{"id":7943,"date":"2015-12-01T17:39:26","date_gmt":"2015-12-01T17:39:26","guid":{"rendered":"http:\/\/cardiffian.jomec.co.uk\/?p=7943"},"modified":"2015-12-01T17:39:26","modified_gmt":"2015-12-01T17:39:26","slug":"proposed-merger-cardiff-council-untenable-says-vale-leader","status":"publish","type":"post","link":"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2015\/12\/01\/proposed-merger-cardiff-council-untenable-says-vale-leader\/","title":{"rendered":"Proposed merger with Cardiff council &#034;untenable&#034; says Vale leader"},"content":{"rendered":"<p><figure id=\"attachment_7975\" aria-describedby=\"caption-attachment-7975\" style=\"width: 100px\" class=\"wp-caption alignleft\"><a href=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/CllrMooreNeilweb.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-7975 size-full\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/CllrMooreNeilweb.jpg\" alt=\"CllrMoore(Neil)web\" width=\"100\" height=\"150\" \/><figcaption id=\"caption-attachment-7975\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"wp-image-7975 size-full\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/CllrMooreNeilweb.jpg\" alt=\"CllrMoore(Neil)web\" width=\"100\" height=\"150\" \/><\/noscript><\/a> <strong>Councillor Neil Moore<\/strong><\/figcaption><\/figure><br \/>\nTHE leader of Vale of Glamorgan Council this week opposed a merger plan with Cardiff put forward to cut the number of Welsh councils.<br \/>\nThe Draft Local Government (Wales) Bill published on\u00a0Tuesday, November 24, aims to cut\u00a0the councils from 22 to eight or nine by 2020.<br \/>\nBut Neil Moore said: \u201cA merger of the Vale of Glamorgan Council with Cardiff was untenable in June and is even more so today.\u201d<br \/>\nHe stressed the cultural and geographical differences of the two counties, arguing the Vale &#8220;has very different needs to that of the capital city&#8221;.<br \/>\nPublic Services Minister Leighton Andrews says his plan could see 1,900 administration jobs lost across Wales and the number of councillors falling from\u00a01,253 to between 700 and 900.<br \/>\nThe merger could cost up to \u00a3268 million, but should pay for itself within two or three years and deliver net savings of \u00a3650 million over 10 years, Mr Andrews said.<br \/>\n\u201cOur vision for local government is for activist councils, engaged in delivering modern, accessible, high quality public services with their local communities,\u201d he said.<br \/>\nThe Bill proposes that the Vale and Cardiff should merge to become a South Glamorgan Council.<br \/>\n<figure id=\"attachment_7944\" aria-describedby=\"caption-attachment-7944\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/Civic-Offices-Barry.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-7944\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/Civic-Offices-Barry-300x239.jpg\" alt=\"Civic Offices, Barry\" width=\"300\" height=\"239\" \/><figcaption id=\"caption-attachment-7944\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"size-medium wp-image-7944\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/Civic-Offices-Barry-300x239.jpg\" alt=\"Civic Offices, Barry\" width=\"300\" height=\"239\" \/><\/noscript><\/a> <strong>Civic Offices, Barry<\/strong><\/figcaption><\/figure><br \/>\nNut Councillor Moore says there is &#8220;no rationale&#8221; behind the decision and &#8220;such a move would without doubt negatively impact on our excellent track record of high performance and prudent financial management\u201d.<br \/>\nHe described the reorganisation of\u00a0local government in Wales as \u201ca mess of confusion and contradiction from the start\u201d, and has urged the Welsh Government to reconsider.<br \/>\n&#8220;Abandon this flawed plan and have a real and meaningful conversation with those who understand local government and who work within it for the benefit of local citizens,\u201d he said.<br \/>\nIn February 2015, the Vale of Glamorgan agreed a voluntary merger with Bridgend County Borough Council but this was rejected because the union crossed health board boundaries. However, the latest proposal does just that by merging Bridgend, Merthyr and Rhondda Cynon Taf.<br \/>\nCardiff Council hasn&#8217;t publicly commented on the latest plan. Leader Phil Bale has focused more on the immediate budgetary challenges.<br \/>\nHe said:\u00a0\u201cI have always believed there are too many local authorities in Wales. However, local government reorganisation isn\u2019t going to address the long-term funding challenges we face.\u00a0We have to focus now on reshaping and redesigning services and recognise the seriousness of the situation.