\n\n\n<p>\u201cThis used to be a place where people would come out on the street and wave you off when you got into your taxi to go on holiday. Now, we barely know anyone.<\/p>\n\n\n\n<p>\u201cI\u2019ve got a 30-year-old apple tree in my garden that was planted when my daughter was born, and it\u2019s going to break my heart to have to leave it behind.<\/p>\n\n\n\n<p>\u201cIt\u2019s just really sad that at our time of life, when we should be retiring, sitting back and taking things easy, that we have to go through the stress of moving, having to get rid of stuff I would\u2019ve wanted to hang onto \u2013 and leave my garden which I love.<\/p>\n\n\n\n<p>\u201cMy whole life has been in Cathays and yet I cannot wait to go.\u201d<\/p>\n\n\n\n<p>Cardiff Council said: \u201cSupplementary Planning Guidance has been in place since October 2016.
