{"id":8792,"date":"2016-02-12T15:42:07","date_gmt":"2016-02-12T15:42:07","guid":{"rendered":"http:\/\/cardiffian.jomec.co.uk\/?p=8792"},"modified":"2016-02-12T15:42:07","modified_gmt":"2016-02-12T15:42:07","slug":"primary-school-is-latest-target-of-splott-fly-tippers","status":"publish","type":"post","link":"https:\/\/cardiffjournalism.co.uk\/thecardiffian\/2016\/02\/12\/primary-school-is-latest-target-of-splott-fly-tippers\/","title":{"rendered":"Primary school is latest target of Splott fly-tippers"},"content":{"rendered":"<p>A PRIMARY school is the latest victim of fly-tippers in Splott.<br \/>\nRubbish was dumped outside Moorland Primary School earlier this week, according to campaigner Andrew Williams, and cleared away by Cardiff council today.<br \/>\nLib-Dem AM Eluned Parrott has condemned the council\u2019s policy towards fly-tipping.<br \/>\nAssembly Member Eluned Parrot said: \u201cWhenever I am in Adamsdown or Splott, just walking around with my phone, I am tweeting pictures to the council and saying come on let\u2019s have a look at this.\u201d<br \/>\n&nbsp;<br \/>\n<figure id=\"attachment_8803\" aria-describedby=\"caption-attachment-8803\" style=\"width: 328px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/02\/Eluned-Parrott.jpg\" rel=\"attachment wp-att-8803\"><img decoding=\"async\" loading=\"lazy\" class=\" wp-image-8803\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/02\/Eluned-Parrott-300x292.jpg\" alt=\"Liberal Democrat AM Eluned Parrott\" width=\"328\" height=\"319\" \/><figcaption id=\"caption-attachment-8803\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\" wp-image-8803\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/02\/Eluned-Parrott-300x292.jpg\" alt=\"Liberal Democrat AM Eluned Parrott\" width=\"328\" height=\"319\" \/><\/noscript><\/a> L<strong>iberal Democrat AM Eluned Parrott<\/strong><\/figcaption><\/figure><br \/>\n\u201cThe back lanes are absolutely disgraceful in parts of Adamsdown and Splott, and it\u2019s also in the corner of the street.\u201d<br \/>\nAs was previously reported in the <em>Cardiffian, <\/em>residents in Adamsdown and Splott have voiced their disgust at the level of fly-tipping in the area.<br \/>\nMiss Parrott was extremely critical of the council\u2019s policy to charge \u00a325 to replace stolen bins.<br \/>\nThis policy, coupled with the need to provide proof of being a Cardiff resident when disposing of rubbish at local dumps, has made Miss Parrott believe that the council\u2019s waste management policy is too chaotic.<br \/>\n\u201cPeople expect their local authorities to at least get the basics right, but the way they\u2019ve introduced the changes have been very chaotic.<br \/>\n\u201cThey were charged \u00a325 for replacement bins, so one of the councillors put a question into the council about how often this had happened because they had brushed it aside as a very minor affair.<br \/>\n\u201cIt has happened more than 200 times since they introduced the new bins. They\u2019ve also introduced a policy whereby if you go to the dump or the recycling centre they will ask you to prove your identity and whether you live in the city.<br \/>\n<figure id=\"attachment_8804\" aria-describedby=\"caption-attachment-8804\" style=\"width: 300px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/02\/Splott-rubbish-2.jpg\" rel=\"attachment wp-att-8804\"><img decoding=\"async\" loading=\"lazy\" class=\"size-medium wp-image-8804\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/02\/Splott-rubbish-2-300x300.jpg\" alt=\"Fly-tipping - Areas of Splott have been plagued by rubbish\" width=\"300\" height=\"300\" \/><figcaption id=\"caption-attachment-8804\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\"size-medium wp-image-8804\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/02\/Splott-rubbish-2-300x300.jpg\" alt=\"Fly-tipping - Areas of Splott have been plagued by rubbish\" width=\"300\" height=\"300\" \/><\/noscript><\/a> <strong>Fly-tipping &#8211; Areas of Splott have been plagued by rubbish<\/strong><\/figcaption><\/figure><br \/>\n\u201cSo people are being turned away from the dump because they didn\u2019t bring a gas bill and a photo ID card with them.<br \/>\n\u201cI mean just how difficult do we want to make it for people to dispose of their rubbish properly.\u201d<br \/>\nThe 36-year-old AM believes that the council\u2019s policy towards fly-tipping stems from national government recycling targets.<br \/>\n\u201cThe problem we have here is that it\u2019s all been done in a bit of a panic because they were being threatened by a half a million pound fine by the Welsh Government for missing their recycling targets.<br \/>\n\u201cAll this reorganisation has been about recycling targets.<br \/>\n&#8220;Of course they have spent \u00a33 million trying to avoid a \u00a3250,000 fine.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A PRIMARY school is the latest victim of fly-tippers in Splott.