\u201d<br \/>\n<strong>Here are some Welsh party responses to the Bill:<\/strong><br \/>\n<a href=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/cons_logo_welsh2031.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-7949 alignleft\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/cons_logo_welsh2031.jpg\" alt=\"cons_logo_welsh203\" width=\"200\" height=\"94\" \/><noscript><img decoding=\"async\" class=\"size-full wp-image-7949 alignleft\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/cons_logo_welsh2031.jpg\" alt=\"cons_logo_welsh203\" width=\"200\" height=\"94\" \/><\/noscript><\/a><br \/>\n<strong>Welsh Conservatives:\u00a0<\/strong><strong>Janet Finch-Saunders \u2013 Aberconwy AM<\/strong><br \/>\n\u201cWe want to see a focus on the true principles, of localism, rather than your map proposals so far, which will see over-centralisation of local government like never before.\u201d<br \/>\n\u201cIt has to be with the consent of local people. We want\u00a0to see the \u201ctransparency agenda taken much further.<br \/>\n\u201cThis Bill kicks the issues into the long grass, long beyond the next election. The projected savings are more empty promises from a Labour Minister who appears to have plucked a figure up out of thin air.\u201d<br \/>\n<a href=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/Labour-llafur-logo.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-7950 alignleft\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/Labour-llafur-logo.jpg\" alt=\"Labour-llafur-logo\" width=\"200\" height=\"113\" \/><noscript><img decoding=\"async\" class=\"size-full wp-image-7950 alignleft\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/Labour-llafur-logo.jpg\" alt=\"Labour-llafur-logo\" width=\"200\" height=\"113\" \/><\/noscript><\/a><br \/>\n<strong>Welsh Labour:\u00a0<\/strong><strong>Alun Davies \u2013 Blaenau Gwent AM<\/strong><br \/>\n\u201cI think it is important that, if we\u2019re seeking to change not simply the structures of local government, but the culture and the integration of local government, we\u2019re able to ensure that each one of these new authorities starts with a strong democratic mandate.<br \/>\n\u201cI would say that would imply a separate vote on the creation of each individual authority.\u201d<br \/>\n<a href=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/Plaid-Cymru-3.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-7951 alignleft\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/Plaid-Cymru-3.jpg\" alt=\"Plaid-Cymru-3\" width=\"200\" height=\"113\" \/><noscript><img decoding=\"async\" class=\"size-full wp-image-7951 alignleft\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/Plaid-Cymru-3.jpg\" alt=\"Plaid-Cymru-3\" width=\"200\" height=\"113\" \/><\/noscript><\/a><br \/>\n<strong>Plaid Cymru:\u00a0<\/strong><strong>Simon Thomas \u2013 Mid and West Wales AM<\/strong><br \/>\n\u201cWe don\u2019t agree with it.\u00a0In accepting that we don\u2019t need to duplicate everything 22 times over in local government and public services, we don\u2019t need to duplicate them eight or nine times either.\u201d<br \/>\n\u201cOne thing that is clearly missing from the report is reform of the electoral system. Plaid Cymru is of the view that the electoral system should be reformed in terms of the single transferable vote.\u201d<br \/>\n<a href=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/welsh-lib-dem.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-7952 alignleft\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/welsh-lib-dem.jpg\" alt=\"welsh lib dem\" width=\"200\" height=\"113\" \/><noscript><img decoding=\"async\" class=\"size-full wp-image-7952 alignleft\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2015\/11\/welsh-lib-dem.jpg\" alt=\"welsh lib dem\" width=\"200\" height=\"113\" \/><\/noscript><\/a><br \/>\n<strong>Welsh Lib Dems:\u00a0<\/strong><strong>Peter Black \u2013 South West Wales AM<\/strong><br \/>\n\u201cWe believe that Wales has too many councils, many of which are too small and are underperforming.\u201d<br \/>\n\u201cThere is concern about the timing of this reorganisation. Local councils are facing huge pressures on their services and are having to make very deep cuts in services including education, despite the Welsh Government\u2019s pledge to protect education.<br \/>\n\u201cAnd yet, this regulatory impact assessment talks of \u00a3200 million to \u00a3246 million as the cost of this reorganisation, money that will need to be spent before savings can be realised.\u201d<br \/>\n&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>THE leader of Vale of Glamorgan Council this week opposed a merger plan with Cardiff put forward to cut the number of Welsh councils.
