{"id":79688,"date":"2023-12-18T10:49:33","date_gmt":"2023-12-18T10:49:33","guid":{"rendered":"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/?p=79688"},"modified":"2023-12-18T11:04:50","modified_gmt":"2023-12-18T11:04:50","slug":"welsh-farmers-could-be-forced-out-of-business-in-bleak-winter-as-funding-laws-and-climate-all-change-warns-nfu","status":"publish","type":"post","link":"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2023\/12\/18\/welsh-farmers-could-be-forced-out-of-business-in-bleak-winter-as-funding-laws-and-climate-all-change-warns-nfu\/","title":{"rendered":"Welsh farmers could be forced out of business\u00a0in \u201cbleak\u201d winter as funding, laws and climate all change, warns NFU"},"content":{"rendered":"\n<h4 class=\"wp-block-heading\"><em>&#8220;If I give up, I lose my house, I lose my history, my culture&#8221; \u2013 <em>Abi Reader, Deputy President of the National Farmers&#8217; Union Cymru. <\/em>\u00a0<\/em><\/h4>\n\n\n\n<p>WELSH farmers are facing a fight for survival this Christmas as post-Brexit legal changes, extreme weather and funding problems all take their toll.\u00a0\u00a0<\/p>\n\n\n\n<p>Deputy President of \u00a0<a href=\"https:\/\/www.nfu-cymru.org.uk\/\" target=\"_blank\" rel=\"noreferrer noopener\">National Farmers\u2019 Union Cymru (NFUC)<\/a>, Abi Reader, described the situation as \u201cbleak\u201d and said that Welsh farmers could be forced out of business.\u00a0\u00a0\u00a0<\/p>\n\n\n\n<p>\u201cChristmas time can be difficult (for farmers),&#8221; said Ms Reader. <\/p>\n\n\n\n<p>But this year could be even harder as uncertainty surrounding agricultural subsidies may threaten rural communities and the food and drinks sector.\u00a0\u00a0\u00a0<\/p>\n\n\n\n<p>Farmers are concerned about the axing of food production subsidies in 2025. A food production subsidy is a sum of money granted by the government&nbsp;to a farmer to keep the price of food down.&nbsp;Ms Reader said that without them the most vulnerable people in society will suffer because they will not be able to afford food.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Despite discussions between the NFU and the Welsh Government becoming \u201ctoxic\u201d, according to Ms Reader, the government said: \u201cWe remain absolutely committed to supporting farmers and rural communities throughout Wales.\u201d\u00a0\u00a0<\/p>\n\n\n\n<div class=\"wp-block-cover alignfull has-parallax\" style=\"min-height:213px;aspect-ratio:unset;\"><span aria-hidden=\"true\" class=\"wp-block-cover__background has-background-dim\"><\/span><div role=\"img\" class=\"wp-block-cover__image-background wp-image-79713 has-parallax\" style=\"background-position:51% 11%;background-image:url(https:\/\/cardiffjournalism.co.uk\/thecardiffian\/wp-content\/uploads\/sites\/9\/2023\/12\/IMG-20231213-WA0006.jpg)\"><\/div><div class=\"wp-block-cover__inner-container is-layout-constrained wp-block-cover-is-layout-constrained\">\n<p class=\"has-text-align-center has-large-font-size\"><strong>What are the changes to farming subsidies in Wales?<\/strong>&nbsp;&nbsp;<\/p>\n<\/div><\/div>\n\n\n\n<p>Before Brexit, subsidies for farmers in Wales were guaranteed by the EU through two funding streams \u2013 the Basic Payment Scheme (BPS) which subsidised food production and&nbsp;<em>Glastir,<\/em> a sustainable land management funding scheme. &nbsp;<\/p>\n\n\n\n<p>These schemes are ending \u2013\u00a0<em>Glastir\u00a0<\/em>on December 31, 2023, and the BPS in 2024. They will be replaced by the Sustainable Farming Scheme (SFS) in 2025.\u00a0\u00a0<\/p>\n\n\n\n<p>\u201cSeeing&nbsp;<em>Glastir<\/em>&nbsp;coming to an end will have been a massive shock for some farms,\u201d said Ms Reader.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cI think everybody thought that there was going to be some sort of transition into some other sort of payment to keep them going through, but, actually, that hasn\u2019t been the case.\u201d&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cThere\u2019ll be some farms that will have seen 60-70% of their farm support payment just disappeared.\u201d <\/p>\n\n\n\n<p>The Welsh Government says an interim scheme \u2013 the&nbsp;<a href=\"https:\/\/www.gov.wales\/habitat-wales-scheme-rules-booklet-html\" target=\"_blank\" rel=\"noreferrer noopener\">Habitat Wales scheme<\/a>&nbsp;\u2013 was put in place until SFS starts to help farmers through the transition.