Plans for on-street parking charges were scrapped in July 2015 but the council still hopes\u00a0to charge for town centre car parks.<br \/>\nAccording to the VoG council website, fees\u00a0are due to be introduced at five town centre car parks in Barry and Cowbridge by April 2016.<br \/>\nMotorists will have to pay\u00a0at Kendrick Road, Thompson Street and Wyndham Street car parks in Barry, as well as the Butts and Town Hall car parks in Cowbridge.<br \/>\n<figure id=\"attachment_8207\" aria-describedby=\"caption-attachment-8207\" style=\"width: 300px\" class=\"wp-caption alignright\"><a href=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/01\/Screen-Shot-2016-01-19-at-13.16.40.png\"><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-8207 size-medium\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/01\/Screen-Shot-2016-01-19-at-13.16.40-300x169.png\" alt=\"Car Parks that will have charges in Barry town centre\" width=\"300\" height=\"169\" \/><figcaption id=\"caption-attachment-8207\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"wp-image-8207 size-medium\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/01\/Screen-Shot-2016-01-19-at-13.16.40-300x169.png\" alt=\"Car Parks that will have charges in Barry town centre\" width=\"300\" height=\"169\" \/><\/noscript><\/a> Car Parks that will have charges in Barry town centre<\/figcaption><\/figure><br \/>\nThe council promises that out of approximately 1,950 parking spaces in Barry, the charges will only apply to 146 public spaces, leaving 92% of Barry town centre parking spaces free of charge.<br \/>\nIn Cowbridge, the fees will only apply to 179 out of the 800 public parking spaces in the town centre, leaving 78% free of charge.<br \/>\nThe proposed charges are \u00a31.00 for up to two hours, \u00a31.60 for up to three hours, \u00a32.20 for up to four hours and \u00a35.00 for over four hours.\u00a0This is cheaper than the fees imposed by Cardiff Council, where drivers are charged for one hour stays and the tariffs\u00a0keep rising after the four hour mark.<br \/>\nThe VoG council has\u00a0to meet a funding shortfall of \u00a325m over the next three years. Charging for parking is one way to meet this demand. A statement on the council website suggests that after the \u00a3350,000 car park maintenance fees, the charges could generate between \u00a3117,000 and \u00a3290,000 each year.<br \/>\nThere is also a problem with all-day parking in Barry and Cowbridge town centres. The council argues that parking charges will help local traders by opening up spaces for short-term shoppers.<br \/>\nLocal traders, however, are concerned that adding charges will push\u00a0shoppers away. Dave Elliott, the Managing Director of TL Computer Systems Wales on Holton Road, Barry, said: \u201cI don\u2019t think they should charge for parking at all. All the traders I have spoken to are dead against the charges.<br \/>\n\u201cPeople come into Barry town centre to get the newspaper. They should not have to pay an extra \u00a32-3 to do this. They\u2019ll stop coming here and our businesses will suffer.\u201d<br \/>\n<figure id=\"attachment_8205\" aria-describedby=\"caption-attachment-8205\" style=\"width: 740px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/01\/Holton-Road-for-web.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-8205\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/01\/Holton-Road-for-web.jpg\" alt=\"On-street parking will remain on Holton Road, Barry\" width=\"740\" height=\"432\" \/><figcaption id=\"caption-attachment-8205\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"size-full wp-image-8205\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/01\/Holton-Road-for-web.jpg\" alt=\"On-street parking will remain on Holton Road, Barry\" width=\"740\" height=\"432\" \/><\/noscript><\/a> On-street parking will remain free of charge on Holton Road, Barry<\/figcaption><\/figure><br \/>\nMr Elliott discovered the proposal\u00a0to introduce parking charges about seven months ago\u00a0and set up a petition to oppose the plans. The petition\u00a0generated enormous support and over 5,000 people from Barry and Cowbridge expressed\u00a0their concerns.<br \/>\nSimilar anxieties are spreading\u00a0in other Welsh towns. After parking problems in\u00a0Bridgend town centre, Shadow Transport Minister at the Welsh Assembly Byron Davies said: \u201cCouncils everywhere must realise that parking fees are not the answer to their financial problems and that they are in danger of killing the goose that lays the golden egg.\u201d<br \/>\nHowever, the VoG council is confident that by increasing the availability of spaces by warding off long-stay visitors, they can help Vale town centres thrive.<br \/>\nCoun Johnson argues the opposite: \u201cIf our town centres are to be given a chance to thrive, then introducing charges to people who want to spend their money in our shops is one of the last things we should do.<br \/>\n\u201c2016 is the year that the Vale Council should consider what will be best for our town centres, and not what is best for the council.<br \/>\n\u201cWe want to see more people shopping in our town centres, spending more money.\u201d<br \/>\n&nbsp;<br \/>\n&nbsp;<br \/>\n&nbsp;<br \/>\n&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>CALLS to scrap plans to\u00a0charge for parking in Barry and Cowbridge town centres have been made by a local councillor.
