{"id":70822,"date":"2022-12-22T09:42:42","date_gmt":"2022-12-22T09:42:42","guid":{"rendered":"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/?p=70822"},"modified":"2022-12-22T11:35:52","modified_gmt":"2022-12-22T11:35:52","slug":"families-struggling-to-stay-in-homes-due-to-cost-of-living-crisis-told-help-is-here-but-you-must-reach-out","status":"publish","type":"post","link":"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2022\/12\/22\/families-struggling-to-stay-in-homes-due-to-cost-of-living-crisis-told-help-is-here-but-you-must-reach-out\/","title":{"rendered":"Families struggling to stay in homes due to cost-of-living crisis told: Help is here\u2026 but you must reach out\u00a0"},"content":{"rendered":"\n<h4 class=\"wp-block-heading\">Support is underused as pressures in the mortgage and rental markets mean that many in Cardiff are facing increasingly unaffordable housing costs<\/h4>\n\n\n\n<p>EVICTIONS in the private rental market are up 206% on 2018 numbers, and mortgage holders are facing increases in their annual interest payments worth thousands of pounds.<\/p>\n\n\n\n<p>Now Cardiff Council has said it is concerned that \u201csome people put off engaging until they are in a real crisis situation\u201d.\u00a0<\/p>\n\n\n\n<p>Instead, they are urging people to seek support as early as possible, before any issue gets too big.&nbsp;<\/p>\n\n\n\n<p>\u201cThe money is there, we just need people to come forward and claim it,\u201d said Coun Lynda Thorne, the cabinet member for housing and families.&nbsp;<\/p>\n\n\n\n<p>A Cardiff Council spokesperson also said that \u201cfunding is still available via the council\u2019s cost of living discretionary schemes, and we are encouraging anyone struggling with money worries at the moment to get in touch with our Money Advice Team (MAT) as soon as possible\u201d.&nbsp;<\/p>\n\n\n\n<p>The MAT advise on a wide range of welfare-related issues, including gaining access to support schemes and budgeting assistance.&nbsp;&nbsp;<\/p>\n\n\n\n<p>If necessary, they\u2019re able to put individuals in contact with the Housing Solutions and Prevent team, who can provide financial support and guidance, tailored to individual circumstance.&nbsp;&nbsp;<\/p>\n\n\n\n<p>They have helped keep over 80% of clients in their homes over the last year, while also supporting those who lose their homes in finding alternative accommodation.&nbsp;<\/p>\n\n\n\n<p>The MAT can be found across Cardiff in hubs, foodbanks, schools and many other community venues. There are more details about how to contact them on their <a href=\"https:\/\/www.cardiffmoneyadvice.co.uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a>.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Cardiff Council also has a free, independent and confidential money advice line: 029 2087 1071.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h4 class=\"has-white-color has-vivid-red-background-color has-text-color has-background wp-block-heading\">Why is the cost of housing going up so quickly?&nbsp;<\/h4>\n\n\n\n<p>Over the course of 2022, the developed world has seen interest rates rise rapidly from their post-2008 floor. In the UK, the Bank of England\u2019s base rate \u2013 the rate of interest it charges on loans to commercial banks \u2013 has grown from 0.25% to 3.5%.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>This is happening because the Bank believes that, in part, the record level of inflation that we\u2019re currently experiencing is due to too much money being spent in the economy.&nbsp;&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-embed alignright is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"zeen-lazy-load-base zeen-lazy-load wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" src=\"about:blank\" data-lazy-src=\"https:\/\/flo.uri.sh\/visualisation\/12237750\/embed#?secret=J900zRDvsg\" data-secret=\"J900zRDvsg\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"700\"><\/iframe><noscript><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" src=\"https:\/\/flo.uri.sh\/visualisation\/12237750\/embed#?secret=J900zRDvsg\" data-secret=\"J900zRDvsg\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"700\"><\/iframe><\/noscript>\n<\/div><figcaption class=\"wp-element-caption\"><strong>Some economists are concerned that inflation is being partly caused by the significant amount of money that was printed during the pandemic<\/strong><\/figcaption><\/figure>\n\n\n\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>By increasing interest rates, money becomes more expensive to borrow and more lucrative to save \u2013 in theory, this then reduces the amount that people are able to spend.&nbsp;<\/p>\n<\/div><\/div>\n<\/div><\/div>\n\n\n\n<p>Wherever money is borrowed, changes in interest rates have an impact. Given that over 90% of UK debt is tied up in the property market, this is where the impact is felt hardest.&nbsp;<\/p>\n\n\n\n<p>In the property market, variable rate mortgages \u2013 such as trackers and the standard variable rate \u2013 are directly impacted by changes in the Bank of England\u2019s base rate. This means that the amount of interest that the one-in-four holders who are on these mortgages have to pay has been roughly increasing in-line with the base rate.&nbsp;<\/p>\n\n\n\n<p>They\u2019ve already seen a seismic shift \u2013 the average UK two-year tracker rate has increased by over two points, making the typical Cardiff borrower on this kind of mortgage between \u00a3350 and \u00a3400 worse off per month.&nbsp;&nbsp;<\/p>\n\n\n\n<p>With the Bank of England forecasting a peak in the base rate of around 5.2% by the end of next year \u2013 an increase of almost another two points \u2013 these pressures are only going to increase.&nbsp;<\/p>\n\n\n\n<p>The way most buyers hedge against fluctuations in short-term interest rates is by taking out a long-term, fixed rate mortgage. While the interest on these loans is still impacted by changes to the base rate, it also accounts for expectations of future rates. Basically, these mortgages allow buyers to smooth out interest rate rises by spreading them over a longer period of time.