he said.\u00a0\u201cWhy would people steal a bin?<br \/>\n\u201cWe\u2019ve had half a dozen occasions where somebody has said they have had a bin stolen.\u00a0We\u2019re not talking big numbers of cases here.\u201d<br \/>\n\u201cThe difficulty with that is the council can\u2019t cover the cost of everything anymore, those days are gone.<br \/>\n\u201cWe have to find ways to save money, even this year we had to save \u00a330 million is the 15\/16 budget so we have to find ways of doing that.<br \/>\n<figure id=\"attachment_9967\" aria-describedby=\"caption-attachment-9967\" style=\"width: 278px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/03\/Bob-tipping-2.jpg\" rel=\"attachment wp-att-9967\"><img decoding=\"async\" loading=\"lazy\" class=\" wp-image-9967\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/03\/Bob-tipping-2-225x300.jpg\" alt=\"Fly-tipping is a huge problem in Adamsdown and Splott\" width=\"278\" height=\"371\" \/><figcaption id=\"caption-attachment-9967\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\" wp-image-9967\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/03\/Bob-tipping-2-225x300.jpg\" alt=\"Fly-tipping is a huge problem in Adamsdown and Splott\" width=\"278\" height=\"371\" \/><\/noscript><\/a> <strong>Fly-tipping is a problem in Adamsdown and Splott<\/strong><\/figcaption><\/figure><br \/>\n\u201cIf a bin is broken or damaged by our crews we will replace it free of charge, but if someone reports it stolen we\u2019ve got no way of knowing whether it has really been stolen.\u201d<br \/>\nCoun Derbyshire also defended the scheme which requires people to show identification in order to prove they live in Cardiff before using waste recycling centres.<br \/>\n\u201cIf you live in Cardiff then providing some form of ID is not difficult,\u201d he said.<br \/>\n\u201cWhat I found when I went round the recycling centre last week was that everybody I saw there had ID with them, so obviously the message has got through.<br \/>\n\u201cThe vast majority of people who go now have ID so it\u2019s not a particularly big issue.\u201d<br \/>\n<span style=\"line-height: 1.5\">Liberal-Democrat AM Eluned Parrott said\u00a0in February that the ID\u00a0policy would make it too difficult for residents to legally dispose of waste. <\/span><br \/>\n<span style=\"line-height: 1.5\">But Coun Derbyshire\u00a0denies this.<\/span><br \/>\n\u201cIf someone is making time to go to a recycling centre, then they would not consider fly-tipping.<br \/>\n\u201cEvery area including Cardiff gets charged for the amount of waste we put out, and so if people from outside the city are coming to our recycling centres and dumping their waste then that\u2019s costing Cardiff residents money.\u201d<br \/>\n<figure id=\"attachment_9968\" aria-describedby=\"caption-attachment-9968\" style=\"width: 266px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/03\/Bob-tipping-1.jpg\" rel=\"attachment wp-att-9968\"><img decoding=\"async\" loading=\"lazy\" class=\" wp-image-9968\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/03\/Bob-tipping-1-225x300.jpg\" alt=\"Bin controversy\" width=\"266\" height=\"355\" \/><figcaption id=\"caption-attachment-9968\" class=\"wp-caption-text\"><noscript><img decoding=\"async\" class=\" wp-image-9968\" src=\"http:\/\/cardiffian.jomec.co.uk\/wp-content\/uploads\/2016\/03\/Bob-tipping-1-225x300.jpg\" alt=\"Bin controversy\" width=\"266\" height=\"355\" \/><\/noscript><\/a> <strong>A bin controversy is hitting Splott<\/strong><\/figcaption><\/figure><br \/>\nCoun Derbyshire did however concede that fly-tipping is an issue in the city.<br \/>\n\u201cIt\u2019s still something that we are concerned about and trying to find a solution,\u201d he conceded.<br \/>\n\u201cBut it\u2019s not always easy as you have to trace the person responsible for it.\u00a0One of the things we do is obviously look for evidence within whatever\u2019s been tipped.<br \/>\n\u201cIn terms of a court of law you\u2019ve got to have the proof. It can\u2019t just be done on the fact that &#8216;oh we know that number six down the road regularly goes out and dumps a few black bags down there&#8217;.\u201d<br \/>\nResidents in Adamsdown and Splott have regularly complained of fly-tipping, with incidents reported outside Moorland Primary School, and the Royal Infirmary among others.<br \/>\n\u201cThe sort of stuff that goes on in places like Adamsdown and Splott is more I think to do with people who can\u2019t get it in their own bin or whatever they just take it down the road a bit and dump it in a corner somewhere.<br \/>\n\u201cThey think it out of sight so it doesn\u2019t matter.\u201d<br \/>\nCoun Derbyshire promised further action to tackle fly-tipping.<br \/>\n\u201cIn terms of fly-tipping we\u2019re doing a lot more enforcement over the next year or so.\u00a0If you look at Cathays in the last year we\u2019ve issued over 300 notices about waste followed up by a number of fixed penalties,\u201d he said,<\/p>\n","protected":false},"excerpt":{"rendered":"<p>CARDIFF&#8217;S cabinet member for the environment has defended charging residents \u00a325 to replace stolen wheelie bins, and other council waste disposal policies.
