He had slid the door closed, and walked around the back of his van. As he did that, a neighbour pulled away from outside her house to drive up College Road which is her right of way through the chicane,&#8221; said Mr Havard. <\/p>\n\n\n\n<p>\u201cA lorry came through the chicane not giving way when it should have. The car and the lorry passed each other in the centre, the narrowest part. The car swerved and hit a parked car, stopping exactly where my son had just been standing, unloading his van.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cThat\u2019s what made me really upset and angry- this could have happened outside my house. It really made me think- we&#8217;ve got to do something.&#8221;&nbsp;<\/p>\n\n\n\n<p>Over just two nights of door-knocking, Mr Havard collected the 50 signatures required to have his petition heard by a full council meeting.\u00a0<\/p>\n\n\n\n<p>\u201cEvery single person I spoke to signed it without hesitation. They see it and think \u201cI\u2019ve got to get it through there quickly,\u201d said Mr Williams.&nbsp;<\/p>\n\n\n\n<p>The speed limit on College Road is 20mph, but many drivers do not stick to it, it is claimed.&nbsp;<\/p>\n\n\n\n<p>\u201cWhen the roads are fairly clear, there are people who will speed down this stretch. Children will try and dart across. When it\u2019s school time, it\u2019s really busy,\u201d said Mr Williams.&nbsp;<\/p>\n\n\n\n<p>\u201cThe number of school buses that come down here &#8211; sometimes you have a fleet coming through. If one goes through the chicane against the flow, all the others will follow &#8211; no-one is going to break up a stream of buses.&#8221;&nbsp;<\/p>\n\n\n\n<p>The rise in road rage resulting from the chicane is another concern for residents.&nbsp;<\/p>\n\n\n\n<p>\u201cIt\u2019s a nightmare, in one word,\u201d said Keith Roberts, another College Road resident. \u201cIt causes a lot of problems in respect of tooting horns, accidents, swearing. Drivers tend to throw things out of the window &#8211; bottles, cans.&nbsp;<\/p>\n\n\n\n<p>\u201cIt\u2019s a very, very busy road, in constant use. Sometimes it takes five minutes to get out of my drive,\u201d said Mr Roberts.&nbsp;<\/p>\n\n\n\n<p>Cardiff\u2019s Transport <a href=\"https:\/\/www.cardiff.gov.uk\/ENG\/resident\/Parking-roads-and-travel\/transport-policies-plans\/transport-white-paper\/Documents\/White%20Paper%20for%20Cardiff%20Transport%202019.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">White Paper<\/a> (published in 2019, entitled \u2018Changing how we move around a growing city\u2019) predicts a daily commuter increase of over 150,000 in 2025&nbsp;across the city, meaning the problem of congestion is likely to get worse.&nbsp;<\/p>\n\n\n\n<p>A community meeting to discuss the traffic calming measures on College Road was held on Thursday, January 23. Llandaff North councillor Jennifer Burke and Matthew Price, team leader of Active Travel and Road Safety at Cardiff Council, were in attendance.&nbsp;<\/p>\n\n\n\n<p>More than 20 people came to the meeting. They told the meeting that the Welsh Government has taken money out of road safety to put into active travel.&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>The Cardiff Local Development plan <a href=\"https:\/\/keepingcardiffmoving.co.uk\/wp-content\/uploads\/2017\/10\/Transport_Strategy.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">published<\/a> by the council states their aim for &#8220;50% of all journeys to be made by sustainable transport by 2026&#8221;.&nbsp;<\/p>\n\n\n\n<p>The Active Travel Act (Wales) 2013 placed a legal requirement on councils to &#8220;build and improve road networks for people travelling on foot and by bike&#8221;.<\/p>\n\n\n\n<p>They also said that additional funding for road safety does not tend to come unless a cluster of accidents has occurred at a location.&nbsp;<\/p>\n\n\n\n<p>\u201cMost of the scrapes are minor, so you\u2019d never involve the police,\u201d said Mrs Williams.&nbsp;<\/p>\n\n\n\n<p>However, Mr Havard believes that simply waiting for a serious accident to happen before acting is not an option.&nbsp;<\/p>\n\n\n\n<p>\u201cYou\u2019ve got to be hit or hurt in order to get action, and that\u2019s not right.