&nbsp;<\/p>\n\n\n\n<p>Like their variable rate siblings, fixed rate mortgages have been becoming increasingly expensive over the past year. This is because expectations for future interest rates have also gone up.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"zeen-lazy-load-base zeen-lazy-load wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" src=\"about:blank\" data-lazy-src=\"https:\/\/flo.uri.sh\/visualisation\/12237949\/embed#?secret=s3p54EP6E3\" data-secret=\"s3p54EP6E3\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"700\"><\/iframe><noscript><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" src=\"https:\/\/flo.uri.sh\/visualisation\/12237949\/embed#?secret=s3p54EP6E3\" data-secret=\"s3p54EP6E3\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"700\"><\/iframe><\/noscript>\n<\/div><figcaption class=\"wp-element-caption\"><strong>Mortgage rates spiralled upward in the latter part of 2022. When combined with record house prices, this has led to housing costs that many families are struggling to bear.<\/strong><\/figcaption><\/figure>\n\n\n\n<p>This really became a problem in the wake of the UK Government\u2019s September mini budget. Then-Chancellor Kwasi Kwarteng chose to announce a series of unfunded tax cuts, expanding this year\u2019s government budget deficit by a projected \u00a380bn.&nbsp;<\/p>\n\n\n\n<p>Markets were concerned that the cuts wouldn\u2019t produce substantial growth, and hence would exacerbate the already high levels of inflation that the UK was seeing. Kwarteng\u2019s refusal to release an Office for Budget Responsibility forecast with his report only made these fears worse.&nbsp;<\/p>\n\n\n\n<p>This led lenders to believe that the Bank of England would have to raise the base rate even faster and further than they already were. Gloomy expectations then combined with a run on the Government bond market to send long-term interest rates \u2013 like the ones on fixed-rate mortgages \u2013 spiralling upward.&nbsp;<\/p>\n\n\n\n<p>Between the end of August and the end of October, the average 5-year fixed mortgage rate went from 3.6% to 5.6% &#8211; an increase that would cost the average borrower in Cardiff between \u00a3275 and \u00a3325 more per month.&nbsp;<\/p>\n\n\n\n<p>While the cancellation of virtually every policy in Kwasi Kwarteng\u2019s mini budget has led to a slight reversal of this increase, long-term interest rates remain significantly higher than they were in the summer.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Eventually, house prices are likely to fall to accommodate these hikes. In the meantime, however, families that are re-mortgaging are set to have to pay thousands of pounds more per year.&nbsp;&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-embed alignleft is-type-wp-embed is-provider-flourish wp-block-embed-flourish\"><div class=\"wp-block-embed__wrapper\">\n<iframe class=\"zeen-lazy-load-base zeen-lazy-load wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" src=\"about:blank\" data-lazy-src=\"https:\/\/flo.uri.sh\/visualisation\/12237883\/embed#?secret=kwO3qcjyDN\" data-secret=\"kwO3qcjyDN\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"700\"><\/iframe><noscript><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" src=\"https:\/\/flo.uri.sh\/visualisation\/12237883\/embed#?secret=kwO3qcjyDN\" data-secret=\"kwO3qcjyDN\" frameborder=\"0\" scrolling=\"no\" height=\"575\" width=\"700\"><\/iframe><\/noscript>\n<\/div><figcaption class=\"wp-element-caption\"><strong>The latter part of this year has seen rent in Wales grow at the fastest rate in a decade<\/strong><\/figcaption><\/figure>\n\n\n\n<p>For many, especially when given that their budgets are already being squeezed by the cost-of-living crisis, this is simply unaffordable.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The story is similar in the Welsh private rental market, where monthly payments rose at a yearly rate of 3.2% in October \u2013 the fastest in the last decade. This means that the average renter of a Cardiff single bed apartment is paying between \u00a320 and \u00a330 more per month than they would have been last year.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<p>In part, this is because landlords are having to pay more for their mortgages. This pressure is only likely to increase in the future, as more landlords are forced to remortgage at higher rates and tenants\u2019 contracts come up for renegotiation.&nbsp;&nbsp;<\/p>\n<\/div><\/div>\n\n\n\n<p>There are also concerns about the quantity of private rental properties. While Rent Smart Wales, the Welsh Government\u2019s rental information service, hasn\u2019t seen any evidence that landlords are leaving the market, there are early warning signs.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In a recent survey of the Cardiff Landlord Forum, 40% had sold properties in the last two years and 63% planned to sell in the next five. As well as higher mortgage rates, landlords are also being reportedly put off by new legislation \u2013 namely, the <a href=\"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2022\/11\/22\/the-new-renting-homes-act-what-is-it-and-why-is-it-important\/\" target=\"_blank\" rel=\"noreferrer noopener\">Renting Homes (Wales) Act<\/a>.&nbsp;<\/p>\n\n\n\n<p>If this causes the number of available tenancies to fall, upward pressure on rents is only going to increase. The hope is that once the housing market adjusts to the interest rate changes, so will the rental one.<\/p>\n\n\n\n<p>Until then, however, there\u2019s likely to be a significant amount of pain and it\u2019s important that anyone threatened by arrears reaches out to support services immediately.&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pressures in the mortgage and rental markets mean that many in Cardiff are facing housing costs that are increasingly unaffordable.
