Of this, 5,050 were rescinded following appeals.<\/p>\n\n\n\n<p>Cardiff Council&#8217;s <a href=\"https:\/\/www.cardiff.gov.uk\/ENG\/resident\/Parking-roads-and-travel\/Parking-fines\/Received-a-pcn\/Pages\/default.aspx\">website<\/a> states that a penalty will either be \u00a350 or \u00a370 depending on the type of contravention, although this figures is reduced by 50% if paid within 14 days.\u00a0<\/p>\n\n\n\n<p>Of the top 20 of streets which saw the highest number of parking fines issued in 2021, Cathays and the City Centre contained the most. With Cathays receiving 4,674 alone.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img decoding=\"async\" width=\"1024\" height=\"421\" loading=\"lazy\" 16,118 tickets being presented for this reason.<\/p>\n\n\n\n<p><em>The Cardiffian <\/em>previously <a href=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2021\/11\/16\/parking-is-a-misery-in-cardiffs-crowded-city-centre-say-elderly-residents\/\">reported<\/a> that Cardiff Council oversells resident parking permits in Cathays by up to 300%.<\/p>\n\n\n\n<p>In particular, on Rhymney Street, the council has sold 201 parking permits despite there being only 63 resident Naisbitt<\/figcaption><\/figure><\/div>\n\n\n\n<p>Rachel Thomas, a resident on Rhymney Street, finds parking on the street &#8220;a nightmare&#8221;.<\/p>\n\n\n\n<p>She said: &#8220;If I want to go to the shop, then by the time I return then my space has gone.<\/p>\n\n\n\n<p>&#8220;People literally park where they want, just take a walk up the street, there are parking fines everywhere.&#8221;<\/p>\n\n\n\n<p>Natasha Wilson, another Rhymney Street resident, told <em>The Cardiffian: <\/em>&#8220;I got a parking fine from the council for parking around the corner from my house due to no spaces on my street.&#8221;<\/p>\n\n\n\n<p>Despite Rhymney Street recording the highest revenue, Windsor Place in the city centre saw the highest number of parking fines issued&nbsp;in 2021.<\/p>\n\n\n\n<p>Situated close to the Capitol Shopping Centre and Queen Street, drivers on Windsor Place were subject to 1,006 tickets being issued last year.  <\/p>\n\n\n\n<p>A Penalty Charge Notice (PCN) isn\u2019t a criminal offence. It is classed as a civil offence and will not create a criminal record.<\/p>\n\n\n\n<p><span><b style=\"text-decoration: underline\">20 roads which made Cardiff <\/b><span style=\"font-weight: 600\"><u>Council<\/u><\/span><b style=\"text-decoration: underline\"> the most revenue (through <\/b><span style=\"font-weight: 600\"><u>pa<\/u><\/span><\/span><span style=\"text-decoration: January this year, the <a href=\"https:\/\/www.britishparking.co.uk\">British\u00a0Parking Association<\/a> (BPA) called for the cap on fines to be raised to \u00a3120, from the current cap of \u00a3100. <\/p>\n\n\n\n<p>Opponents of the BPA&#8217;s proposals have have pointed out it would take a key worker on a 35-hour minimum wage contract of \u00a38.91, two days to pay off a \u00a3120
