“Fly-tipping is completely unnecessary,” says Cardiff Council. What can Splott do to prevent it?

Keep Splott Tidy released the #NoMoreRubbishExcuses campaign in 2018, reporting to the public that fly-tipping is a crime.

A year on fly-tipping is still a problem in Cardiff, especially Splott. If you are caught fly-tipping you risk fines of up to £50,000 and/or imprisonment. Vehicles used to fly-tip waste can also be seized and crushed.

Fly-tipping is a problem all over Cardiff.

A Spokesman for Cardiff Council has this to say on fly-tipping: “It damages the environment and costs the taxpayer a significant amount of money each year. 

“The Council has publicised a clear way of reporting fly-tipping issues using an app and figures show that 19% of fly-tipping incidents reported to the Council, end up to be false alarms when enforcement officers visit.

“If you are paying for someone to remove waste from your home, ensure that they are registered to do so, or you could end up in court.”

Keep Britain Tidy defines fly-tipping as the ‘illegal deposit of any waste onto land that does not have a licence to accept it’. Tipping a mattress, electrical items or a bin bag full of rubbish in the street causes a local nuisance and makes an area look ugly and run down.

The Splott community has been thinking of ways to encourage those we are fly-tipping to think of the bigger picture- that fly-tipping affects people as well as the area you live in. Along with bringing this issue to the attention of Cardiff Council.

By littering and fly-tipping you are costing the taxpayers money.

Continuing my enquiry about the problem of fly-tipping in Splott to the council, a Spokesman for Cardiff Council said: “Every business has a duty of care to dispose of their waste responsibly. Every business carrying waste has to be licensed by Natural Resources of Wales. 

“They have to carry a Waste Transfer Notice to show where the waste is being taken from and which licensed facility the waste is being brought to. We frequently carry out patrols with partner organisations and stop and request documentation from people carrying waste in their vehicle and this will continue.

“The Council does have a number of infrared cameras which are used in fly-tipping hotspots across the city. The message to those who continue to ruin the environment that we all live in is, stop, if you get caught you will either receive a fixed penalty notice or face court action with a possible fine of up to £50 000 or 6 months imprisonment depending on the severity of the case.”

Fly-tipping is an issue that effects the entirety of Cardiff with the likes of Roath, Ely and Adamsdown also being affected by this illegal act.

What should you do if you see someone fly-tipping?

Cardiff Council has said that if anyone witnesses fly-tipping in their community. It is advised not to contact those who are carrying it out but to take details of the time, location and the registration details of the vehicle and report it to the C2C on 02920 872087.