&nbsp;<\/p>\n\n\n\n<p>The SFS will have three levels of funding available. Image Credit: Abi Reader.<\/figcaption><\/figure>\n\n\n\n<p>\u201cWe\u2019re going to end up with the\u00a0<em>haves<\/em>\u00a0and the\u00a0<em>have-nots<\/em>,\u201d said Ms Reader, referring to the farmers who will be able to siphon off 20% of their land for environmental causes and those who will not. Those who cannot are \u201ca bit stuffed\u201d, she said. <\/p>\n\n\n\n<p>These \u201c<em>have-nots\u201d<\/em>&nbsp;could be forced out of business because they will be unable to access subsidies that were previously available through the EU-funded BPS and&nbsp;<em>Glastir&nbsp;<\/em>schemes.&nbsp;<\/p>\n\n\n\n<p>&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:50%\">\n<p>The Welsh Government said it has prioritised the BPS 2023 budget, which remains at \u00a3238 million, and that the balance payments will be made later this month.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Farmers are concerned that support will not be available for food production itself \u2013 now that the BPS will be ending.&nbsp;<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:50%\">\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cThe funding pot hasn\u2019t kept up with inflation since 2016.\u201d<\/em>&nbsp;&nbsp;<\/p>\n<cite><em>Abi Reader, Deputy President of the NFU<\/em><\/cite><\/blockquote>\n<\/div>\n<\/div>\n\n\n\n<p>The Welsh Government said: \u201cThe proposed scheme actions have been refined considerably to make them more accessible to all farmers, thanks to the input of farmers during an extensive co-design exercise.&#8221;&nbsp;<\/p>\n\n\n\n<p>Both Ms Reader and the Welsh Government say that Brexit has impacted farming subsidies in Wales.&nbsp;&nbsp;<\/p>\n\n\n\n<p>&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:52%\">\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cThe ongoing impact of leaving the EU\u2026 has resulted in a loss of at least \u00a3243 million.\u201d<\/em>&nbsp;<\/p>\n<cite><em>Welsh Government<\/em><\/cite><\/blockquote>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:48%\">\n<p>\u201cThe funding pot hasn\u2019t kept up with inflation since 2016,\u201d said Ms Reader. &nbsp;<\/p>\n\n\n\n<p>\u201cIf we were still under EU regulations, then there would have been enough pressure from other more agricultural countries to say this payment (to farmers) has to go up.\u201d&nbsp;<\/p>\n\n\n\n<p>The Welsh Government said it is dealing with \u201cthe ongoing impact of leaving the EU, which has resulted in a loss of at least \u00a3243 million of replacement EU funding\u201d.&nbsp;&nbsp;<\/p>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-cover alignfull has-parallax\" style=\"min-height:212px;aspect-ratio:unset;\"><span aria-hidden=\"true\" class=\"wp-block-cover__background has-background-dim\"><\/span><div role=\"img\" class=\"wp-block-cover__image-background wp-image-79713 has-parallax\" style=\"background-position:48% 50%;background-image:url(https:\/\/cardiffjournalism.co.uk\/thecardiffian\/wp-content\/uploads\/sites\/9\/2023\/12\/IMG-20231213-WA0006.jpg)\"><\/div><div class=\"wp-block-cover__inner-container is-layout-constrained wp-block-cover-is-layout-constrained\">\n<p class=\"has-text-align-center has-large-font-size\"><strong>Why has the Welsh Government introduced the new farming subsidy scheme?<\/strong>&nbsp;&nbsp;<\/p>\n<\/div><\/div>\n\n\n\n<p>Climate change is&nbsp;a key reason behind&nbsp;the new scheme. &nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cThe aim of this scheme is to support farmers to produce food sustainably while dealing with the climate and nature emergency which is one of the biggest threats to sustainable food production and agriculture,\u201d said the Welsh Government.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Farmers themselves are feeling the pressure from extreme weather events. They are \u201con the coal face of climate change because everything that we do is dictated by the weather,\u201d said Ms Reader.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cThis year alone, we\u2019ve had snow, drought and flooding all in twelve months. Image Credit: Abi Reader.<\/figcaption><\/figure>\n\n\n\n<p>Farmers believe they are shouldering more responsibility than other industries to achieve the net zero target, through legislation like the SFS tree-planting scheme.<\/p>\n\n\n\n<p>\u201cFarmers are being asked to do more and more and more. It\u2019s not just food production anymore \u2013 it\u2019s (for the) environment. And yet the pot that they\u2019re getting is getting smaller and smaller and smaller,\u201d&nbsp;said Ms Reader.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-cover alignfull has-parallax\" style=\"min-height:231px;aspect-ratio:unset;\"><span aria-hidden=\"true\" class=\"wp-block-cover__background has-background-dim\"><\/span><div role=\"img\" class=\"wp-block-cover__image-background wp-image-79713 has-parallax\" style=\"background-position:50% 90%;background-image:url(https:\/\/cardiffjournalism.co.uk\/thecardiffian\/wp-content\/uploads\/sites\/9\/2023\/12\/IMG-20231213-WA0006.jpg)\"><\/div><div class=\"wp-block-cover__inner-container is-layout-constrained wp-block-cover-is-layout-constrained\">\n<p class=\"has-text-align-center has-large-font-size\"><strong>\u201cHuge risk for very little reward\u201d: Farming &#8216;no longer appeals\u00a0to workers<\/strong>&#8216;<\/p>\n<\/div><\/div>\n\n\n\n<p>&nbsp;<\/p>\n\n\n\n<p>Sara and Ian Hardy are farmers from Wenvoe in the Vale of Glamorgan. Like Ms Reader, they have first-hand experience of the issues that the industry faces where there is \u201chuge risk for very little reward\u201d.\u00a0\u00a0<\/p>\n\n\n\n<p>Farming is a difficult career and the industry is facing multiple challenges. The Hardys believe this is turning people away from the profession as \u201cyoungsters do not want to go into a struggling industry\u201d.\u00a0\u00a0\u00a0<\/p>\n\n\n\n<p>Multi-generational farms in Wales, like their own, may not survive. Image Credit: Sara Hardy<\/figcaption><\/figure>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cExtremes of weather are already here \u2013 biblical events \u2013 what they used to call &#8216;once every 100 years&#8217; we are now seeing once every five years.\u201d<\/em>\u00a0<\/p>\n<cite><em>Ian Hardy, farmer from Wenvoe<\/em>, Vale of Glamorgan<\/cite><\/blockquote>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p>\u201cEverybody who is arguing has a full belly,\u201d said Mr Hardy, but warned that this may not be the case forever as food poverty may rise if the industry is not properly supported. \u00a0<\/p>\n\n\n\n<p>Climate change has affected the Hardys\u2019 lives and harvests.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cExtremes of weather are already here \u2013 biblical events \u2013 what they used to call &#8216;once every 100 years&#8217; we are now seeing once every five years,\u201d said Mr Hardy.\u00a0\u00a0\u00a0<\/p>\n\n\n\n<p>\u201cWe have to farm in an environmentally sustainable way, but we also have to make a profit.\u201d&nbsp;&nbsp;<\/p>\n\n\n\n<p>The future of the agricultural industry relies on farms being financially stable. <\/p>\n<\/div>\n<\/div>\n\n\n\n<p>It is not just the farmers who will suffer.\u00a0Ms Reader said food production must be subsidised and cannot be dictated by market forces because \u201cif we do that, the price of food will go up, because it will become a competitive issue. <\/p>\n\n\n\n<p>&#8220;You cannot let food become competitive because the most vulnerable people in society will suffer because they won\u2019t have enough money to pay for it.\u201d\u00a0\u00a0\u00a0<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p>Farming in Wales is on a precipice.&nbsp;Many of the issues are down to funding.&nbsp;<\/p>\n\n\n\n<p>The Welsh Government said: \u201cWe have been very clear we are facing an extremely challenging financial situation \u2013 the toughest since devolution \u2013 which means we must make some very difficult decisions.\u201d\u00a0\u00a0<\/p>\n\n\n\n<p>Ms Reader said: \u201cWe will not go down quickly. What will go down quickly is the rest of the rural economy. Because we will stop employing to try and save money. We\u2019ll stop buying to try and save money. We will stop investing.\u201d&nbsp;&nbsp;&nbsp;<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cIf I give up, I lose my house, I lose my history, my culture.\u201d<\/em><\/p>\n<cite><em>Abi Reader, Deputy President of the NFU<\/em>&nbsp;<\/cite><\/blockquote>\n<\/div>\n<\/div>\n\n\n\n<p>\u201cThe farmer will be the last one standing because farmers will hang on for grim death.
